AN ORDINANCE OF THE CITY OF FRIENDSWOOD , GALVESTON
COUNTY, TEXAS , CONTAINING A PREAMBLE; APPROVING
AND ADOPTING AN EMERGENCY OPERATIONS PLAN FOR SAI�D
CITY.
WHEREAS, an emergency operations plan for the City
of Friendswood , Galveston County, Texas , has been pre-
pared by the City' s Civil Preparedness Office and Civil
Preparedness Committee , and its approval and adoption
by the City Council is recommended; and
WHEREAS , the City Council of the City of Friendswood,
Texas , is of the opinion that the adoption of this ordinance
is necessary to the general health, morals , safety and
welfare of the citizens of said City.
NOW, THEREFORE , BE IT ORDAINED BY THE CITY COUNCIL
OF THE CITY OF FRIENDSWOOD, STATE OF TEXAS :
THAT the basic emergency operations plan for the
City of Friendswood, Galveston County, Texas , is hereby
approved for use by all City departments , agencies and
employees , and
THAT a copy of the above-described plan , dated the
7th day of April , 1980 , is attached hereto and incorporated
herein by reference.
This ordinance shall be effective immediately upon
passage and approval.

EMERGENCY OPERATIONS PLAN
I. AUTHORITY
A. Texas Disaster Act of 1975 and Executive Order No. D823, June 21 , 1975.
B. City of Friendswood Ordinance No. 8, August 14, 1961 , as amended by
Ordinance No. 82, August 15, 1966.

III. PURPOSE
A. The purpose of this plan is to provide for emergency operations in the
City of Friendswood. In pursuit of this purpose, existing forms of local
government will be utilized in cooperation with the State and Federal
governments.
B. The government of the City of Friendswood is responsible to its citizens
for saving lives, minimizing damage, alleviating suffering and helping
to restore and rehabilitate public property and society in the event of
a natural disaster, national emergency, or nuclear attack or threat.
IV. SITUATION AND ASSUMPTIONS
A. Situation
1 . The City of Friendswood is a rapidly growing community located in
the area of the Northwest part of Galveston County in a rural-
suburban environment.
2. Roadway access to the City which is situated on both sides of Farm-
Market Road (FM) 518, named Friendswood Drive, runs on a Northwest/
Southeast direction thru the City, which is bounded on the Southeast
by the City of League City and on the Northwest by the City of
Pearland. Access to/from Interstate Highway (IH) 45 (Gulf Freeway)
can be reached by FM-2351 on the Northeast side of the City at the
30-mile marker or IH 45 by FM 528 on the East side of the City at
the 26-mile marker of IH 45, and at the 24-mile marker of IH 45 at
� 3.
c. Fires and Explosions (major) .
d. Flood.
e. Tanker truck accident w/hazardous cargo.
f. Aircraft accident.
g. Pipeline/oil well blow-out.
h. Radioactive material spills.
i . Nuclear warfare fallout.
j. Civil disturbance.
k. Bomb threats.
2. The City of Friendswood could be isolated for several weeks in
the event of nuclear warfare or for several days in the event of
a large-scale natural disaster.
3. It can be assumed that in the event of nuclear warfare, the City of
Friendswood would receive the effects of nuclear weapons, blast, fire,
and radioactive fallout due to its close proximity to the Houston and
Texas City petro-chemical complexes.
4. It could be assumed that in the event of increased international
tensions and the threat of a nuclear attack, the citizens of the City
of Friendswood may be required to relocate to designated hosting
jurisdictions in accordance with Crises Relocation Plans (CRP) . CRP
is merely another type of contigency planning to relocate urban
population for extended periods of time and yet maintain vital and
essential output.
5. The Independent School District, assisted by the American Red Cross,
will provide the shelters and managers during natural disasters. Since
the American Red Cross cannot always be readily available, we must have
a contigency plan to provide shelter management teams and food for
shelterees during any type disaster.
V. GENERAL
A. Concept
1 . The Mayor, as chief executive of local government, is responsible for
directing all emergency measures in the City of Friendswood. The Mayor
is to coordinate these measures and to ensure the availability from
other sources of any skills not normally available in existing
government agencies and provide additional manpower when needed from
within the Community, the County, or State.

