FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT. CONSTITUTING A QUORUM: MAYOR KEVIN HOLLAND MAYOR PRO-TEM STEVE ROCKEY COUNCILMEMBER SALLY BRANSON COUNCILMEMBER JIM HILL COUNCILMEMBER MIKE FOREMAN COUNCILMEMBER JOHN SCOTT COUNCILMEMBER CARLGUSTAFSON CITY ATTORNEY MARY KAY FISCHER CITY MANAGER MORAD KABIRI CITY SECRETARY MELINDA WELSH REGULAR SESSION i Mayor Holland called the meeting to order. The invocation was given by Pastor Howard Huhn with Friendswood Methodist Church. I ' Mayor Holland led the Pledge of Allegiance to the United States and to the State of Texas. COMMUNICATIONS FROM THE PUBLIC Ken Clark, Galveston County Commissioner Precinct 4, addressed Council and stated he is at the meeting to speak on a couple of agenda items. Agenda Item 14, Construction of Friendswood Lakes Boulevard, is glad to see the project moving forward. Consent Agenda item F, Provision for Community Development Block Grant(CDBG) Disaster Recovery funds, in a 90-day comment period while Housing & Urban Development (HUD) reviews the state's action plan in regards to $5.024 Billion, 70% of funds spent has to go to low to moderate income individuals. Friendswood's low to moderate income is 15.36%, and will be unable to recover using federal housing dollars moving forward. This is the reason a waiver from HUD is being requested in the state's action plan. Another area of concern is that 70% of infrastructure dollars must be spent on low to moderate income individuals, and a waiver is being requested that would allow communities to match their local to moderate income percentage. If the waiver is granted, the low to moderate percentage may be able to be reduced to 16% or 20%, and the balance of the money could go towards work on projects that would benefit the City of Friendswood's drainage issues. He stated he has shared with Harris County Flood Control the problems regarding clearing and de-snagging the Harris County side of Clear Creek. He will meet shortly to discuss the Clear Creek Flood Control project which is part of the$15.3 Billion voted on by Congress for funding. If Council has any questions, feel free to contact him. With concurrence of Council, Mayor Holland moved to Agenda Item 8A, Oath of Office administered b former City Manager Roger Roecker to new City Manager Morad Kabiri. SPECIAL RECOGNITION AND ACKNOWLEDGEMENTS ' Former City Manager Roger Roecker administered the Oath of Office to City Manager Morad Kabiri. Mr. Kabiri introduced his family and friends in attendance at the meeting. 05/07/18 4786 Mayor Holland stated Council will honor five Friendswood High School Media Interns who have been part of the City of Friendswood's multimedia internship program. Antonio Cardenas has worked on a number , of the city's TV productions, including the city's Fourth of July Parade and "Friendswood Strong" concert. Mr. Cardenas plans to attend San Jacinto Community College and pursue a communications degree. Victoria Hobbs also plans to attend San Jacinto Community College, and pursue a nursing degree. One of Ms. Hobbs TV projects was the opening of Lake Friendswood. Katie Mulloy plans to attend the University of Texas at Austin and pursue a communications degree. Some of Ms. Mulloy's projects included reporting on the Daddy Daughter Dance, Santa in the Park, and the Flapjack Fun Run. Tyler Radigan plans to attend Baylor University and pursue a biochemistry degree. Mr. Radigan was part of the city's Concert in the Park TV production crew and the soccer field dedication event. Kylie Trotti plans to attend the University of Alabama and pursue a news media and political science degree. Ms. Trotti worked on the city's Hurricane Harvey cleanup and faith-based community stories. All of these students have also worked in the production booth during City Council and Planning & Zoning Commission meetings. They are also graduates of the four-year "Mustang Cable System" program at Friendswood High School under the instruction of Mr. Al Tag. Now entering it's fourth year, the media internship program with the Friendswood Independent School District has been a beneficial partnership for the students and the city. The City of Friendswood appreciates the many hours that these graduating students have worked as volunteer interns to document and broadcast the sights and sounds of the good things going on in Friendswood. With concurrence of Council, Mayor Holland moved to Agenda Item 8D, Presentation of the Five Star Spirit Award for the First Quarter of 2018. City Manager Morad Kabiri presented the Five Star Spirit Award for the first quarter of 2018 to Parks and Recreation Department Recreation Superintendent Michael Boyett who has been with the city since May 2007. Mr. Boyett is Chairman of the Five Star Spirit Award Committee. In years past, when Mr. Boyett would be nominated he would withdraw himself from consideration for this award, but this year he was , unable