CALLING A GENERAL OBLIGATION BOND ELECTION IN AND FOR
THE CITY OF FRIENDSWOOD, TEXAS.

WHEREAS, the City Council of said City deems it expe-
dient to issue General Obligation Bonds of the City of Friends-
wood, Texas, in the amounts and for the purposes hereinafter
set forth; and accordingly, desires to order and call an elec-
tion for the purpose of submitting the following propositions
for the grant of such authority as therein contained; NOW,
THEREFORE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
I.
That an election be held in the City of Friendswood, Texas,
on SATURDAY, APRIL 7, 1979, which is not less than fifteen (15)
nor more than ninety (90) days from the date of this ordinance,
at which election there shall be submitted to all resident quali-
fied electors of the City of Friendswood, Texas, for their action
thereupon, the following propositions, to-wit:

PROPOSITION NO. 1
"Shall the City Council of the City of Friendswood, Texas, be authorized
to issue bonds in the principal amount of $100, 000, for the purpose of
constructing permanent additions, extensions, and improvements to the
City' s existing T�aterworks System; 5aid bonds to mature serially or
otherwise, as may be determined by the City Council of said City, the
maximum maturity being not more than twenty (20) years from their date;
and any issue or series of bonds to bear interest per annum (payable
annually or semi-annually) at any rate or rates to be determined with-
in the discretion of the City Council of said City, provided that such
rate or rates shall not exceed the maximum rate per annum authorized
by law at the time of the issuance of any issue or series of said bonds;
and shall the City Council be authorized to levy an annual ad valorem
tax on all taxable property in said City sufficient to pay the interest
on said bonds as the same accrues and to create a sinking fund suffi-
cient to pay the principal thereof as the same matures, as authorized
by the Constitution and laws of the State of Texas?"
PROPOSITION NO. 2
"Shall the City Council of the City of Friendswood, Texas, be authorized
to issue bonds in the principal amount of $100, 000, for the purpose of
purchasing land to be used as a site to construct a municipal complex
for said City; said bonds to mature serially or otherwise, as may be
determined by the City Council of said City, the maximum maturity being
not more than twenty (20) years from their date; and any issue or series
of bonds to bear interest per annum (payable annually or semi-annually)
at any rate or rates to be determined within the discretion of the City
Council of said City, provided that such rate or rates shall not exceed
the maximum rate per annum authorized by law at the time of the issu-
ance of any issue or series of said bonds; and shall the City Council
be authorized to levy an annual ad valorem tax on all taxable property
in said City sufficient to pay the interest on said bonds as the same
accrues and to create a sinking fund sufficient to pay the principal
thereof as the same matures, as authorized by the Constitution and
laws of the State of Texas?"

PROPOSITION NO. 3
"Shall the City Council of the City of Friendswood, Texas, be authorized
to issue bonds in the principal amount of $50, 000, for the purpose of
purchasing land to be used as public parks in said City; said bonds to
mature serially or otherwise, as may be determined by the City Council
of said City, the maximum maturity being not more than twenty (20)
years from their date; and any issue or series of bonds to bear interest
per annum (payable annually or semi-annually) at any rate or rates to
be determined within the discretion of the City Council of said City,
provided that such rate or rates shall not exceed the maximum rate
per annum authorized by law at the time of the issuance of any issue
or series of said bonds; and shall the City Council be authorized to
levy an annual ad valorem tax on all taxable property in said City
sufficient to pay the interest on said bonds as the same accrues and
to create a sinking fund sufficient to pay the principal thereof as
the same matures, as authorized by the Constitution and laws of the
State of Texas?"
PROPOSITION NO. 4
"Shall the City Council of the City of Friendswood, Texas, be authorized
to issue bonds in the principal amount of $50, 000, for the purpose of
constructing permanent improvements to public parks in said City; said
bonds to mature serially or otherwise, as may be determined by the
City Council of said City, the maximum maturity being not more than
twenty (20) years from their date; and any issue or series of bonds to
bear interest per annum (payable annually or semi-annually) at any rate
or rates to be determined within the discretion of the City Council of
said City, provided that such rate or rates shall not exceed the maxi-
mum rate per annum authorized by law at the time of the issuance of any
issue or series of said bonds; and shall the City Council be authorized
to levy an annual ad valorem tax on all taxable property in said City
sufficient to pay the interest on said bonds as the same accrues and to
create a sinking fund sufficient to pay the principal thereof as the
same matures, as authorized by the Constitution and laws of the State
of Texas?"
PROPOSITTON NO. 5
"Shall the City Council of the City of Friendswood, Texas, be authorized
to issue bonds in the principal amount of $250, 000, for the purpose of
constructing permanent park improvements, to-wit: A swimming pool, for
said City; said bonds to mature serially or otherwise, as may be deter-
mined by the City Council of said City, the maximum maturity being not
more than twenty (20) years from their date; and any issue or series
of bonds to bear interest per annum (payable annually or semi-annually)
at any rate or rates to be determined within the discretion of the City
Council of said City, provided that such rate or rates shall not exceed
the maximum rate per annum authorized by law at the time of the issu-
ance of any issue or series of said bonds; and shall the City Council
be authorized to levy an annual ad valorem tax on all taxable property
in said City sufficient to pay the interest on said bonds as the same
accrues and to create a sinking fund sufficient to pay the principal
thereof as the same matures, as authorized by the Constitution and
laws of the State of Texas?"

