ORDINANCE NO. 2018-20 z 3 AN ORDINANCE AMENDING CITY OF FRIENDSWOOD, TEXAS, ORDINANCE NO. 2017-32, PASSED AND APPROVED OCTOBER 2, 2017, SAME BEING AN ORDINANCE APPROVING AND ADOPTING THE CITY'S GENERAL BUDGET FOR FISCAL YEAR 2017-2018 B APPROVING "BUDGET AMENDMENT X11 TO THE "ORIGINA.L GENERAL BUDGET OF THE CITY OF FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2017- 201 "; P .OVIDING FOR SUPPLEMENTAL F APPROPRIATION AND/OR. TRANSFER OF CERTAIN FUNDS; PROFILING FOR SEVERA ILITY; AND t PROVIDING OTHER MATTERS RELATED TO THE SUBJECT. WHEREAS, by Ordinance No. 2017-32, the City Council of the City of Friendswood, Texas, adopted its "Original General Budget for Fiscal Year 2017-2018"; and WHEREAS, the City Council has determined that revenues and/or reserves are available for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is economically feasible and in the best interest of prudent budgeting and for municipal purposes; and f WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption of the budget; and WHEREAS, the City Council desires to amend said Original General Budget to reflect such supplemental appropriation and/or transfer in the fiscal year 2017-2018; f NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE OF TEXAS.0 Section 1. The facts and matters set forth in the preamble of this Ordinance are hereby found to be true and correct. Section 2. The "Original General Budget of the City of Friendswood, Texas, for the Fiscal Year 2017-2018," is hereby amended for municipal purposes as shown on "Budget Amendment X" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year 2017-2018" attached hereto. Said Budget Amendment X shall be attached to and made a part of such Original General Budget by the City Secretary and shall be filed as required by state law, a true and correct copy of which is attached hereto as Exhibits "A" and "B" and made a part hereof for all purposes. Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance or the application of the same to any person or circumstance shall for any reason be adjudged invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be invalid or unconstitutional; and the City Council of the City of Friendswood Texas, declares that it would have passed each and every part of the same notwithstanding the omission of any such part thus declared to be invalid or unconstitutional whether there be one or more parts. Library donations $2,832., Appropriate funds received from the sale of books and donations received in May 2018. The appropriation will go to purchase supplies, equipment and books. The funds will be appropriated to the Library's operating budget to be used in fiscal year 2018. 2. PEG channel$153. Appropriate PEG Channel funds to reimbursement expenditures related to broadcasting the July 4th festivities. The funding source will be PEG Channel funds in the general fund balance reserves from PEG Channel revenue. 3. Police Investic;ation Fund, $34,024. Appropriate asset forfeiture funds received in the current fiscal year. Funds will be appropriated to the Police Investigation Fund (PIF) operating supplies account. 4. „Police De,partmentD Program,.$700. Appropriate funds donated to the Police Department Rape Aggression Defense (R.A.D.) Program. Donations were received from the citizens participating in the R.A.D. classes. Funds will be appropriated to the Police Department Patrol for R.A.D. operating supplies related to R.A.D. program expenses and will be spent in Fiscal Year 2018. 5. Police Department Patrol Unit $50,244. Appropriate funds to purchase a fully equipped and marked police vehicle and related emergency equipment for the police department. An additional police vehicle is needed with the additional of two new school resource officers at Friendswood Independent School District during the 2018-2019 school year. The funding source will be unassigned general fund balance. 5. Parks & Recreation Donation for 4t" of July Event, $7,000. Appropriate the sponsorship fee received from Waste Connections of Texas on May 9, 2018 for the event. The appropriation will go towards the rental of the stage which will be used at the July 4th event. The appropriation will be recorded to the 4th of July operating budget. 7. Parks & Recreation Donation for Park Maps, $1 200. Appropriate donation received from Friendswood Chamber of Commerce and Friendswood Farmers Market for new Stevenson Park Maps. 8. Parks & Recreation 1776 Park, $7,925. Appropriate funding to purchase benches, picnic tables, and trash cans needed for the park. The funding source will be from the 1770 Park Trust Fund. 9. Parks & Recreation Doc Park Donation, $25,000. Appropriate donation received from Ron Carter Auto land in Alvin on June 22, 2018. Funds will reimburse the operating budget for park improvement expenditures already incurred. Ord 2018-20 Exhibit A Exhibit A Page 2 10. Flood Mi't at° r er@, $50,000. Appropriate funding for expenditure related to flood mitigation, planning, and grant management consulting services. city Council approved the contract at the April 2, 2018 council meeting. The funding source will be unassigned general fund balance. 11. Lit Station #2 , $58,351., Appropriate funds for expenditures related to the cleaning, inspection and testing of Lift Station #23. Funds will be appropriated from the 2010 Water and Sewer Bond construction Fund. 12. Blackhawk Boulevard..Phase, 11, $4,582,838., Appropriate funds for the street reconstruction from Blackhawk Boulevard from FM 2351 to Friendswood Link Road. Council approved a contract with Joslin construction at the April 2, 2018 council meeting. The funding source for the project will be 2017 GO Bond funds for $4,155,805 and $425,973 from the water and suer working capital. 13. Hurricane Harvey, $3,815,077.50. Appropriate general fund balance 90-day reserves i i rrrrr°i■i r for Hurricane Harvey damages and recovery expenditures such as debris removal, disposal and monitoring, emergency generator rental, shelter costs, repairs of vehicles, parks, lift stations and air conditioning units. 14. Hurricane Harvey, $45,833. 2. Appropriate funds received from Galveston county Consolidated Drainage District (GCCDD) to aid in the recovery process of Hurricane Harvey. The City had originally paid GCCDD the same amount ($40,833.02) for labor and equipment for debris removal. The funds received back will offset this expenditure.