to do so due to the quality of the nomination. The Hyde family in Friendswood lost their daughter and as a tribute to her a tree was planted in her honor. The Hyde family wanted to recognize Mr. Boyett for his kindness, consideration, professionalism, and just all-around dedication to their family during a difficult time in their family's lives. Mr. Boyett truly embodies the attributes of the Five Star Spirit Award being Courteous, Competent, Reliable, Professional and Enthusiastic. The City congratulates Mr. Boyett on being the recipient of the Five Star Spirit Award for the first quarter of 2018. Parks and Recreation Department Recreation Superintendent Michael Boyett introduced his wife Diana, sons Cohler and Brant, and daughter Tesli. With concurrence of Council, Mayor Holland moved to Agenda Item 5, Work Session. WORK SESSION Mayor Holland opened the discussion regarding Capital Projects update. Director of Public Works/City Engineer Patrick Donart presented a PowerPoint presentation regarding the progress made on Capital Projects since the April meeting. He reported on Old City Park, Blackhawk Boulevard Phase II, Pavement Management Study, Lift Station No. 23, Blackhawk Wastewater Treatment Plant, current Texas Department of Transportation (TxDOT) projects, and current Galveston County Consolidated Drainage District projects throughout the city. Discussion took place between Mayor, Council, and Staff regarding that the dog park should be open for dogs by the end of the summer, will be a dawn to dusk park, Pavement Management Survey, need to spend money to maintain good road conditions, and Staff is working on a Request for Proposal (RFP) to clean out the storm sewers after Hurricane Harvey. Mayor Holland opened the discussion regarding the Galveston County Bond Program. City Manager ' Morad Kabiri stated at the last two Council meetings there has been discussion regarding the Galveston County Bond Program. In November 2017, Galveston County held a bond election regarding four 05/07/18 4787 propositions, and one of the propositions pertained to a transportation project for the City of Friendswood: ' Council discussed the proposed construction on Friendswood Lakes Boulevard as a four lane facility with a 100 foot right-of-way, roughly 24 feet of paving on each side of the median with a five foot sidewalk on either side, and a median in the middle. The boulevard would run from where the road currently dead ends south of FM 528 to the city's West Ranch connection. Galveston County developed a matrix to determine the available funds for each city in the county. The City of Friendswood was allocated $3.57 Million with a dollar for dollar match up to $1 Million additional funds. Over the course of the past month; both the developers and Staff have reevaluated project costs and find the"drive-out' costs for this project; inclusive of engineering, surveying, and construction to range from $4.6 to $5.8 Million based on recent bids. Three property owners have offered to dedicate 100 foot right-of-way for construction of the roadway, and $200,000 a piece toward the county's offer to match. Unfortunately, the actual cost for the roadway will not be known until the project has been designed and bid. Should costs come in in excess of $4.77 Million, the city would have to put funds in with county funds, provided the county's matching offer has not been exceeded. The traffic impact study results showed the project would be positive for mobility and circulation throughout that region of the city. There is a draft Development Agreement and Interlocal Agreement for Council to consider later on the agenda. i Discussion took place between Mayor, Council, Galveston County Commissioner Ken Clark, and Staff regarding that the property owners dedication of the right-of-way is crucial to making this project work financially, estimated time frame of the project is a year and half to two years, roadway connection between the City of Friendswood and the City of League City, Galveston County is in discussion with the City of League City regarding their interest in connecting the roadways, and concern on what is Council's highest priority due to potential buyouts needed related to Hurricane Harvey. With concurrence of Council, Mayor Holland moved to Agenda Item 11, City Manager's Report. CITY MANAGER'S REPORT ' City Manager Morad Kabiri reported that this year's Spring Sparkle was a huge success. There was great attendance with 545 cars and trucks coming through the gates. Waste Connections reported to have hauled away almost 44.78 tons of compacted waste and 53.15 tons of roll-off waste. Shred-It Document Shredding destroyed several pounds of paper. The garage sale was also a success bringing in $783.02i All proceeds from the garage sale benefit the beautification of city facilities and parks. Bay Area Wildlife Rehab picked up animal habitat items that were