AN ORDINANCE AUTHORIZING THE ESTABLISHMENT OF A POLICE
RE�ERVE FORCF FOR THE CITY OF FRIENDSWOOD; PROVIDING THE
METHOD AND STANDARDS FOR APPOINTMENT OF RESERVE POLICE
OFFICERS; PRESCRIBING THE AUTHORITY OF A RESERVE POLICE
� OFFICER; CONTAINING OTHER PROVISIONS RELATING TO THE SUB-
JECT; AND REPEALING CHAPTER 14 SECTIONS 14-5 THROUGH 14-9,
BOTH INCLUSIVE, OF THE FRIENDSWOOD CITY CODE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. There is hereby authorized the establishment of a reserve
police force for the City of Friendswood.
Section 2. Members of the police reserve force sha11 be appointed
by the Chief of Police and approved by the City Council. The number of
reserve police officers shall not exceed twice the number of regular police
officers authorized for the regular police force of the City.
Section 3. Reserve police officers shall act only in a supplementary
capacity to the regular police force. Reserve police officers may �e called
into service by the Chief of Police when he, in his discretion, considers it
necessary to have additional officers to preserve the peace and enforce the
law. When called into service, a reserve police officer shall serve as a
peace officer during the actual discharge of offical duties.
Section 4. No person appointed to the police reserve force may carry
a weapon or otherwise act as a peace officer unless he has been approved
by the City Council and has fulfilled the minimum training standards de-
scribed in section 5 hereof. After approval and fulfillment of the minimum
training standards, he may carry a weapon only when authorized by the
Chief of Police, and when discharging official duties as a duly constituted
peace officer.
Section 5. A reserve police officer must fulfill the minimum train-
ing standards established for a11 reserve 1aw enforcement officers by the
Commission of Law Enforcement Standards and Education. Reserve police

officers shall further possess and maintain the minimum physical, mental,
educational, and moral standards established £or a11 reserve law enforce-
ment officers by the Commission of Law Enforcement Officers Standards
and Education.
Section 6. Reserve police officers sha11 serve without compensation,
However, the City shall provide a uniform allowance for members of the
police reserve force.
Section 7. Chapter 14 Sections 14-5 through 14-9, both inclusive, of
the Friendswood City Code, are hereby repealed.
