The invocation was given by Pastor Lynn Colby with Calvary Chapel Church. Mayor Holland led the Pledge of Allegiance to the United States and to the State of Texas. COMMUNICATIONS FROM THE PUBLIC Mayor Holland asked if anyone would like to speak. No one spoke. WORK SESSION Mayor Holland opened the discussion regarding the Capital Project update. Director of Public Works/City, Engineer Patrick Donart presented a PowerPoint presentation regarding the progress made on Capital Projects since the November Council meeting. He reported on the restroom and pavilion at Lake Friendswood, sound study at Centennial Park Basketball Pavilion, Old City Park, Mandale Bridge,concrete maintenance street repairs, Blackhawk Boulevard Phase II, Lift Station No. 23, Blackhawk Wastewate Treatment Plant, and current Texas Department of Transportation (TxDOT) projects throughout the City. With concurrence of Council, Mayor Holland moved to Agenda Item 9, City Manager's Report. CITY MANAGER'S REPORT City Manager Roger Roecker reported that the Keep Friendswood Beautiful (KFB)Annual Fall Haul-A-Da l had great attendance this year with 473 cars and trucks participating in the cleanup event. Waste Connections was reported to have hauled away 48.26 tons of compacted debris,24.48 tons of roll off debris and 4.66 tons of metal box waste. The garage sale was also a success bringing in $773 with all proceeds benefiting the beautification of City facilities and parks. The items that were left over were taken to Goodwill) The Bay Area Wildlife Rehab picked up animal habitat items that were donated to benefit the injured wild animals that make their home in Friendswood's green space. We want to thank our Keep Friendswood Beautiful volunteers, City Staff and Waste Connections for making this great event possible. The City Manager reported on the upcoming Community Holiday Events. An exciting event is the 101^ 12/04/17 4748 Annual Santa in the Park — Home for the Holidays sponsored by HomeTown Bank of Friendswood on December 9, 2017. There will be live musical entertainment, photos with Santa and Mrs. Claus, a snow hill ' slide, carnival rides, a petting zoo, and a Holiday Market with more than 60 booths. Following the lighting of the Christmas tree, there will be a spectacular fireworks display synchronized to Christmas music. Admission to the park and live entertainment is free. However, a wristband is required for the amusement rides, snow hill slide, petting zoo, photo booth,train rides and face painting. A special discounted wristband presale will take place during normal business hours, November 27, 2017, through December 8, 2017, at Friendswood City Hall. Donate a new, unwrapped toy to the Friendswood Police Officers Association Blue Santa and receive a$5 discount. On the day of the event, wristbands will be available for$10 each. The event will be held at Stevenson Park and is presented by Keep Friendswood Beautiful and the City of Friendswood. There is a new Santa in the Park 2017 app available for download for Apple and Android products. The app will provide access to a schedule of events, list of vendors, and a map of Stevenson Park. The Friendswood Public Library will remain open during the annual Christmas Parade to provide access to restrooms and viewing of the parade from inside the building. The library will serve hot chocolate and the children's department will host a Christmas craft. The library will host the Hope Lutheran Handbell Choir on December 11,2017,for a performance of traditional and popular holiday music, and you can have your picture taken with Santa from 6:30 PM to 8:30 PM. The Library Book Sale will begin December 16, 2017, at 12:00 PM and will run through December 30, 2017, during regular library hours. All proceeds from the book sale will go towards supporting library programming. Another event is the 61h Annual Deck the House Holiday Lighting Contest. Five finalists will be selected from all participants and online voting will begin December 6, 2017, and go through December 13, 2017. Citizens can cast their vote through the Friendswood Fine Arts Institute's website at htto://ffaioniine.com. The winner will be announced December 15, 2017. The City Manager reported that the City has issued over 2,000 building permits since Hurricane Harvey, with 2,711 residential dwelling units impacted with 2,410 being single-family homes and 301 being multi- family areas. There has been approximately 145,000 cubic yards of debris removed not including household hazardous waste or white goods such as appliances, estimated debris removal cost of$4.5 to ' $5 Million, and$1.2 Million has been reimbursed. Staff has answered resident's questions and assisted in the development of the current Flood Mitigation Assistance Grant Application that is administered by the Texas Water Development Board. The City's application included 44 properties believed to be eligible, consists of seven severe repetitive loss properties and 37 repetitive Ioss,properties,and total value of losses is$13.4 Million. The City's portion, if application is approved, is projected to be$1.2 Million. The City Manager reported that seven Request for Proposal (RFP) responses were received for the Emergency Medical.Services RFP. There was a lot of detailed information in the responses, will take Staff some time to review, Staff will contact responders and schedule a meeting with a review panel, and the process may include assistance from a third party to aid in the process. The City Manager reported that the City Council Agenda Packet will be available to the public on Fridays, and anyone wanting to access the Agenda Packet will need to use Internet Explorer. With concurrence of Council, Mayor Holland moved to Agenda Item 13, Communications from the Mayor and Councilmembers. COMMUNICATIONS FROM THE MAYOR AND COUNCILMEMBERS Councilmember Rockey stated the Annual Christmas Tree