donated to benefit the injured wild animals that make their home in Friendswood's green space. Sponsors for the event included the City of Friendswood Waste Connections, Clear the Air, JSC Credit Union, and Sonic. i The City Manager reported that on May 29, 2018, a Memorial Day ceremony will be held at the Veteran's I Memorial adjacent to Friendswood City Hall. The ceremony will feature patriotic songs and music, a tribute to the flags, and a special guest speaker. All local veterans are invited to attend and come together for a group photo at the close of the ceremony. For additional information, call the City of Friendswood Parks and Recreation Department. The City Manager reported that this year's Mitch & Artha Wright Concerts in the Park Series began on May 5, 2018, and will continue every Friday night during the months of May and June. Concerts will take place at Stevenson Park in the gazebo. All concerts will begin at 7:00 PM and end at approximately 9:00 PM. The first concert of 2018 featured the Friendswood High School Jazz Band. On subsequent evenings, attendees can look forward to Pop, Rock, Funk, Latin, Blues, and Zydeco music. Bring your blankets, lawn chairs, refreshments, dinner or snacks and be ready to sit back and enjoy an evening of fun and family entertainment brought to you by the City of Friendswood's Parks and Recreation Department. Everyone is eligible for give-a-ways and door prizes, vendors will be selling kettle corn, hot dogs, and snow cones as well. If anyone is interested in being a sponsor or providing a door prize; ' please contact the Parks and Recreation Department. The City Manager reported that each year the Texas Division of Emergency Management, National Weather Service and officials from local jurisdictions join together to recognize Hurricane Preparedness 05/07/18 4788 Week. This year May 6, 2018, through May 12, 2018, has been designated as Hurricane Preparedness Week in Texas. This is an excellent time to remind residents to be prepared for hurricane season which , begins June 1, 2018. It is important to encourage the general public to make plans for what they will do before and after a storm, double-check their emergency supply kits, register functional needs in the State's 211 State of Texas Emergency Assistance Registry (STEAR) database, and plan for their pets. The Friendswood Office of Emergency Management (OEM) has scheduled a city utility bill mailer to be sent out to all residents of the city. The mailer contains helpful information for the public regarding methods to stay informed, flood insurance, and storm surge information. Additional hurricane preparedness materials will be made available at City Hall, the Friendswood Library, the Chamber of Commerce and the Senior Activities building. The Office of Emergency Management Staff has been busy with their hurricane preparedness efforts for the 2018 hurricane season. The Office of Emergency Management Staff has attended two "Futureproofing Texas" workshops in College Station. These workshops are intended to strengthen and improve future responses to hurricanes throughout the state, and will attend the final of these workshops at the end of May. The Office of Emergency Management Staff will be attending the 2018 Texas Emergency Management Conference in San Antonio on May 15, 2018, through May 18, 2018, to receive training in several specialized areas of disaster preparedness. The OEM will host the annual city-wide hurricane preparedness response meeting on May 24, 2018, at the Public Safety Building with contractors, school districts, service providers, utilities, and other cities, along with Mayor, Councilmembers and city Staff to discuss their particular hurricane preparedness plans for the coming season. Two Hurricane Preparedness Meetings have been scheduled for the general public at the Friendswood Public Library. The first one is scheduled on May 10, 2018, and the second one is scheduled for May 29, 2018. The City Manager reported that the Keep Friendswood Beautiful (KFB) Facebook Photo Contest is accepting entries between April 16, 2018, and May 4, 2018. Pictures can be uploaded to Facebook using the hashtag "#FriendswoodProud" and "Like" the Keep Friendswood Beautiful Facebook page, or email your photos to rec(&friendswood.com. Photos will be judged on creativity, quality, composition, and how ' well the photo demonstrates the essence and beauty of Friendswood. Winners will be announced at the "School's Out for Summer Concert in the Park" on June 1, 2018, at Stevenson Park. The City Manager reported that the Friendswood Volunteer Fire Department/Emergency Management Services (EMS) is hosting a "Safe Sitter Essentials" program for sixth through eighth graders on May 26, 2018, from 9:00 AM to 5:00 PM. The class, which includes Cardiopulmonary Resuscitation (CPR)training and practice, is designed to prepare students to be safe when they are