R99-28 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, GALVESTON/HARRIS COUNTIES, TEXAS, SUPPORTING THE CONSTRUCTION OF EL DORADO BOULEVARD TO CONNECT WITH FRIENDSWOOD LINK ROAD, URGING STRONG LOCAL SUPPORT OF H-GAC, HARRIS COUNTY, THE CITY OF HOUSTON AND THE DEVELOPER COMMUNITY IN THE AREA, RECOGNIZING THE DUTY OF THE TEXAS DEPARTMENT OF TRA.NSPORTATION TO MEET THE NEEDS OF THE CITIZENS OF THE STATE OF TEXAS THROUGH PLANNING, CONSTRUCTION AND MAINTENANCE OF HIGHWAYS; A STATEMENT OF IMMEDIATE NEED TO INCREASE CAPACITY AND EXTEND EL DORADO BOULEVARD; AND ADVERSE IMPACT TO STATE AND LOCAL ECONOMIC DEVELOPMENT. `UVHEREAS,the Texas Department of Transportation through its Division of Highway and Roads has the duty and obligation to meet the transportation needs of the citizens of the State of Texas through planning, construction and maintenance of highways; and WHEREAS,the Texas Department of Transportation has among its records, planning documents, traffic studies, and other valuable information that have conclusively identified the immediate need for improvement to El Dorado Boulevard; and WHEREAS,traffic congestion on F.M 2351 and F.M. 528 regularly endangers lives and property by creating unavoidable delays in the delivery of emergency services; and WHEREAS, El Dorado can serve as an essential evacuation route for Friendswood. NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF FRIENDSWOOD, GALVESTON/HARRIS COUNTIES, TEXAS. THAT, we urge the Department, Harris County and the City of Houston to move to complete improvements to El Dorado Boulevard, considering the significant benefit to the State and area as a whole; and FURTHER THAT,we seek to encourage reasonable speed in the completion of this most important project.
