AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2017-32, PASSED AND
APPROVED OCTOBER 2, 2017, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2017-2018 BY
APPROVING "BUDGET AMENDMENT I 99 TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2017-
201 "; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.
WHEREAS, by Ordinance No. 2017-32, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2017-2018"; and
WHEREAS, the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption of
the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2017-2018;

FRIENDSWOOD, STATE OF TEXAS.-
Section 1. The facts and matters set forth in the preamble of this Ordinance are hereby
found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2017-2018," is hereby amended for municipal purposes as shown on "Budget
Amendment IX" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2017-2018" attached hereto. Said Budget Amendment IX shall be attached to and made a part of
such Original General Budget by the City Secretary and shall be filed as required by state law, a
true and correct copy of which is attached hereto as Exhibits "A" and "B" and made a part hereof
for all purposes.
Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged invalid
or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate
this ordinance as a whole or any part or provision hereof other than the part declared to be invalid or
unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it would have
passed each and every part of the same notwithstanding the omission of any such part thus declared
to be invalid or unconstitutional, whether there be one or more parts.

Budget Amendment Summary

Budget Amendment IX
June 4, 2018
1 Library donations, $639, Appropriate the donation received to the Library department's
operating budget. The donation will go to purchase books, furniture in the youth adult
section of the Library, purchase folding tables and operating supplies for the 3D printer.
The funds will be appropriated to the Library's operating budget to be used in fiscal year
2018.
2. Community Development Vehicle Insurance Reimbursement, $882. Appropriate
insurance reimbursements received from Texas Municipal League Intergovernmental
Risk Pool. A Community Development vehicle was parked in the City's parking lot and
another person hit the city's vehicle (unit CD21). The damages to the vehicle required
repairs to the bummer, tail light, and side panel. Funding will be appropriated to the
Community Development vehicle maintenance account for repairs already made to unit
CD21.
3. Police Investigation Fund, $550. Appropriate asset forfeiture funds received from the
current fiscal year. Funds will be appropriated to the Police Investigation Fund (PIF)
operating services account.
4. Parks & Recreation Donation for Concerts in the Park, $5,000. Appropriate the
donation received from Celebrity Cruises on May 22, 2018. The donation will go towards
the event expenditures. The appropriation will be appropriated to the Recreation division
operating budget for special events.
5. Parks & Recreation Donation for Centennial Park, $1,360. Appropriate the donation
received from TX Gridiron on April 16, 2018. The donation will go towards field
maintenance at Centennial Park. The appropriation will be appropriated to the Parks
Operations division budget.
6. Parks Operating Equipment and Furniture, $7,633. Appropriate funds to purchase
equipment and furniture for the Parks Operating division offices. All office furniture was
destroyed in Hurricane Harvey. The funding source for these purchases will be the
unassigned general fund balance.
7. SHSP Crisis Reponse Throw Phone System Grant Reimbursement, $28,500.
Appropriate reimbursement from SHSP for the Crisis Response Throw Phone System
back to unassigned general fund balance. Advance funding was given on BA I at the
November 6, 2017 Council meeting. The grant is reimbursing the City for the purchase of
the equipment. The reimbursement was received on May 29, 2018.
8. Old City Park Paving Project, $310,000. Appropriate funding for the Old City Park
Paving project. Council approved a contract with Matula and Matula Construction at the
April 2, 2018 Council meeting. The funding source for this project will be the 2015 GO
Bonds proceeds and the Park Land Dedication Fund unassigned fund balance.
