HomeMy WebLinkAboutOrdinance No. 163 ORDINANCE N0. 163 (Revision to Ordinance No. 39) AN ORDINANCE CREATING AN AUXILIARY POLICE FORCE FOR THE CITY OF FRIENDSWOOD; ESTABLISHING THE POWERS AND DUTIES OF AUXILIARY POLICEMEN; PROVIDING THE APPOINTMEPJT AND REMOVAL OF AUXILIARY POLICEMEN BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS: ARTICLE I Creation Of Auxiliary Police Force There is hereby established in the City of Friendswood an Auxiliary Police, in addition to the regular constituted police force of the City, the number of the members{�ip not to exceed one-half of one percent (1/2 of 1%) of the population of the City of Friendswood. The purpose and necessity for the Auxiliary Police Force is to aid the regularly constituted police force in the performance of their duties. The members of the Auxiliary Police shall be under the control and super- vision of a Captain who shall be appointed by the Chief of Police. The Auxiliary Police will operate under its own by-laws, to be approved by a unanimous vote of the membership, said by-laws to concur with current state requirements. ARTICLE II Membership All members of the Auxiliary Police shall be residents of the City of Friendswood, or the Friendswood area. No person shall be made a member of the Auxiliary Police without first having made application therefor; such applicant shall be commissioned by the Chief of Police as a member of the Friendswood Auxiliary Police Department. Any member of the Auxiliary Police Department may be discharged for just cause by the Chief of Police or a majority vote of the membership. ARTICLE III Compensation And Identification Auxiliary Policemen shall receive no monetary compensation for their ser- vices while on active duty for the City of Friendswood. They shall wear the prescribed uniform and carry evidence of their appointment while on duty for the City of Friendswood. ARTICLE IV Powers And Authority All Auxiliary Policemen shall have the full authority granted any "peace officer" as defined under Article 2.12 of the Texas Code of Criminal Procedure. His duties and powers will be those extended to any peace officer as defined under Article 2.13 of the Texas Code of Criminal Pro- cedures. ARTICLE U Responsible to City Police Officers The Captain of the Auxiliary Police Force shall be directly responsible to the Chief of Police or such City Police Officer as shall be des�gnated by the Chief of Police, and shall receive his orders, directions and super- vision from such officer. Each member of the Auxiliary Police is responsible to the Captain and Chief of Police.
