R99-17 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS, ADOPTING PHILOSOPHY AND POLICY STATEMENTS FOR THE CITY'S FUTURE PLANNING FOR 2020. * * �r ,� * * * * * * BE IT RESOLVED BY THS CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS: SECTION l. That the Planning for 2020-Policy Statements for our future attached hereto as Exhibit "A" and made a part hereof for all purposes be, and it is hereby, approved as the Official Policy. SECTION 2. That this policy is necessary to plan for the future for the Citizens of the City of Friendswood, Texas. SECTION 3. That the said Philosophy and Policy Statements be signed by the Mayor and attested by the City Secretary, and the City Secretary be directed to place on said policy an endorsement, which shall read as follows: " Planning for 2020-Policy Statements for our Future" Such Planning for 2020-Policy Statements for our Future, as thus endorsed, shall be kept on file in the office of the City Secretary as a public record. Then and now, citizens of this community honor faith in God, family values, good education, and community stability. This heritage is of the utmost importance. Policv It is the policy of the City of Friendswood to ensure that the heritage of our community is considered and maintained when making decisions affecting the future of the city. Preserving Community values Governance Pur�ose & Scoae We must be vigilant in maintaining the heritage of our community. The visionary outlook of this city must be clearly developed and incorporated with that heritage in mind. We must continue to move forward, seeking and drawing on the advice of citizens. We must govern responsibly. Policy It is the policy of the City of Friendswood to lead and communicate with a clear remembrance of the values of the past and a vision of the future. Leadership shall be undertaken with honor, integrity, respect and civility to all. Preserving Community Values Quality Schools Purpose & Scope Education is a dynamic process that mirrors the quality of life in our community. City government aclrnowledges its responsibility to proactively support development of educational and good citizenship opportunities within Friendswood. Policv , It is the policy of the City of Friendswood to encourage and set an example of good citizenship, mentoring, and modeling for students of both school districts within our city and promote service opportunities and cooperation between the city and school officials. Further, the City of Friendswood shall work toward an economically healthy community ensuring the financial viability of our schools. Preserving Community Values Environmeat Pur�ose & Scope Environment includes all the natural aspects of the city, its visual image, appearance and its physical sense of community. Policv , It is the policy of the City of Friendswood that, as growth and development occur, it should be guided so as to preserve the elements of the physical environment. These elements give the community a visual image it values . highly and a character which promotes a sense of continuity and stability. Preserving Community Values Land Use Pur.�ose & Sco�e Land use, as it relates to Friendswood, means the development of the land which conforms to the regulations of the city, maintains or increases the value of property, promotes lower density residential development and prevents undesirable uses. Po--� , It is the policy of the City of Friendswood to use its authority to encourage and guide development in a manner which preserves the open, green, treed appearance of the City,enhances property values and prevents undesirable or adverse uses of the land. The end goal is growth and development that is a net benefit to the community. Preserving Community Values RESOURCES Finances Employees Technology Heavy Equipment Volunteers Finaaces Purpose & Sco�e The City of Friendswood government is responsible to its citizens, must carefully manage all public funds and assets and provide the highest level of service to our citizens at the greatest value. Policv It is the policy of the City of Friendswood to anticipate and identify funding sources, provide full value for tax dollars and establish ,prudent, guiding financial policies. Resources Employees Purpose & Scope The skills,knowledge and character of City of Friendswood employees are the foundation for providing quality city services. Maintaining this level of service requires a comprehensive and consistent program of recruitment, development and retention of employees in a work force challenged to meet the growth of our city. Policv , It is the policy of the City of Friendswood to develop and maintain a plan and program to recruit,develop and retain high performance employees. This plan � , ensures the city work force keeps pace with the requirements for quality services in a growing community. Resources Technology Pur�ose & Scope Information technologies, including telecommunications, computers and networks, are continually transforming our economy and society, and the role of governments within them. City government must make maximum use of information and other technologies as an internal resource to the city staff and elected officials, and an external resource to our citizens and other customers. Policv It is the policy of the City of Friendswood to provide a technologically proficient environment to meet the needs of a dynamic community. Resources Heavy Equipment Purpose & Scope Certain essential city services require heavy equipment to meet those citizen needs such as fire suppression and the maintenance of streets,water and sewer lines, stortn sewers and road side drainage ditches. Policv It is the policy of the City of Friendswood to provide the capacity to deliver these services through the systematic acquisition of necessary heavy equipment. Resources Volunteers - Pur�ose & Sco.