AN ORDINANCE OF THE CITY OF FRIENDSWOOD DECLARING
THAT A WATER SHORTAGE EXISTS; DESIGNATING CERTAIN
ALTERNATING DAYS FOR WATERING LAWNS AND GARDENS;
DECLARING AN EMERGENCY; AND PROVIDING FOR A PENALTY.
WHEREAS drouth conditions have created an unusual demand on
the present water supply in the City of Friendswood; and
WHEREAS this unusual demand has unduly burdened the water supply
to the extent that at times inadequate pressure exists for fire-
fighting purposes ; and
WHEREAS the City Council deems it necessary for the health
and welfare of the citizens of the City of Friendswood to restrict
the use of city water for the purpose of watering lawns and gardens
in order to insure an adequate supply of water;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF FRIENDSWOOD, STATE OF TEXAS :
Section l. That city water users shall alternate in watering
lawns and gardens in the following manner:
(a) Even numbered residents and businesses may water on
even numbered days of the month;
(b) Odd numbered residents and businesses may water on
odd numbered days of the month.
Section 2 . That any person violating the provisions of Section
1 above, and upon conviction, shall be fined in an amount not less
than one dollar ($1. 00) nor more than two hundred dollars ($200 . 00 ) .
Section 3 . That there is hereby declared to exist a public
emergency affecting life, health and property, and this ordinance
shall become effective immediately upon passage by the Council .
PASSED, APPROVED AND ADOPTED this 23rd day of August, 1976 .