home alone or babysitting. The class will be held at the Kenneth Camp Fire Station No. 1, cost is $30 per student, and students can register by sending an email to Assistant EMS Chief Roy Hunter at rov.hunter(a)clemc.us. The City Manager reported that in regards to the election contest lawsuit, the Appeals Court recently ruled in favor of the City of Friendswood, affirming the decision of the lower court in regards to the city's May 2016 election. At this time, the city is awaiting further decision by the Appeals Court in regard to the contestants' motion for a rehearing. Councilmember Rockey asked what the overall cost has been for this litigation, and City Manager Morad Kabiri answered, to date, the city has spent approximately $113,000 in legal fees and the first quarter of lost revenue from the additional sales tax is estimated to be$400,000 plus. City Manager Morad Kabiri stated in November the city applied to the Texas Water Development Board for Flood Mitigation Assistance Grant. The application included a total of 44 homes for potential buyout. In late March, the city learned the application was not approved by Federal Emergency Management Agency (FEMA). The city is working with Jeffery S. Ward & Associates and residents impacted by the flood on a Hazard Mitigation Grant application for buyouts, elevation assistance, and mitigation reconstruction. The cost threshold for this grant program is a 75% federal and 25% local match, currently the city does not have the funds to accommodate the 25% local match. The threshold for meeting the , cost benefit analysis is higher, so not all residents that are interested will qualify. Staff will be meeting with the residents individually to determine their interest. 05/07/18 4789 Councilmember Branson asked what the estimated buyout cost would be in order for the city to cover the ' 25% local buyout portion, and Mr. Kabiri stated the estimated local buyout portion on the initial 44 homes list on the Flood Mitigation Assistance Grant would be $3.5 to $4 Million under the Hazard Mitigation Grant. The City Manager continued his update on Hurricane Harvey. Staff received word that the state is working with Galveston County on the State of Texas Assistance request relative to Clear Creek. The US Army Corps of Engineers is looking at dredging Dickinson Bayou, and have been asked to look at Cleat Creek. The city stopped debris removal services in November, Waste Connections has done some sweeps in the hardest hit areas of town in February and March, and there are still some areas that need help. The city has partnered with Waste Connections to do a sweep of areas that were heavily hit, debris is mainly construction material, not refundable by Federal Emergency Management Agency (FEMA)� residents will be notified with a social media blast, phone calls, and door hangers to encourage them to have their debris out to the curb. Waste Connections will be willing to work with homeowners individually after this round of sweeps. Debris removal is the responsibility of the contractor. The city has paid $4.23 Million in debris removal and monitoring services, and to date the city has been reimbursed $1.3 Million; and estimated 2,677 permits have been issued to date related to Hurricane Harvey recovery. The city; along with Jeffery S. Ward & Associates, had an open forum for the public to discuss the Hazard Mitigation Grant program and discuss eligibility requirements, over 300 residents attended, was well received by the residents that needed the assistance, and Staff continues to meet with homeowners individually to get them in the program that best fits their needs and situation. I With concurrence of Council, Mayor Holland moved to Agenda Item 22, Consent Agenda. CONSENT AGENDA **Councilmember Foreman moved to approve all items on the Consent Agenda as presented with the ' exception of Agenda Items D, E, H, I, and N. A. Authorizing the disposal of Police Department Vehicles through Houston Auto Auction. B. Approving an Interlocal Agreement regarding use of Friendswood Independent School District school buses for July 4th and Summer Program Bus Service. C. Approving a Memorandum of Understanding (MOU) with Friendswood Independent School District (FISD) for use of their facilities for an ongoing city recreation program. F. Ratify the Mayor's execution of a letter from the Mayors of Friendswood, League City and Dickinson, Texas, to Governor Greg Abbott and Texas Land Commissioner George P. Bush, seeking a waiver to HUD's Low-to-Moderate Income provisions for Community Development Block Grant(CDBG) Disaster Recovery funds. G. Authorizing the Mayor to call a regular meeting of the City Council on May 14, 2018, to canvass the May 5, 2018, Joint General and Special Election results. J. Authorizing the Mayor to execute a contract for meal catering services for Emergency Responders for emergency management purposes. K. Authorizing