HomeMy WebLinkAboutOrdinance No. 270 ORDINANCE N0 . � JD AN ORDINANCE ALTERING THE PRIMA FACIE SPEED LIMITS ESTABLISHED FOR VEHICLES UNDER T�IE PROVISIONS OF ARTICLE 6701D, VERNON' S TEXAS CIVIL STATUTES, UPON THE BASIS OF AN ENGINEERING AND TRAFFIC INVESTIGATION, UPON CERTAIN STREETS AND HIGHWAYS, OR PARTS THEROF, WITHIN THE CORPORATE LIMITS OF THE CITY OF FRIENDSWOOD. AS SET OUT IN THIS ORDINANCE; AND PROVIDING A PENALTY OF A FINE NOT TO EXCEED $200 FOR THE VIOLATION OF THIS ORDINANCE. WHEREAS, Article 6701D , Vernon' s Civil Statutes , p.rovides that whenever the governing body of the City shall determine upon the basis of an engineering and traffic investigation that any prima facie speed therein set forth is greater or less than is reasonable or safe under the conditions found to exist at any intersection or other place or upon any part of a street or highway within the City, taking into consideration the width and condition of the pavement and other circumstances on such portion of said street or highway, as well as the usual traffic thereon, said governing body may determine and declare a reasonable and safe prima facie speed limit thereat or thereon by the passage of an ordinance, which shall be effective when appropriate signs giving notice thereof are erected at such intersection�s or other place or part of the street or highway, now, therefore , BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FR�FNDSWOOD Section l. Upon the basis of an engineering and traffic investigation heretofore made as authorized by the provisions of article 6701D, Vernon' s Texas Civil Statutes , the following prima facie speed limits hereafter indicated for vehicles are hereby determined and declared to be reasonable and safe ; and such speed limits are hereby fixed at the rate of speed indicated for vehicles traveling upon the named streets and highways , or parts thereof, described as fo1_lows : (a) Along FM 2351 from the west city limits of Friendswood to a point 48 feet west of Sunset Street , a distance of approximately 0 . 762 mile , 55 miles per hour ; (b) Along FM 2351 from a point 48 feet west of Sunset Street to the east city limits of Friendswood , a distance of approximately 1 . 490 miles , 40 miles per hour; (c) Along FM 2351 from a point 106 feet west of Br.igadoon Lane to a point 264 feet east of Garden Drive, a distance of approximately 0 . 200 mile , a school zone , 20 miles per hour when so signecl; (d) Along FM 518 from the west city limits of Friendswood to a point 116 feet --�,aest of Brandywyne , a distance of approxi- mately 0 . 360 mile, 55 miles per hour; (e) Along FM 518 from a point 116 feet west of Brandywyne to a point 158 feet west of FM 2351, a distance of approxi- mately 0 . 564 mi_le, 45 miles per hour; ( f) Along FM 518 from a point 158 feet west of FM 2351 to a point 174 feet west of Echo Avenue , a distance of approxi- mately 0 . 850 mile, 30 miles per hour ; (g) Along FM 518 from a point 174 feet west of Echo Avenue to a point 420 feet east of Wispering Pines , a distance of approximately 0 . 525 mile, 35 miles per hour; (h) Along FM 518 from a point 420 feet east of Whispering Pines to a point 900 feet east of Winding Way, a dis-tance of approximately 0 . 500 mile, 45 miles per hour; ( i) Along FM 518 from a point 900 feet east of Winding Way to the east city limits of Friendswood, a distance of approxi- mately 2 . 200 miles, 55 miles per hour; (j ) Along FM 518 from a point 132 feet west of Shadowbend to a point 264 feet east of Spreading Oaks , a distance of approxi- mately 0 . 330 mile, a school speed zone , 20 miles per hour when flashing and 30 miles per hour at all other times ; (k) Along FM 528 from the southwest city limits at the Galveston-Brazoria County Line to a point 480 feet west of Greenbriar, a distance of approximately 3 . 350 miles, 55 miles per hour; (1) Along FM 528 from a point 480 feet west of Greenbriar to a point 306 feet east of Winding Way, a distance of approxi- mately 1. 250 miles , 45 miles per hour; (m) Along FM 528 from a point 306 feet east of Winding Way to the northeast city limits of Friendswood at the Galveston- Harris County Line , a distance of approximately 0 . 539 mile, 50 miles per hour. Section 2 Any person violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon convic- tion thereof shall be fined in any sum not more than Two Hundred Dollars ($200 ) .