PROPOSITION NO. 6
"Shall the City Council of the City of Friendswood, Texas, be authorized
to issue bonds in the principal amount of $75, 000, for the purpose of
constructing a permanent public building to be used as a fire station
in said City; said bonds to mature serially or otherwise, as may be
determined by the City Council of said City, the maximum maturity
being not more than twenty (20) years from their date; and any issue
or series of bonds to bear interest per annum (payable annually or
semi-annually) at any rate or rates to be determined within the dis-
cretion of the City Council of said City, provided that such rate or
rates shall not exceed the maximum rate per annum authorized by law at
the time of the issuance of any issue or series of said bonds; and
shall the City Council be authorized to levy an annual ad valorem tax
on all taxable property in said City sufficient to pay the interest on
said bonds as the same accrues and to create a sinking fund sufficient
to pay the principal thereof as the same matures, as authorized by the
Constitution and laws of the State of Texas?"
PROPOSITION NO. 7
"Shall the City Council of the City of Friendswood, Texas, be authorized
to issue bonds in the principal amount of $30, 000, for the purpose of
constructing permanent street improvements in said City; said bonds to
mature serially or otherwise, as may be determined by the City �ouncil
of said City, the maximum maturity being not more than twenty (20)
years from their date; and any issue or series of bonds to bear interest
per annum (payable annually or semi-annually) at any rate or rates to
be determined within the discretion of the City Council of said City,
provided that such rate or rates shall not exceed the maximum rate per
annum authorized by law at the time of the issuance of any issue or
series of said bonds; and shall the City Council be authorized to levy an
annual ad valorem tax on all taxable property in said City sufficient to
pay the interest on said bonds as the same accrues and to create a sink-
ing fund sufficient to pay the principal thereof as the same matures, as
authorized by the Constitution a.nd laws of the State of Texas?"
PROPOSITION NO. 8
"Shall the City Council of the City of Friendswood, Texas, be authorized
to issue bonds in the principal amount of $180, 000, for the purpose of
constructing improvements and additions to the present public Library;
said bonds to mature serially or otherwise, as may be determined by the
City Council of said City, the maximum maturity being not more than
twenty (20) years from their date; and any issue or series of bonds to
bear interest per annum (payable annually or semi-annually) at any rate
or rates to be determined within the discretion of the City Council of
said City, provided that such rate or rates shall not exceed the maximum
rate per annum authorized by law at the time of the issuance of any
issue or series of said bonds; and shall the City Council be authorized
to levy an annual ad valorem tax on all taxable property in said City
sufficient to pay the interest on said bonds as the same accrues and to
create a sinking fund sufficient to pay the principal thereof as the

of Texas?"
II.
That the polling places for the holding of said election
and the Presiding Judge and Alternate Presiding Judge hereby appointed
for each polling place shall be as follows:
l. In Galveston County Election Precinct No. 56 situated
within said City, which is hereby designated as Municipal Election
Precinct No. 56 for the purposes of this election, the polling place
for the holding of said election shall be at the City Hall, 109
Willowick Street, Friendswood, Texas, with Cathy Nichols as Presiding
Judge and as Alternate Presiding Judge. The
Presiding Judge shall appoint not more than five (5) qualified voters
to serve as clerks in said election, the appointment of such clerks to
include the Alternate Presiding Judge, who, if present, shall be
appointed and counted as one of the election clerks. Said Alternate
Presiding Judge shall, in the absence of the Presiding Judge, perform
the duties of the Presiding Judge of such election. A person fluent
in the Spanish language shall be available to render oral aid in the
Spanish language to any voter desiring such aid at the poll on the
day of said election. All voters qualified to vote in said election
shall vote at the aforesaid polling place.
2. In Galveston County Election Precinct No. 57 situated
within said City, which is hereby designated as Municipal Election
Precinct No. 57 for the purposes of this election, the polling place
for the holding of said election shall be at Westwood Elementary
School, 506 West Edgewood Drive, Friendswood, Texas, with Clarence
White as Presiding Judge and as Alternate Pre-
siding Judge. The Presiding Judge shall appoint not more than five (5)
qualified voters to serve as clerks in said election, the appointment

