A RESOLUTION OF THE CITY OF FRIENDSWOOD, TEXAS,
SUPPORTS PASSAGE OF LEGISLATION TO ESTABLISH
APTD FINANCE THE TEXAS PUBLIC LIBRARY FUND.

WHEREAS, Texas public libraries provide educational, entertainment,
reference and research sources for businesses, government, and the full
spectrum of the public, including children, adults, and senior citizens; and
WHEREAS, Over 1.3 million people in Texas are without access to publicly
supported library services; and
WHEREAS, Funding for Texas public libraries has not kept pace with the needs
for servicing the populations of major metropolitan areas and the rapidly
growing needs of public libraries in smaller suburban and rurally isolated
communities; and
WHEREAS, A major source of funding for construction of public library
facilities, the Federal Library Services and Construction Act, has expired;
and
WHEREAS, The Texas Library Association supports passage of legislation
creating a permanent Texas Public Library Fund to be used for public library
materials, services and facilities; and
WHEREAS, The Texas Municipal League voted to seek introduction and passage
of legislation to establish the Texas Public Library Fund;
NOW, THERFsFORE, BE IT RESOLVED, that the City Council of the City of
Friendswood, Texas, support passage of legislation to establish and finance
the Texas Public Library Fund.
PASSED, APPROVED, AND RESOLVED this 15th day of March, 1999.