the final acceptance of the Friendswood Lakes Boulevard, West Ranch Paving and Utilities improvements project into the contractor's one-year maintenance period. L. Authorizing the final acceptance of the SCADA System Upgrade project into the contractor's one-year maintenance period. M. Approving a Memorandum of Understanding (MOU) with BCFS Health and Human Services for Emergency equipment. O. Authorizing the final acceptance of West Ranch Arbor Gate Section 6 of Paving and Utilities Improvements into the contractor's one-year maintenance period. P. Accepting the March 2018 Property Tax Report. Seconded by Councilmember Scott. The motion was approved unanimously. City Manager Morad Kabiri explained Consent Agenda Items D and E and stated that following Topica Storm Allison the city applied for a Hazard Mitigation Grant program, received funds to purchase 138 buyout lots, and cost to maintain those properties is the responsibility of the city. Historically, the city has developed a program in which the city will license with neighboring property owners to expand their backyard in exchange for maintaining the lots. The homeowner that previously held the license for 502 and 504 Falling Leaf has moved and the new homeowner is looking to license the two properties. The property at 1202 Myrtlewood Drive is adjacent to the intersection of Myrtlewood Drive and Steele Drive. The homeowner would like a license to maintain the lot next to them. The property owner at 1312 Steele Drive would like to utilize a portion of the buyout lot adjacent to them (1202 Myrtlewood Drive)for required floodplain mitigation. Their proposal would be consistent with the deed filed on the buyout lot following 05/07/18 4790 acquisition. City Manager Morad Kabiri stated Consent Agenda Items H and I are the city's routine bids for debris ' services, and he introduced Emergency Management Deputy Director Brian Mansfield to give some background on the items. Mr. Mansfield stated the items are for debris monitoring and management services, covers debris removal, and meal catering. The contracts used during Hurricane Harvey had to be rebid with new language required for federal procurement. City Manager Morad Kabiri explained Consent Agenda Item N, local art enthusiasts approached Staff to make an offer to donate a piece of art to the City of Friendswood. The sculpture is approximately seven to eight feet high, proposed to be located at the intersection of Shadwell and FM 518 in Stevenson Park, Keep Friendswood Beautiful and the Parks and Recreation Department are in favor of the location, and the estimated value of the sculpture is$11,000. "Councilmember Rockey moved to approve Consent Agenda Item D. Approving a Buyout License Agreement for 502 and 504 Falling Leaf and authorizing the Mayor to execute the agreement. E. Approving a Buyout License Agreement for 1202 Myrtlewood Drive and authorizing the Mayor to execute the agreement. H. Authorizing the Mayor to execute a contract for debris management services for emergency management purposes. I. Authorizing the Mayor to execute a contract for Monitoring Services for Debris Removal for emergency management purposes. N. Accepting an art donation to be located at Stevenson Park. Seconded by Councilmember Foreman. The motion was approved unanimously. With concurrence of Council, Mayor Holland moved to Agenda Item 6, Closed Executive Session. ' Council convened into Executive Session in accordance with the Texas Government Code, pursuant to Section 551.087— Deliberation regarding economic development negotiations; to deliberate the offer of a financial or other incentive to a business prospect, and Section 551.072 — Deliberation regarding real property. With concurrence of Council, Mayor Holland moved to Agenda Item 8C, Presentation of the Texas Municipal Library Directors Association 2017 Achievement of Library Excellence Award. SPECIAL RECOGNITION AND ACKNOWLEDGEMENTS (continued) Deer Park Library Director Rebecca Pool, representing the Texas Municipal Library Directors Association, presented the Achievement of Library Excellence Award for 2017 to Library Director Mary Perroni. Ms. Pool stated out of 548 public library systems in the State of Texas, only 52 received the 2017 award. Ms. Perroni introduced library staff members and Library Board members who were present at the meeting. With concurrence of Council, Mayor Holland moved to Agenda Item 9, Communications from the Public. COMMUNICATIONS FROM THE PUBLIC ' Ted Thomas, Friendswood resident, addressed Council and stated he would like to announce that a 1998 Friendswood High School graduate, Lisa Copeland Troutt, was the owner of the horse Justify that won i 05/07/18 4791, i the Kentucky Derby. Austin Hill, Friendswood resident, addressed Council and stated that 12 years ago two great things ' happened, his grandfather Jim Hill was elected to City Council and he started