AIv OkDI '�a'��CE DESIGtiATI •:; OR PROVIBI!�'G FOR THE REDESIG'�AI'I01v' OF ?�A'•+,r� UF `ti-ARIOUS STREETS .4ND THOROUGNFARES �tiITHIN T'HE CITY LI�lITS OF �THE CI'TY OF FRIENDS1i00D , TEXAS ; ES�fAR� ISHI"'G A FROCEDURE FOR DESIG2vATIhG AND KEDESIGtiA"TI\G STREET ,AD�RESSES ; PFOVIDING PROCEDURES FOR I?�;PLE'•:LN'iING SllCH CHANGES ; biAKING VARIOUS FI\DI'�GS AtiD PRdi�ISIO'�S RELATED TO THE SUBJECT; AND FRQ�'IDI?�G A SEVERABILITY CLAt3SE. ��;HEREAS , the City of Frier.dsl,00d , Texas in 1978 formed a Street 1�aming Co�mittee conposed of representatiti°es of the City F�re Department, City Police Departr�ent, and the United States Post Office to study and recor��end changes to existing street designations , to nane existing streets which have no designation, and to renUmber street addresses to simplify and improve the street designations for the City of Friendswood , Texas ; and h'HEREAS , said Committee fulfilled its charge and formulated recommendations for designating and redesignating streets and street addresses within the City limits of the City of Friendswood, Texas ; and j�'HEREAS, said Street �aming Cor�mittee by letter dated rebruary 9, 1982 , gave actual notice to all residents and property okners directly impacted by the Committee ' s proposed designations and redesignations o£ street names and street addresses , affording such individuals the opportunity to appear before said Committee at an open hearing on February 15, 1982 to voice their positions regarding such proposed changes ; and h'HEREAS, said Committee conducted such hearing on February 15, 1982 ; and 1tiHEREAS, subsequent to such hearing the changes proposed by the Corc�mittee r;ere tendered to the City Council of the City of rriendswood for consideration and further action; and }tiHEP.EAS, the City Council of the City of Friendswood by letter dated July lb, 1982 , further advised those individuals �;hose street addresses were under consideration for revision of the City Council ' s intention to consider such revisions in open Council sessions during the nonth of August , 1982 , and City Council fulfilled such obligatzon to consider such changes during Council sessions conducted in the month of August, 1982 ; and WHEREAS, the City Council of the City of Friendswood finds and determines that designating or redesignating street names and street addresses will materially improve traffic flow and ease the general public' s confusion in locating various addresses within the City of Friendswood ; and WHEREAS, the City Council of the City of Friendswood finds and determines that designation or redesignation of street names and street addresses will materially improve the delivery of the United States mail and the delivery of other goods to residents of the City of rriendswood; and P�HEREAS, the City Council of the City of Friendswood finds and determines that designation or redesignation of street names and street addresses will substantially improve the response time of emergency vehicles such as fire trucks , police vehicles and ambulances , to the various addresses within the City of Friendswood , Texas ; and WHEREAS, the City Council of the City of Friendswood finds and determines that designation or redesignation of street names and street addresses will therefore materially improve the health, safety, and welfare of the citizens of the City of Friendswood , Texas; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE OF TEXAS : Section 1 . That the findings set out herein are hereby approved and adopted in full . Section 2 . That the following public streets , thoroughfares , or parts thereof as described herein, of the City of Friendswood , Texas, are hereby and henceforward from the date of final passage of this Ordinance shall be designated or redesignated as follows : 1. Designate the unnamed street immediately north of and adjacent to Friendswood High School as MUSTANG DRIVE. -2- 2. Designate the unnamed street running in a westerly direction off Mandale Road in Tower Estates Subdivision as HOLLIER ROAD. 3. Designate the unnamed street at the east end of Viejo Drive as RANCHO DRIVE. 4. Change that part of Applewood Drive in Wilderness Trails Subdivision to FLINTLOCK DRIVE. 5. Change West Magnolia to COLT ROAD. 6. Change the old section of West Castlewood Drive in Imperial Gardens Subdivision to MERRIEWOOD DRIVE. 7. Change the 1600-1800 blocks of Falling Leaf Drive in Mustang Meadows Subdivision to STABLE DRIVE. 