2. Existing agencies of the City government will perform emergency
activities related to those they perform in normal operations each
day. These activities, if they exceed their normal volume, will be
done on a priority basis as designated by the Mayor, City Manager, or
Civil Preparedness Director.
B. Emergency Operations Center (EOC)
l . The Mayor, assisted by the City Manager and the Civil Preparedness
Director will exercise direction and control during an emergency from
the EOC.
2. The Mayor, City Manager, or the Civil Preparedness Director has the
authority to activate the EOC as deemed necessary in actual or
threatened emergencies.
3. Heads of departments having emergency assignments or functions will
report to the EOC upon its activation.
4. The Civil Preparedness Director will prepare and keep current a standing
operating procedures (SOP) on EOC operations.
VI. ASSIGNMENT OF RESPONSIBILITIES AND TASKS
A. Executive Group
1 . Mayor/Councilmembers.
a. Direct all City departments and volunteers in all types of
planning and emergency actions.
b. Inform citizens of the situation and of actions required on the
public's part.
c. Make emergency decisions governing the direction of disaster operations.
d. Request aid from State and Federal governments, including military
support, if required.
e. Supervise and direct activities of outside assistance operating
within the City.
2. Cit.v Manager.
a. Serve as Chief of Operations to the Mayor or as alternate on
different shifts in the EOC.
b. Coordinate emergency actions for the Mayor, including EOC
operations.
c. Serve as Staff Advisor to the Mayor and City Council .
d. Serve as liaison between the executive group and all other
emergency forces.

e. Perform other duties as outlined in this plan.
3. Civil Preparedness Director/Coordinator (Staff Advisor) .
a. Prepare, review, and revise the Emergency Operations Plans,
coordinate with department heads in development of SOP's, and
prepare the Emergency �perations Center SOP.
b. Coordinate with other community agencies' emergency plans; i.e. ,
school , Red Cross, Salvation Army, private utilities and other
civic groups.
c. Arrange for training classes to meet the needs of City departments
and general public.
d. Maintain liaison with State and Federal Disaster Emergency Agencies.
e. Maintain current E0C staffing organization and assignments as
shown in the EOC SOP.
f, Serve as Staff Assistant to the Mayor or as alternate on different
shifts in the EOC.
B. Department And Agency Functions
FUNCTIONS RESPONSIBLE DEPARTMENT/AGENCY
1 . Law and Order Chief of Police
Be responsible for police services to include:
a. Law enforcement.
b. Traffic and crowd control .
c. Protection of life, property and vital installations,
d. Apprehend and arrest offenders.
e. Perform intelligence and damage assessment assignments.
f. Request wrecker services as necessary.
g. Assist in severe weather watch.
h. Designating restricted areas in a disaster zone and for sealing
off such an area.
i . Bomb threats, to include the isolation of threatened area and
identification of explosive device.
j. Civil disorder or disturbances.
k. Assist in radiological monitoring.
1 . Assist rescue operations and medical care for injured.
m. Humane department.
n. Prepare SOP's to cover the above functions.

2. Communications Director of Communications
a. During natural disasters, coordinate and obtain the assistance
of local Citizens Band (CB) radio operators, amateur radio
operators and local business/industry radios (mobile and fixed)
to supplement City emergency communications between operating
agencies, general public, other cities, counties, State and
Federal agencies.
b. Prepare SOP's to accomplish the above coordination and functions.
3. t�arning Chief of Police
a. Be responsible for receiving all types of warnings (nuclear
attack, weather and others) and for disseminating these warning
messages as required within the local jurisdictional area.
b. Prepare SOP's to accomplish the above functions.
4. Fire Protection Fire Chief
a. Be responsible for use of the fire department's personnel ,
volunteers and equipment to control all types of fires.
b. Conduct rescue operations.
c. Assist the police/sheriff departments in warning the public in
case of emergency.
d. Conduct radiological monitoring.
e. Determination and identification of hazardous chemicals and
materials.
f. Assist in severe weather watch with prepositioned "spotters."
g. Assist in cases of bomb threat.
h. Prepare SOP's to cover the above functions.
5. Water and Sewer Superintendent of Water and Sewer
Be responsible for:
a. Coordination, maintenance and restoration of water and waste-
water systems and facilities.
b. Preparation for and prevention of water contamination.
c. Reporting damages to the EOC.
d. Preparation of SOP's for the above functions.
6. Streets Director of Public ��orks
Be responsible for:
a. Coordination, restoration and maintenance of streets, roads
and storm drains, including removal of debris.

