HomeMy WebLinkAboutOrdinance No. 226 ORDINANCE N0. �26 AN ORDINANCE APPROVING, ADOPTING AND MAKING APPROPRIATIONS FOR THE CITY OF FRIENDSWOOD GENERAL BUDGET FOR THE FISCAL YEAR, 1974-1975; MAKING VARIOUS FINDINGS AND PROVISIONS RELATED TO THE SUBJECT: AND DECLARING AN EMERGENCY. WHEREAS, on July 2, 1974, the City Manager presented to the City Council a proposed budget of the expenditures of the City of Friendswood for the fiscal year 1974-1975; and WHEREAS, pursuant to resolution of the City Council and after notice as required by law, a public hearing on such budget was held in the Council Chamber in the City Hall on August 26, 1974, at which hearing all taxpayers of the City had the right to be present and be heard, and those who so requested were heaxd; and WHEREAS, the City Council has considered the proposed budget and has made such changes therein, if any, as in the Council's judgement are warranted by law and demanded by the best interest of the ta�payers of the City; and WHEREAS, a copy of the budget has been filed with the City Secretary and the City Council desires to adopt the same; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, THE STATE OF TEXAS Section 1. I n accordance with Article k�9a-15, Vernon's Texas Civil Statutes, the City Council hereby approves and adopts the said budget, the same being, as aforesaid, on file with the City Secretary. The City S ecretary is hereby directed to place on said budget and sign an endorsement reading: "THE OFFICIAL BUDGET OF THE CITY OF FRIENDSWOOD FOR THE FISCAL YEAR 1974-1975 ", and to keep such budget on file in her office as a public record. Section 2. In support of said budget and by virtue of the aforesaid adoption thereof, there are hereby appropriated out of available cash funds, and out of the general and special revenues of the City which will be received in the Treasury during the fiscal year 1974-1975, the respective amounts set forth in said approved budget for the various purposes stated therein, not including, however, those budgeted amounts which are to be received by way of transfers, grants from other agencies or amounts appropriated and to be appropriated from bond funds. The total amounts now so appropriated and the funds from which the same are derived are as follows: FUNDS AMOUNTS Unrestricted cash and general revenues (including current taxes, delinquent taxes and miscellaneous revenues) $ 994, 505. 00 Available cash and receipts and revenues of the utility system 325, 500. 00 TOTAL. . . . . . . . . . . . . . . . .$ 1, 320, 005. 00 Section 3. The City Council takes cognizance of the fact that in order to facilitate operations of the various City departments and to make adjustments occasioned by events transpiring during the year, some transfers will be necessary to and from some of the accounts contained in the budget as originally adopted. Accordingly, if the City Manager from time to time shall determine that there are �nexpended funds in the allowances for one or more budget accounts that could be transferred for other budgeted purposes without creating deficits in the require- ments for any City department, he is hereby authorized to make transfers to and from the budget adjustment account and certify to the City Council the amounts transferred and the accounts affected, -2- whereupon the City Council shall treat such funds as if they had been so budgeted in the first instance. Section 5. There exists a public emergency requiring that this ordinance be passed finally on the date of its introduction, therefore, this ordinance shall be passed finally on the date of its introduction, this 9th day of September , A.