8. Change Heather Lane to NORTH � HEATHER LANE and SOUT'H HEATHER LANE. 9. Change the 1100 block of Old V�hispering Pines to HATCHER LANE. 10. Change East Echo Drive to BROWN LANE. 11 . Change the 100- 200 blocks of Winding �Vay adjacent to Stephenson Park to SHADWELL LANE. 12. Change that portion of Viejo Drive on the east side o£ South Friendswood Drive (F .M. 518) to EAST VIEJO DRIVE and that portion of Viejo Drive on the west side of South Friendswood Drive (F.M. 518) to WEST VIEJO DRIVE. 13. Change that portion of Winding Way on the east side of South Friendswood Drive (F.M. 518) to EAST WINDING WAY and that portion of Winding Way on the west side of South Friendswood Drive (F.M. 518) to WEST WINDING WAY. 14. Change the 900-1000 blocks of Quaker Drive by Clear Creek to QUAKER BEND. 15. Change Clear Creek Drive to NORTH CLEAR CREEK DRIVE. 16. Change Shady Court to ROBIN COURT. 17. Change Stadium Drive to STADIUM LANE. Section 3. That the City Tianager, or his duly authorized representative, is hereby and henceforward authoTized to designate or redesignate street addresses consistent with the intent of this Ordinance and in the interest of the health, safety, and welfare of the citizenry of the City of Friendswood , Texas, to simplify the use of the City' s streets and thoroughfares and to aid delivery vehicles and emergency vehicles in the location of such addresses. Prior to requiring redesignation of any such street address, the City Manager or his designee shall study such proposed change and shall notify by certified mail , return receipt requested, each resident or -3- . property owner directly impacted by such address change that such change shall be automatically implemented within sixty ( 60) days of receipt of such notice , unless said resident or property owner shall , within ten ( 10) days of receipt of such notice , file a written request with the City Secretary of the City of Friendswood for a review by the City Council of such address designation. Should such resident or property owner fail to file a timely notice requesting review, the decision of the City Manager or his designee shall be final. Upon filing of a timely notice of review, the City Council shall within a reasonable period of time set a date for consideration of such request for review, shall provide reasonable notice of the date of such review to the resident or property owner and to the City �Ianager, and shall on such date provide the resident or property owner a reasonable opportunity to express his position before the City Council regarding such proposed address designation. Subsequent to such review, the City Council shall decide the issue , which decision shall be final . During the pendency of any such review, the resident or property owner shall not be required to implement the address designation rendered by the City Manager or his designee. Section 4. Upon final reading of this Ordinance , the City Manager shall in a timely manner initiate installation of proper street signs in accordance with this Ordinance. Likewise , residents and property owners shall in a timely manner initiate measures to exhibit new house numbers in accordance with this Ordinance , in accordance with the designation of the City Manager under Section 3 of this Ordinance , and in accordance with City of Friendswood Ordinance No. 306 regarding display of house numbers from public streets. Section S. All new official or unofficial maps prepared by or authorized by the City subsequent to the final passage of this Ordinance shall bear the street designations contained in Section 2 of this Ordinance. -4- , . Section 6. The City Manager is hereby directed to advise the Federal Flood Insurance Administration as to the substance of the street designations approved herein for inclusion in the official Flood Insurance Rate Map (FIRM) . Section 7. In the event any section, paragraph, subdivision, clause , phrase , provision, sentence , or part of this Ordinance or the application of the same to any person or circumstance shall for any reason be adjudged invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect , impair, or invalidate this Ordinance as a whole or any part or provision hereof other than the part declared to be invalid or unconstitutional ; and the City Council of the City of Friendswood , Texas, declares that it would have passed each and every part of the same notwithstanding the omission of any such part thus declared to be invalid or unconstitutional , or whether there be one or more parts.