b. Coordination with police on barricading disaster areas; set up
and remove barricades.
c. Reporting damages to the EOC.
d. Preparation of SOP's for the above functions.
7. Drainage and Sanitation Director of Public Works
Be responsible for:
a. �laintenance of City drainage system.
b. Maintenance and restoration of garbage service.
c. Reporting damages to the EOC.
d. Preparation of a map of City showing hazardous water/road cross-
ings that will flood during heavy rains or from hurricanes.
e. Updating the map as necessary and annually briefing City depart-
ments on what roadways will flood and the need for roadblocks
and barricades.
f. Preparation of SOP's for the above functions.
8. Private Utilities City Manager
a. Ensure all private utility companies' emergency plans support
this Emergency Qperations Plan.
b. Coordinate restoration of service to essential facilities such
as hospitals, police and fire stations, nursing homes, EOC,
etc. , on a priority basis as conditions require.
c. Private utilities should place a representative in the EOC with
necessary radio communications to dispatcher or work order
section for coordination of disaster operations.

9. Health and ��edical City Health Officer/Ambulance Chief
a. Be responsible for the protection of the population through
emergency health and medical measures.
b. Provide medical care and treatment for the sick and injured.
c. Coordinate medical help to affected areas.
d. Establish medical care and treatment area.
e. Advise officials on health and medical problems.

f. Establish resupply requirements.
g. Coordinate with local schools or churches on the establishment
of an emergency morgue in the event of a major disaster or
accident with a large number of fatalities.
h. Prepare SOP's to accomplish the above functions.
10. Emergency Welfare Services City Manager
a. Be responsible for emergency clothing, housing, feeding,
registeration and family rehabilitation services, utilizing the
facilities, equipment and personnel of the Texas �epartment of
Public t�elfare, American Red Cross, Salvation Army, service clubs,
churches and other welfare agencies in accordance with advance
agreements with them.
b. Issue permits for temporary housing (supplies of permits will
be needed in advance) .
11 . Finance Director of Finance
a. Make or authorize emergency purchases.
b. Provide supplies for the Emergency Operations Center.
c. Prepare SOP to accomplish above functions.
12. Personnel City Manager
a. Be responsible for manpower support, including temporary transfer
of City employees to disaster duty.
b. Be responsible for hiring additional staff or recruitment of
additional personnel if requested by a particular City department
or agency.
c. Designate and administer a volunteer personnel pool for emergency
manpower.
d. Issue official identification badges or cards to necessary City
employees, residents or other individuals to authorize entry
into a disaster area to reach duty assignments or homes as appro-
priate (supplies will be needed in advance) .
e. Prepare SOP to accomplish above functions.
13. Damage Assessment City Manager
a. Be responsible for gathering damage assessment information from
department and agency chiefs.

b. Prepare estimates of numbers of injuries and fatalities and
monetary losses to public and private property for dissemination
to local and state officials.
c. Conduct post-disaster damage surveys to obtain accurate records
of losses suffered.
d. Coordinate the updating of tax records to reflect changes in
value due to loss or restoration.
e. Prepare SOP's to accomplish the above functions.
14. Transportation City Secretary
Be responsible for:
a. Coordinating local transportation resources in emergencies.
b. Appointing assistants from local transport companies as needed.
c. Assisting police or sheriff departments in planning and executing
movement of vehicles and pedestrian traffic in emergencies,
including movement to shelters.
d. Coordinate with Civil Air Patrol to obtain aerial observation
and monitori�g.
e. Preparation of SOP's for the above functions.
15. Emergency Public Information Mayor/City Manager
Be responsible for:
a. Preparing plans for emergency public information in coordination
with local news media.
b. Appointing assistants from various medias as needed.
c. Coordination of daily status reports.
d. Securing photographic documentation of disaster damages and
activities.
16. Shelter Natural : I.S.D. Superintendent/Red Cross
Nuclear: Civil Preparedness Qirector
Be responsible for providing updated information to State concerning
Community Shelter Plan (CSP} as necessary; planning for and directing
shelter occupancy, including preparation of shelters for natural or
nuclear disasters, prepositioning SOP's for operation, and selection
and training of shelter staffs; coordinating with welfare officer,
building owners, churches, Red Cross, and other civic agencies on
use of their personnel and/or facilities. In emergencies, directing

