AN ORDINANCE DESIGNATING THAT EMERGENCY MOTOR
EQUI�MENT AND VEHICLES OF THE FRIENDSWOOD
VOLUNTEER FIR.E DEPARTMENT SHALL HAVE RIGHT-
OF-WAY; PROHIBITING THE CRDSSING OF A. FIRE HOSE
IN USE; REGULATING PARKING NEAR THE FIRE STATION
A.ND NEA.R FIR.E HYDRANT; PROHIBITING FOLLOWING
OF FIRE VEHICLE RESPONDING TO EMERGENCY; PRO-
HIBITING F.ALSE FIR.E ALARM; PROVIDING FOR TRAFFIC
CONTR�OL; PROHIBITING MISUSE, DAMAGE OR REMOVA,L
OF FIR.E DEPARTMENT EQUIPMENT; REQUIRING THAT
OPERATORS OF FIRE EQUIPMENT HAVE PROPERLY
AUTHORIZED PERMITS; PROVIDING A PENALTY AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDS-
WOOD, TEXAS:
Section I. That all motor vehicles, equipment and personal vehicles being
operated by qualified fire, police or other qualified emergency vehicle
operators, shall have the right-of-way over all other traffic when being
operated in an emergency capacity or responding to an alarm.
Section II. No person shall operate any vehicle over any fire hose in use
except upon specific orders from the Fire Chief or other officer in charge.
Section III. No vehicle shall be parked on the North Side of Willowick
Street, nor within twenty feet of the Southwest entrance of the fire station,
nor within twenty feet of any fire hydrant in the City of Friendswood.
Section IV. No unauthorized person shall operate any vehicle for the pur-
pose of following fire, police or other emergency vehicles being operated
in response to an emergency nor shall any unauthorized person park a non-
emergency vehicle within 800 feet of a fire.
Section V. No person shall report or cause to be reported a fire or other
emergency to anp city, county or other agency or place of business when no
such fire or emergency actually exists, nor shall the Fire Department

telephone be used for any purpose except reportin� or receivin�
information of an emergency.
Section VI . It shall be unlaTrrfuZ for any pedestrian, motor vehicle
operator or other person to interfere Urith, or fail to obey, the
order of �.ny police official or the fire officer in cha.r�e at the
scene of an emer�ency. iJOY' shall any unauthorized person attempt
to control vehicle or pedestrian traffic at the scene of an
emergency.
Section VII . It shall be unlawful for any person, whether
authorized or not, to intentionally misuse, damage, remove or
convert to his own use an;� equipment or apparatus of tk�e Friendskrood
Volunteer P'ire Department. T�TOr shall any unauthorized person use,
damage or open any fire plug in the city of FriendsuTood.
Section VIII . It shall be unlataful for any person to operate a.ny
Fire Truck or �'ump of the Friendsv�ood V�olunteer Fire Department
v,ithout havin� an a.pprove� pexmit from the Department� s �xecutive
C ommittee.
Section IX. Arly person violatin� any section of this ordinance
shall, u�?on conviction, be fined not l�ss than Five (�5.00) Dollars
nor more than Two �:undred (�200.00) Dollars.
Section X. Definitions
A. "�:mer�ency vehicle" shall be defined as any vehicle
oU.ned or bein�r used by a City, County, State, Federal Agency, or
Volunteer Fire Depart�ent restionding to any emergency and display-
ing by siren, lights or other si�ns that it is such a vehicle.
E. "�;mergency" shall be defined a.s any fire, explosion,
accident, riot, natural or man-r�ade disaster, crime, or suspected
crime.
C . "Authorized person" shall be defined as a person directed or

commissioned by any official or body of officials to act in a
given capacity.
D. "Unauthorized person" shall be any persan not authorized
as defined under Section "C" preceding.
Section XI . A public emergency is hereby declared to exist
requiring that this ordinance be p�,ssed as an emergency measure.
Following emer�ency passage, this ordinance shall be posted and then
placed upon three regular readings for final passage.