first grade. His grandfather became part of Council to do what was best for the City of Friendswood. Through the years, he has been joined by great Councils with similar goals to accomplish a parking lot along Stadium Drive for T-Ball at Renwick Park, parking and grading of city land for more fields at Centennial Park, grading of Lacrosse fields, opened the Galveston County tax office here in City Hall, cameras for Council meetings! replacement of Deepwood sewer lift station, completion of downtown drainage improvements; replacement of Melody Lane, Sunnyview Avenue, Skyview Terrace and Shadow Bend, Mud Gulley retention project, securing federal funds for Fire Station No. 3 and other fire stations, new animal shelter; securing the entire water requirement for buildout of the city, and lowered taxes. Some of the more personal achievements he has accomplished are the Veteran's Memorial next to City Hall, working with landowner holdouts to help save the West Ranch project, fast track approval for developers through city regulations, aiding in successfully winning two county bound elections that brought back county dollars to the City of Friendswood, and his most favorite accomplishment was Lake Friendswood being developed and opened. When the city was hurting after Hurricanes Ike and Harvey, his grandfather immediately, used his own equipment to help clear roads, helped unload supplies with his forklift at the city's point of distribution, had family members help rescue citizens by boat during Hurricane Harvey, and he helped rescue residents in a city dump truck. His grandfather has always been a leader by example on City, Council and in life. His grandfather is as honest as the day is long and a straight shooter, you will always know where you stand with Jim Hill. As he returns to being a normal citizen, he can walk away knowing he won four elections while only drawing one opponent, along with Council and Staff he has left the city better than what it was, will leave with character and integrity. He has learned from what his grandfather has done and will take it with him every day. Thanked his grandfather for the countless hours and deep love for their hometown. Austin congratulated Councilmember Hill on 12 years of great service to the city. ' James Garland, Friendswood resident, addressed Council and stated he would like to discuss the development of Friendswood Parkway, lived in Friendswood for 38 years and spent more money outside the city than in the city, larger cities are moving out to us, met with others about road, concerned about impact on traffic, if the proposed road cuts through then 13,000 people would dump out onto FM 528i Some of the landowners have been approached to donate right-of-way, is needed for the project completion. Kristyn Pearson, Friendswood resident, addressed Council and stated she has a flooded home, moved here five years ago and her home backs up to Clear Creek, spent over $100,000 in renovations after moving in, had several inches raging through her house during Hurricane Harvey, current from the creek forced open doors and forced furniture out the front door. Her home was destroyed, she and her husband cashed out their 401Ks to buy another house, is interested in buyout, grateful for 75% the federal government is offering, offered a solution for those that opt to take buyout which is to give a reprieve on property taxes to make up for the 25%that the city would have to come up with. COMMUNICATIONS FROM COMMITTEES AND SPECIAL REPORTS Fourth of July Steering Committee Vice Chair Barbara Blanchard presented the annual report and stated this year's parade is the 123rd annual Fourth of July Celebration. The theme is "Friendswood Strong.' The parade will begin at 10:00 AM. This year all first responders including Fire, Police, Emergency Management Services (EMS), Friendswood Independent School District (FISD) employees, city Staff citizens who set aside their own personal safety to help their fellow man, and numerous other organizations that continue to help the community will be honored as the Parade Grand Marshalls. There will be over 50 vendor booths, rides, games, food, live entertainment, fun for the entire family will take place, and daytime activities will conclude at approximately 3:30 PM. The evening program will take ' place at Centennial Park at 7:30 PM with "Chinatown" as the headline entertainment for the evening. Fireworks will follow the evening entertainment, and there will be a shuttle service for the evening program from Friendswood High School and Friendswood United Methodist Church. The motion was approved 5-2 with Councilmembers Rockey and Scott opposed. **Councilmember Rockey moved to approve a development agreement related to the construction of Friendswood Lakes Boulevard. City Manager Morad Kabiri stated this item is a development agreement to fund $1 Million to construct Friendswood Lakes