of such clerks to include the Alternate Presiding Judge, who, if present,
shall be appointed and counted as one of the election clerks. Said
Alternate Presiding Judge, shall, in the absence of the Presiding
Judge, perform the duties of the Presiding Judge of such election. A
person fluent in the Spanish language shall l�e available to render oral
aid in the Spanish language to any voter desiring such aid at the poll
on the day of said election. All voters qualified to vote in said
election shall vote at the aforesaid polling place.
3. In G�lveston County Election Precinct No. 60, situated
within said City, which is hereby designated as Municipal Election
Precinct No. 60 for the purposes of this election, the polling place
for the holding of said election shall be at Friendswood Junior High
School, Friendswood, Texas, with Richard Yancey as Presiding Judge
and as Alternate Presiding Judge. The Pre-
siding Judge shall appoint not more than five (5) qualified voters
to serve as clerks in said election, the appointment of such clerks
to include the Alternate Presiding Judge, who, if present, sha11 be
appointed and counted as one of the election clerks. Said Alternate
Presiding Judge shall, in the absence of the Presiding Judge, perform
the duties of the Presiding Judge of such election. A person fluent
in the Spanish language shall be available to render oral aid in the
Spanish language to any voter desiring such aid at the poll on the
day of said election. All voters qualified to vote in said election
sha11 vote at the aforesaid polling place.
III.
That absentee voting in said election shall be conducted at
the CITY HALL of said City; and the City Secretary is hereby charged

with the duty of conducting the absentee voting in said election as
required by law. A person fluent in the Spanish language shall be
available to render oral aid in the Spanish language to any voter
desiring such aid for absentee voting. That with the exception of
Saturdays, Sundays, and official State holidays, said office shall
remain open from 8 :30 o' clock A.M, to 5 :00 o'clock P.M. for the pur-
pose of conducting absentee voting.
IV.
That the ballots to be used in said election shall be pre-
pared in conformity with the Texas Election Code, as amended, and in
such manner that the voters may cast their ballots either "FOR" or
"AGAINST" the following ballot propositions, to-wit:
PROPOSITION NO. 1
The issuance of $100, 000 of General Obligation Bonds
for the purpose of constructing permanent additions,
extensions, and iznprovements to the City' s existing
Waterworks System.
PROPOSITION NO. 2
The issuance of $100, 000 of General Obligation Bonds
for the purpose of purchasing land to be used as a
site to construct a Municipal Complex for said City.
PROPOSITION NO. 3
The issuance of $50, 000 of General Obligation Bonds
for the purpose of purchasing land to be used as
public parks for said City.
PROPOSITION NO. 4
The issuance of $50, 000 of General Obligation Bonds
for the purpose of constructing permanent improve-
ments to public parks in said City.

PROPOSITION NO. 5
The issuance of $250,000 of General Obligation Bonds
for the purpose of constructing permanent public park
improvements, to-wit: a Swimming Pool, for said City.
PROPOSITION N0. 6
The issuance of $75, 000 of General Obligation Bonds
for the purpose of constructing a permanent public
building to be used as a Fire Station in said City.
PROPOSITION NO. 7
The issuance of $30, 000 of General Obligation Bonds
to construct permanent 5treet Improvements in said
City.
PROPOSITION NO. 8
The issuance of $180, 000 of General Obligation Bonds
to construct improvements and additions to the present
Public Library.
VT.
That voting machines will be used in the holding of said
election on the day of said election in each of the Municipal Election
Precincts hereinabove established. That absentee voting shall be con-
ducted by paper ballot, and said ballots shall all be prepared in
conformity with the Texas Election Code, as amended, and in such manner
that the voters may cast their ballots either "FOR" or "AGAINST" the
above ballot propositions.
VII.
That notice of said election shall be given in both the
English and Spanish languages by posting copies of a notice containing
a substantial copy of this ordinance, at a public place in each of
said election precincts, and at the City Hall, not less than fourteen
(14) days prior to the date on which said election is to be held.

Notice of said election shall also be given by publishing said notice
in both English and Spanish languages on the same day in each of
two (2) consecutive weeks in a newspapers of general circulation pub-
lished within said City, the date of the first publication to be not
less than fourteen (14) days prior to the date set for the election.
VIII.
That except as otherwise provided herein and in Article 704,
Vernon ' s Annotated Texas Statutes, as amended, the manner of holding
said election shall be governed by the applicable laws governing
municipal elections.
PASSED, ADOPTED, AND APPROVED, on this, the 5th day of March,