�e The purpose of volunteer services is to keep citizens involved in their community, utilizing their historic backgrounds, diverse and technical lrnowledge and wealth of experience. Policy It is the policy of the City of Friendswood to provide the prpcess to advertise and actively seek out volunteers to maintain a bank of interested parties. Resources CITY SERVICES Water & Sewer/Utilities Transportation Solid Waste Drainage Public Safety Parks & Recreation Facilities Communication Water and SeweriUtilities Purpose & Scope The delivery of drinking water and the safe, environmentally sound removal of waste water are essential to the physical and economic well being of the city. The means to deal effectively with drought and to deliver water when storm-related difficulties disrupt normal supplies must be provided. Po—� , It is the policy of the City of Friendswood to maintain a superior water and waste water systems, complying with the standards of the Texas Natural Resource Conservation Commission,the requirements of the Harris-Galveston Subsidence District, and the fire insurance rating systems of the Texas Insurance Commission. Ciry Services Transportation Purpose & Scope Transportation by Friendswood standards covers issues related to the safe, orderly and efficient movements of all forms of traffic throughout the city. Vehicular, pedestrian and bicycle uses, together with other modes of transport that may be required, shall be considered in a continuing planning process. Policv It is the policy of the City of Friendswood to provide an aesthetically pleasing, integrated transportation network composed of properly designed and constructed facilities to meet the functional requirements of a growing residential and business sector. City Services Public Safety Purpose & Scope Public safety is created by citizens working together with agencies of government in an alliance based on mutual trust. Citizen support and involvement in the prevention of incidents requiring police, fire, fire marshal, emergency medical service or emergency management, should be encouraged at every opportunity. Policv , It is the policy of the City of Friendswood to ensure we develop and maintain highly skilled, well-equipped public safety personnel, dedicated to our service _ tradition of citizen involvement in an alliance for a safe communiry. ctr�servt�� Parks and Recreation Purpose & Scope The purpose of Parks and Recreation is to create an opportunity for the enhancement of ones quality of life by giving all citizens access to natural areas, water amenities, trails and common apparatus for organized or spontaneous activities. Polic It is the policy of the City of Friendswood to provide, acquire, develop and maintain parks and open space throughout the city. � It is the policy of the City of Friendswood to provide recreation programs for citizens that will enhance the quality of life. City Services Facilities Pur�ose & Scope Facilities are the buildings and other structures which house or serve the needs of our citizens and visitors. Policv It is the policy of the City of Friendswood to acquire, provide and maintain such facilities commensurate with our community needs and image. City Services Drainage Purpose & Scope The historical impacts of tropical rains, storms and hurricanes, coupled with development occumng within the city and upstream along creek systems that pass through Friendswood, make the drainage system a high priority for protecting citizen's property, health and safety. Policv It is the policy of the City of Friendswood to consistently invest in the city's . drainage improvements and regulations that minimize the impacts of storm water on streets, homes and businesses, and to use all available means of influence to seek additional investments in protection from other local entities and county, state and federal agencies. ctry servt�� Solid Waste Purpose & Scope The purpose is the removal and recycling of solid waste from the city. This is a fundamental service of city government. This work is done by contract. Policv It is the policy of the City of Friendswood to use an effective'means to provide the timely removal and recycling of solid waste and to ensure the service remains cost competitive. City Services Communication Puraose & Sco�e Effective communication by the city is essential to achieving the city mission. Communication means an effort dedicated to giving and receiving ideas, concepts, and information to residents and business owners, elected officials, employees, and others, by all available means. Polic . It is the policy of the City of Friendswood that effective communication is a responsibility for elected and appointed officials, volunteers and all city employees. Effective communication will include an awareness of the potential for missed reception and missed perceptions. All communication shall be founded on the cornerstones of openness, effective listening, understanding and suspension of judgment. ciry servt�es , , ECONOMIC DEVELOPMENT � �. � ECONOMIC DEVELOPMENT Purpose & Scope Maintaining our community heritage is essential to the overall quality of life in our city. It is imperative that the city tax base expand to support the image of the community, enhance citizen investment in their property, and retain the quality of city services and schools. Policv It is the policy of the City of Friendswood to advance an economic development program that upholds community values, builds on investments ' made in the community, and supports the expectations of the city's level of service.
