AN ORDINANCE ALTERING THE PRIMA FACIE SPEED LIMITS
ESTABLISHED FOR VEHICLES UNDER THE PROVISIONS OF
ARTICLE 6701D, VERNON'S TEXAS CIVIL STATUTES, UPON
THE BASIS OF AN ENGINEERING AND TRAFFIC INVESTIGATION,
UPON CERTAIN STREETS AND HIGHWAYS, OR PARTS THEREOF,
WITHIN THE CORPORATE LIMITS OF THE CITY OF FRIENDSWOOD,
AS SET OUT IN THIS ORDINANCE; AND PROVIDING A PENALTY
OF A FINE NOT TO EXCEED $20Q FOR THE VIOLATION OF THIS
ORDINANCE. (EMERGENCY)
WHEREAS, Article 6701D, Vernon's Texas Civil Statutes, provides
that whenever the governing body of the City shall determine upon the basis
of an engineering and traffic investigation that any prima facie speed therein
set forth is greater or less than is reasonable or safe under the conditions
found to exist at any intersection or other place or upon any part of a
street or highway within the City, taking into consideration the width and
condition of the pavement and other circumstance on such portion of said
street or highway, as well as the usual traffic thereon, said governing
body may determine and declare a reasonable and safe prima facie speed limit
thereat or thereon by the passage of an ordinance, which shall be effective
when appropriate signs giving notice thereof are erected at such inter�ction
or other place or part of the street or highway, now therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS:
Section 1 . Upon the basis of an engineering and traffic inves-
tigation heretofore made as authorized by the provisions of Article 6701D,
Vernon's Texas Civil Statutes, the following prima facie speed limits here-
after indicated for vehicles are hereby determined and declared to be reason-
able and safe; and such speed limits are hereby fixed at the rate of speed
indicated for vehicles traveling upon the named streets and highways, or
parts thereof, described as follows:
(a) Along FM 518 from the Pearland-Friendswood City Limit
to a point 185 feet north of Branydwyne, a distance of
approximately 0.360 mile, 55 mph;
(b) Along FM 518 from a point 185 feet north of Brandywyne
to a point 174 feet north of FM 2351 , a distance of
approximately 0.564 mile, 45 mph;
(c) Along FM 518 from a point 174 feet north of FM 2351 to
a point 158 feet north of Echo Avenue, a distance of
approximately 0.850 mile, 30 mph;
(d) Along FM 5l8 from a point 132 feet north of Shadowbend
to a point 264 feet south of Spreading Oaks, a distance
of approximately 0.330 mile, a school speed zone, 20 mph
when so signed;
(e) Along FM 518 from a point 158 feet north of Echo Avenue
to a point 1637 feet south of Whispering Pines, a distance
of approximately 0.750 mile, 45 mph;
(f) Along FM 518 from a point 1637 feet south of Whispering
Pines to the Friendswood Southeast City Limit, a distance
of approximately 0.770 mile, 60 mph;
(g) Along FM 528 from the Friendswood West City Limit to FM 518,
a distance of approximately 0.269 mile, 45 mph;
(h) Along FM 528 from FM 518 to a point 1584 feet east of FM 518,
a distance of approximately 0.295 mile, 50 mph;
(i) Along FM 528 from a point 1584 feet east of FM 518 to a
point 2640 feet east of FM 518, a distance of approximately
0.200 mile, 55 mph;
(j) Along FM 528 from a point 2640 feet east of FM 518 to the
Friendswood East City Limit, a distance of approximately
0.339 mile, 60 mph;
(k) Along FM 2351 from the Friendswood West City Limit to a
point 70 feet east of Melody Lane, a distance of approximately
1 .098 miles, 40 mph;
(1 ) Along FM 2351 from a point 106 feet west of Brigadoon Lane
to a point 264 feet east of Garden Street, a distance of
approximately 0.200 mile, a school speed zone, 20 mph
when so signed;
(m) Along FM 2351 from a point 70 feet east of Melody Lane to
the Friendswood East City Limit, a distance of approximately
0.372 mile, 50 mph.
Section 2. Any person violating any of the provisions of this
ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof
shall be fined in any sum not more than Two Hundred Dollars ($200) .
Section 3. There is hereby declared to exist a public emergency
affecting the safety and welfare of the Citizens of Friendswood and other
persons using the streets aforesaid, and in accordance therewith, this ordin-
ance is passed as an emergency measure in compliance with Friendswood Ordin-
ance Number 69 and will be further read on three regular council meetings
hereafter.