filling of shelters, overloading if required; when feasible, movement
between shelters, evacuation of persons from endangered shelters,
and final closure of shelters when possible. Be responsible for the
preparation of SOP's on shelter operations.
17. Legal City Attorney
Be responsible for providing City officials with legal advise and
for contigency planning in the areas of government liability and
authority during emergency situations.
18. Radiological Defense Civil Preparedness Director
Be responsible for radiological services, to include a capability
for plotting fallout forecasts, evaluation of the situation, and
giving advice to the chief executives regarding command decisions on
maximum dosage and movement during radioactive fallout conditions.
The radiological defense officer will plan, train, coordinate and
supervise all radiological defense services within the City; select
assistant RDO, radiological monitoring instructors and radiological
monitors; and coordinate arrangements for each department or agency
to monitor its oam personnel and facilities. Prepare SOP on
radiological defense.
19. Building Inspecti�on City Building Inspector
Be responsible for:
a. Demolition, condemnation, and posting of unsafe structures.
b. Reporting extent of damage to the EOC.
c. Preparation of SOP's to accomplish the above functions.
20. Industrial Liaison City Building Inspector
The Chief executive shall arrange with local industrial companies
to place representatives in the EOC, serving as liaison with their
respective companies. The need for industrial liaison shall be
determined by type of disaster and involvement of a particular
industry in the disaster.
21 . Other Departments Director of Public Works
Other City departments or agencies not assigned a disaster mission
under this plan �ill make their personnel and facilities available
to perform emergency duties or support other departments as directed
by the appropriate chief executive or his designated representative.

VII. INCREASED READINESS CONDITIONS
A. Purpose
To identify certain conditions of readiness and actions to be taken, the
following guide wi.11 be used:
Con�ition 5 - This is a condition which automatically goes into effect
annually on June 1 and rema�ns in effect through November 20. It
indicates that the hurricane season now exists.
Action: Review plans, per�onnel rosters, shelter status, training
requirements and status of equipment.
Condition 4 - This condition will be declared by the Mayor or Civil
Preparedness Coordinator when the course of a hurricane has been
established and the National Weather Servlce predicts destructive winds
of at least 74 miles per hour within 72 hours.
Action: l. Review or draft ma.terial to be released to the public over
local radio and TV stations as the emergency dictates.
2. Review or draft material to be released to radio/TV stations
in Houston and other inland cities to advise residents of
those areas who own property in the City to take early pre-
cautions to safeguard their City property. Advise when
inbotm.d traffic to City will be curtailed.
3. Update rosters and plans as necessary.
Condition 3 - This condition will be declared by the Mayor or Civil
Preparedness Coordinator when m�vement of storm or hurricane indicates
winds of destructive force within 48 hotms.
Action: 1. Begin any training classes necessary to fill vacancies or
serve as refresher for essential personnel on a crash basis,
if required.
2. Prepare standby plans for e�ended corrnrrunications such as
extra telephones, radios, or runners.
3. Start and check out all auxiliary generators.
4. Advise citizens to stow and/or tie down all loose materials
such as trash cans, lawn furniture, lumber, etc. , and to
stock food and water supplies, medicines and blankets, service

