AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2017-32, PASSED AND
APPROVED OCTOBER 2, 2017, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2017-2018 BY
APPROVING `BUDGET AMENDMENT IV" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2017-
2018"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.
WHEREAS, by Ordinance No. 2017-32, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2017-2018"; and
WHEREAS, the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption of
the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2017-2018;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are hereby
found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2017-2018," is hereby amended for municipal purposes as shown on "Budget
Amendment IV" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2017-2018" attached hereto. Said Budget Amendment IV shall be attached to and made a part of
such Original General Budget by the City Secretary and shall be filed as required by state law, a
true and correct copy of which is attached hereto as Exhibits"A" and "B" and made a part hereof
for all purposes.
Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged invalid
or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate
this ordinance as a whole or any part or provision hereof other than the part declared to be invalid or
unconstitutional;and the City Council of the City of Friendswood,Texas, declares that it would have
passed each and every part of the same notwithstanding the omission of any such part thus declared
to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2017 —2018
Budget Amendment IV
February 5, 2018
1. Library Book Sales and Donation. $4,485. Appropriate Library book sale revenue to
the Library department's operating budget. The funds will be appropriated to the Library
operating budget to be used in fiscal year 2018.
2. Lake Friendswood. $7,580. Appropriate funds from the Park Land Dedication Fund to
purchase a fan at the pavilion and fitness signs regarding use of exercise equipment
along the jogging path at Lake Friendswood. The funding source will come from the Park
Land Dedication undesignated fund balance.
3. Police Investigation Funds, $9,000. Appropriate funds from the Police Investigation
Fund (PIF) to cover the installation cost for installing radios into patrol cars. The radios to
be installed are from the recent purchase upgrading police radios. The funding source
will be the Police Investigation Fund balance.
4. Friendswood Downtown Economic Development Corporation, $71,817. Ratify the
appropriation of sales tax revenue for Phase I of the "Poles and Wire Relocation and
Reduction" project. The appropriation is for contract services to bury the phone lines in
the downtown area for $71,272 and to purchase a custom sign for $545 which is
displayed at the project site. A public hearing was held on September 12, 2017 regarding
the project "Poles and Wire Relocation and Reduction". FDEDC board approved the
expenditure of$71,272 on September 12, 2017 and $545 on November 28, 2017.
Council approved the project and funding on October 2, 2017 and December 4, 2017.
Funding for this item will come from the 1/8th cent sales tax approved in May of 2016.
5. Friendswood Downtown Economic Development Corporation, $325,000.
Appropriate sales tax revenue for Phase II of the "Poles and Wire Relocation and
Reduction" project for $126,000. Separate from the Poles and Wire project; on January
23, 2018 the FCEDC board approved to enter into a contract for landscape architecture
services with Lauren Griffith Associates for$150,000 for a downtown improvement plan
with $49,000 for capital improvement project contingencies for both projects. Funding for
these items will come from the 1/8th cent sales tax approved in May of 2016.
