A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS, AUTHORIZING GULF COAST WATER
AUTHORITY ("GCWA") OR ITS DESIGNATED
REPRESENTATIVE TO APPLY FOR A GRANT FROM THE
TEXAS WATER DEVELOPMENT BOARD ON BEHALF OF THE
CITY; GRANTING AUTHORITY FOR THE GCWA TO ENTER
INTO A CONTRACT WITH THE TEXAS WATER DEVELOPMENT
BOARD; AND EXPRESSING THE COUNCIL'S SUPPORT AND
CONSIDERATION OF COMMITTING LOCAL PRO-RATA
MATCHING FUNDS FOR THE GRANT.
WHEREAS, Gulf Coast Water Authority owns rights in the Brazos River; and
WHEREAS, the GCWA has the ability to provide a safe and guaranteed supply of treated
surface water to the City of Friendswood; and
WHEREAS, the GCWA plans to apply for a grant from the Texas Water Development
Board for the preparation of a water supply and facility planning study, and
WHEREAS, the purpose of the study is to evaluate alternatives for regional water
treatment facilities to serve Brazoria County,Fort Bend County, Galveston County, Harris
County, and West Houston, and will include evaluation of water treatment alternatives,
site selection, and transmission main route alternatives; and
WHEREAS, the City's participation will help ensure that its citizens will receive the
benefits of a regional water supply,
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CI'�Y OF FRIENDSWOOD, TEXAS:
SECTION 1. That Gulf Coast Water Authority or its designated representative is hereby
authorized to apply for a grant from the Texas Water Development Board and to enter
into a contract with such Board on behalf of the City.
SECTION 2. The City Council supports and will consider committing local pro-rata
matching funds for the preparation of a water supply and facility planning study pending
final determination of the required match.