their automobiles. Have them advise EOC transportation
representative of any needs for transportation in the event
the decision is made to evacuate the City.
Condition 2 - Directed by Mayor or Civil Preparedness Coorrl.inator when a
weather WARNING is issued by the National Weather Service.
l. Hurricane Warning - either or both of the following conditions are
expected within 24 ho�s or less:
a. Sustained winds 74 m.p.h. or higher.
b. Dangerously high water or exceptionally high winds even though
they may not be of hurricane force.
2. Tornado Warning - A tornado or severe thunderstorm has been sighted
or indicated by weather radar.
3. Civil Disorder - When relatively large-scale localized violence and
law breaking begins.
Action: l. Assernble and brief City officials.
2. Prepare EOC for occupancy; man on a skeltan basis or com-
pletely at the judgement of the chief executive.
3. Top off gas tanks in auxiliary units and operational vehicles.
Check spares and prepare to fix flats.
4. Pass appropriate informa.tion to inland cities along evacuation
routes. CHurricane/high water condi.tions only. )
5. Begin evacuation of tourists and nonresidents. (Hurricane/
high water conditions only.)
6. Civil disorders only: Seal off area, request outside assistance
if necessary, prepare to combat fires and looting.
Condition 1 - Directed by Mayor or Civil Preparedness Coordinator when
movement of storm or hurricane indicates winds of destructive force are
possible within l2 hours or:
l. A tornado strikes.
2. High winds strike (55 to 74 mph).
3. Flooding occurs.
4. Nuclear warfare erupts.
5. A civil disorder reaches riot proportions.
6. A major accidental or natural disaster occurs without warning.

A�tion: l. Fully man the EOC
2. Secure the City for high-wind conditions by boarding windows,
securing boats, tying down all loose articles.
3. Eegin evacuation of residents.
4. Set up au�liary comQnunications equipment.
B. Strategic Warning may be issued by the President or the Governor to warn
citizens of a possible enemy attack based on intelligence reports or a
deteriorating international situation.
C. Post-Disaster Actions
l. C�eck and/or re-establish communications.
2. Maintain law and order.
3. Perform fire pr�tection and rescue operations.
4. Set up medical stations if necessary and re-establish health and
sar�itation conditions.
5. Assess e�ent of damage.
6. Perform emergency clean-up and debris removal.
7. Request outside aid as required.
8. Where necessary, establish controls on critical resources and direct
their distribution.
9. Designate restricted areas as necessary.
10. Furnish regular status reports to the Texas Depazrtment of Public
Safety Disaster District 2A, Houston.
11. Keep public informed, using all available news media.
12. Provide food for emergency rescue crews.
13. Ensure orderly operation of shelters; provide welfare necessities to the
extent possible; determine when conditions allow shelter emergence.
14. Under nuclear warfare conditions, conduct radiological monitoring of
fallout during all stages of operations.
VIII. SUPPORT
Requests for State or Federal assistance, including National Gt�.rd resources
or other military assistance, will be made to the Te�s Depar-trnent of Public
Safety Disaster District 2A, Houston.
Military assistance will complement, and not be a substitute for, participa-
tion in emergency operations by local government. Military forces, if made
available, will remain at all times under military com�nand, but will support

and assist local forces and may receive from the Mayor or Civil Preparedness
Coordinator mission-type requests, to include objectives, priorities and
other information to accomplish mission.
Any and all requests for assistance from State or Federal levels will be made
by the Mayor or in the name of the Mayor by other officials specifically
designated by the Mayor.
IX. RESOURCES MANAGIIKIIVT
Resource control measures to include rationing, price freezing, establishing
curfews, designating restricted areas or other resource controls may be
imposed by direction of the Mayor or City Council as deemed necessary during
the emergency or as the situation warrants.
During the emergency only, all resources within the limits of Galveston
County and the City of Friendswood, both publicly and privately owned, will
be used when deemed necessary by local government officials and upon orriers
of the Mayor/Councilmeanbers. Accurate records will be kept concerning the
use of privately owned resources for purpose of possible reimbursement.

XI. IMPLEMII�I'I'ATI ON
This E3nergency Operations Plan for the City of Friendswood supersedes and
rescinds all previous City plans and operational procedures.
In the event that any portion of this plan shall be held invalid, such decision
shall not affect the validity of the remaining portions of the plan. To th.is
end, the provisions of this plan are held to be severable.
