ORDINANCE NO. 142
AN ORDINANCE AMENDING RULE ONE (a) OF
ORDINANCE NUMBER 106-A1 CONCERNING TIME
OF CITY COUNCIL MEETINGS, REPEALING OR-
DINANCES OR SECTIONS OF ORDINANCES IN
CONFLICT AND PROVIDING A SEVERABILITY
CLAUSE; DECLARING AN EMERGENCY.
WHEREAS, the City Council of the City of Friendswood, Texas
has ascertained that the twice monthly meetings of the said
Council on the first and third Monday of each month are no long-
er suitable to the needs of the City Council, and
WHEREAS, the Council believes that twice monthly meetings
on the first and third Thursdays of each month would be more
suitable and in the best interest of the City, therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDS-
WOOD, TEXAS:
Section I.
Rule l, (a) , found under Section I of Page 1 of Ordinance
106-A1, reads as follows: (indicated by brackets)
["The City Council shall meet in the Council ]
[ Chambers of the City Hall (or such other ]
[ place as Council may decide and publicly ]
[ announce) on the first and third Mondays of ]
[ each month, commencing at 7: 30 p.m. In the ]
[ event Monday falls on a holiday the meet- ]
[ ing for that day shall be at 7: 30 p.m. the ]
[ next day. Any such regular meeting may be ]
[ recessed from hour to hour or adjourned ]
[ from day to day by a majority vote of the ]
[ members of Council present at such meeting, ]
[ and such recessed or adjourned meeting shall ]
[ be held without further notice to any member, ]
[ as provided in the motion ordering the speci- ]
[ fic time and place. Provided, however, that ]
[ no recess to a time longer than twenty-four ]
[ hours from the hour when the 'recessed ' meet- ]
[ ing commenced shall be valid, and provided J
[ further, that while any meeting may be ad- ]
[ journed from day to day, any such meeting ]
[ shall be automatically finally adjourned upon ]
[ commencement of the next regular meeting or ]
[ upon the commencement of any duly called spec- )
[ ial meeting prior to the next regular meeting. " ]
is hereby amended to read as follows: (indicated by underscoring)
The City Council shall meet in the Council
Chambers of the City Hall ( or other such
place as Council may decide and publicly

of each month, commencing at 7: 30 p.m. In
`the event Thursday falls on a holiday the
meeting for that day shall be at 7 : 30 p.m.
on the followinq day. Any such regular
meeting may be recessed from hour to hour
or adjourned from day to day by a majority
vote of the members of Council present at
such meeting, and such recessed or adjourned
meeting shall be held without further notice
to an_y member, as provided in the motion or-
dering the specific time and place. Provided,
however, that no recess to a time longer than
twenty-four hours from the hour when the 're-
cessed ' meeting commenced shall be valid, and
provided further, that while any meeting may
be adjourned from day to day, any such meeting
shall be automatically and finally adjourned
upon the commencement of the next regular meet-
ing or upon the commencement of any duly called
special meeting prior to the next regular meeting.
Section II.
All ordinances and parts of ordinances in conflict herewith
are hereby expressly repealed to the extent of such conflict
only.
Section III.
If any provision, section, sub-section, sentence, clause or
phrase of this ordinance or the application of same to any per-
son or set of circumstances is for any reason held to be unconsti-
tutional, void or invalid (or for any reason unenforceable) , the
validity of the remaining portions of this ordinance or its ap-
plication to the other persons or sets of circumstances shall
not be affected thereby, it being the intent of the City Council
in adopting this ordinance that no portion thereof or provision
or regulation contained therein shall become inoperative or fail
by reason of any unconstitutionality or invalidity of any other
portion, provisions, or regulations, and to this end, all pro-
visions of this ordinance are declared to be severable.
Section IV.
A public emergency is hereby declared to exist requiring
the passage of this Ordinance as an emergency measure and this
Ordinance shall take effect immediately upon adoption on this
the 21st day of September, 1970, following which the Council
will proceed with the usual three readings and final adoption.