Boulevard. Property owners have offered dedication of right-of-way, $200,000 per developer towards Galveston County's offer to match, and contribution is a reimbursement to the city. Project funding sources are $3.57 Million from Galveston County bond proceeds, $600,000 developer contribution, $600,000 Galveston County matching funds, for$4.77 Million in available funds. Estimated cost of project is $4.6 to $5.8 Million. If project costs exceed $4.77 Million the city is responsible for overage, but there is $400,000 available in matching funds from the county (for a total of $800,000). If project costs less than $4.77 Million the developers will be reimbursed their pro-rata share. ' Councilmember Branson stated she is concerned about homeowners that are in need of bailout funds for their flooded homes and will not support. ***Councilmember Gustafson moved to table approving a development agreement related to the construction of Friendswood Lakes Boulevard. Discussion took place between Mayor Holland, Council, and Staff regarding funds available, funds in 90- day fund and beyond 90-day fund, reimbursement will come for debris removal but will take time, road is needed to help with mobility around town, the most city would be responsible for is $400,000, beneficial to the city, and initial payment would not be for 10-12 months. **Councilmember Rockey moved to approve an Interlocal Agreement with Galveston County related to their November 2017 Bond Program. Seconded by Councilmember Foreman. The motion was approved unanimously. **Councilmember Rockey moved to approve naming the Dog Park and Doggy Splash Pad City facilities to Friendswood PetSafe Dog Park and Ron Carter Doggy Splash Pad. RESOLUTIONS **Councilmember Branson moved to approve Resolution R2018-07 — A resolution of the City of Friendswood, Texas, finding that CenterPoint Energy Houston Electric, LLC's, application for approval to amend its distribution cost recovery factor pursuant to 16 Tex. Admin. Code §25.243 to increase distribution rates within the City should be denied; finding that the City's reasonable rate case expenses shall be reimbursed by the company; finding that the meeting at which this resolution is passed is open to the public as required by law; requiring notice of this resolution to the company and legal counsel. Seconded by Councilmember Hill. The motion was approved unanimously. COMMUNICATIONS FROM THE MAYOR AND COUNCILMEMBERS Councilmember Hill stated after 12 years it has been very rewarding to serve. He has seen projects completed that he does not believe would have been completed if someone did not see them through. Lake Friendswood is a classic example as there were numerous roadblocks, and it took years to work through them. After first taking office, he rode around town to look at projects that needed to be done throughout the city. Downtown drainage was one of the needs, Council worked with the Galveston County Consolidated Drainage District and Texas Department of Transportation to get the project done. It takes a lot of patience on Council to get something done, no one person gets anything done on their own, it takes the whole Staff and Council, is a joint effort, and is quite rewarding. Quoting Former Mayor David Smith, "I left it better than when I found it'. He used to call Mayor Holland "Anonymous" because he helped on numerous projects, no one ever knew who Anonymous was, helped with a sidewalk at Centennial Park, restrooms at the softball fields, the Veterans Memorial, and other projects. Councilmember Rockey stated he would save his goodbyes for Mayor Holland and Councilmember Hill until the next meeting. It is a pleasure to remain on Council, looking forward to the next three years, a terrific Council coming into place, could do without the campaigning, but did get to meet a lot of people on ' the campaign trail. Councilmember Branson stated congratulations to those who won the election, have a great week, and looking forward to seeing everyone at the next meeting. Councilmember Foreman stated he has big shoes to fill after Mayor Holland and Councilmember Hill, and thanked them for their years of service. Councilmember Scott stated for anyone that volunteers to serve on Council, it takes a special person, takes a lot out of you if you let it get to you. Mayor Holland and Councilmember Hill have both served tremendously well, job they did and commitment they have made to this community will go unnoticed by many, but he appreciates their service and glad to call them both friends. Councilmember Hill comes across to people like he does, but no one can question his desire to make the city better. Thanked Mayor Holland for his years of service, and could not be prouder of his job as Mayor. Councilmember Gustafson stated he would hold his parting comments until the next meeting, compliments speaker Austin Hill, and agrees with everything he said.
