AN ORDINANCE AMENDING SECTION 3-17 OF ARTICLE II OF
CHAPTER 3 OF THE CODE OF ORDINANCES OF THE CITY OF
FRIENDSWOOD, TEXAS, ' . BY STkIKING THEREFROM THE
DEFINITION OF "RUNNING AT LARGE OR AT LARGE" AND
SUBSTTTUTING THEREFORE A NEW DEFINITION OF "RUNNING
AT LARGE OR AT LARGE;" PROVIDING THAT "RUNNING AT
LARGE OR AT LARGE" SHALL MEAN ANY DOG NOT UNDER
VOICE AND SIGHT CONTROL OF ITS OWNER OR KEEPER ON
ITS OWNER'S OR KEEPER� S PRIVATE PROPERTY UNLESS
SUCH DOG IS CONFINED OR IN CONFINEMENT, OR, ANY DOG
NOT UNDER LEASH CONTROL OF ITS OWNER OR KEEPER ON
PROPERTY OTHER THAN ITS OWNER' S OR KEEPER' S PRIV�TE
PROPERTY; PROVIDING FOR SEVERABILITY; PROVIDING A
PENALTY OF AN AMOUNT NOT TO EXCEED $200 .00 FOR EAC��
DAY OF VIOLATION OF ANY PROVISION HEREOF�
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS :
Section l , Section 3-17 of Article II o� Chapter 3 of
the Code of Ordinances of the City of Friendswood , Texas , is
hereUy amended by striking therefrom the definition of "Running
at large or at large ," which provides as folZows :
["Running at large or at large shall mean any dog not
under voice and sigtit control of its owner or keeper on its
owner' s ar keeper' s private property, or, any dog not under
Ieash contro2 of its owner or keeper on property other than its
owner' s or keeper' s private property."]
and substituting therefor the following :
"Running at large or at large shall mean any dog not
under voice and sight control of its owner or keeper on its
owner' s or keeper' s private property unless such dog is
confined or in confinement, or, any dog not under leash control
of its owner or keeper on property other than its owner' s or
keeper' s private property. " ,
Sectian 2. In the event any section, paragraph,
subdivision, clause, phrase, provision, sentence, or part of
this Ordinance or the application of the same to any person or
circumstance shall for any reason be adjudged invalid or held
unconstitutional by a court of competent jurisdiction, it shal�
not affect , impair, or invalidate this Ordinance as a whole or
any part or provision hereof other than the part declared to be

of Friendswood, Texas , declares that it would have passed each��
and every part of the same notwithstanding the omission of any
such part thus declared to be invalid or unconstitutional , or
whether there be one or more parts .
Section 3 . Any person who shall violate any provision
of this Ordinance shall be deemed guilty of a misdemeanor and
upon conviction, shall be fined in an amount not to exceed
$200.00. Each day of violation shall constitute a separate
offense.

July , 1987 .
PASSED AND APPROVED SECOND READING this the 3rd day of
August , 1987 .
PASSED, APPROVED AND ADOPTED this the 17th day of
August , 1987 .