Lighting event hosted by the Friendswood Historical Society is December 5, 2017, at the Brown Museum, and Santa Claus will be there. Two years ago he sat on Santa's lap and asked for a Lexus and got it so he is a pretty good Santa. There will be wassail, gingerbread, and singing. Councilmember Branson stated she would like to wish everyone a Merry Christmas and Happy New Year. ' She thanked Pastor Ralph Hobratschk with Hope Lutheran Church who hosted a community Thanksgiving service, hope it is an event that will continue, there were community services in town in the past, and it was a real blessing. The City of Friendswood is a unique community and it is great that everyone can worship i 12/04/17 47491 i together under one roof. The Friendswood School Museum will host a tree lighting on December 6, 2017, ' at 6:00 PM at the Old Junior High. Councilmember Hill stated he would like to wish a Merry Christmas to the citizens, Staff has been through a lot this year, has been a tough year but the City is resilient and will be back better than ever. Councilmember Foreman stated he would like to wish everyone a Merry Christmas and Happy New Year, thanked the City of Friendswood for taking care of those who flooded, did not have to go to Fall Haul-Ai Day event this year, his storm debris was picked up, and thanked all the citizens who offered help and support. Councilmember Scott congratulated the Friendswood High School football team for making it to the third round of playoffs for the third year in a row, could not be prouder of the group of seniors, and put a lot of work into becoming better men and better football players. The Senior Captains on the football team came to him to help those affected by Hurricane Harvey, has been a joy to him to have this group of seniors in his life, and congratulations for the great effort and great season. Councilmember Gustafson stated he would like to wish everyone a Merry Christmas and Happy New Year. Many in the community that were affected by Hurricane Harvey continue to recover, some will not have Christmas in their homes this year, if you have an opportunity to help someone in that position please do so. Councilmember Gustafson thanked Staff for how they handled the emergency and aftermath, is noticed and recognized, proud to serve on Council, and looks forward to working with Staff next year. Mayor Holland stated he would like to wish everyone a Merry Christmas and Happy New Year, echoes what Councilmember Gustafson stated to look around this year, there are a lot of people in need. CONSENT AGENDA ' **Councilmember Scott moved to approve all items on the Consent Agenda as presented: A. Authorizing Council to invoke Rule 1(A) of the Rules of Procedure to schedule the January City Council meeting for January 8, 2018. B. Authorizing acceptance of public improvements associated with Concrete Street Maintenance Repair Project into the contractor's one-year maintenance period. C. Accepting the October, 2017 Property Tax Report. D.Approving the Minutes of the November 6, 2017, Council Meeting. Seconded by Councilmember Hill. The motion was approved unanimously. With concurrence of Council, Mayor Holland moved to Agenda Item 6, Closed Executive Session. CLOSED EXECUTIVE SESSION Mayor Holland asked if anyone would like to speak regarding the Executive Session. No one spoke. Council convened into Executive Session in accordance with the Texas Government Code, pursuant to Section 551.072—Deliberations about Real Property;to deliberate the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governing body in negotiations with a third party, Section 551.087 — Deliberation regarding economic development negotiations; to deliberate the offer of a financial or other incentive to a business prospect Section 551.074 — Personnel Matters; to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee (City Manager, Assistant City Manager), and Section 551.071 —Consultation with attorney to seek the advice of its attorney on matter subject to the attorney-client privilege. RECONVENE INTO OPEN SESSION Council reconvened into Open Session with action taken later in the meeting regarding Section 551.074— Personnel Matters;to deliberate the appointment,employment,evaluation,reassignment, duties,discipline, or dismissal of a public officer or employee (City Manager, Assistant City Manager). 12/04/17 4750 ACTION ITEM , **Councilmember Scott moved to direct the City Attorney to draft a letter of intent for the hire of Morad Kabiri to the City Manager's position. Seconded by Councilmember Hill. The motion was approved unanimously. Councilmember Scott stated Council established a process over six years ago of how the City would handle the eventual retirement of City Manager Roger Roecker by creating an Assistant City Manager position specifically to groom the next City Manager. The process has worked flawlessly and Assistant City Manager Morad Kabiri has been a tremendous asset to the community and to Council. The process worked the way it was designed, Council is happy with the future of the community given that Mr. Kabiri will accept the contract offer and take the position. COMMUNICATIONS FROM THE PUBLIC David Allen, Friendswood resident, addressed Council and discussed the duties of Congress listed in the constitution, duties are discussed in Articles One through Six of the constitution, Article Two of the Bill of Rights discusses a well-regulated militia being necessary to the security of a free state for the people to keep and bear arms, and provided Council with a handout that stated the duties of Congress listed in the constitution. With concurrence of Council, Mayor Holland moved to Agenda Item 10, Discussion and possible action regarding a Friendswood Downtown Economic Development Corporation expenditure to purchase a $545.00 sign for Project Poles and Wires Reduction and Relocation. ACTION ITEMS(continued) ' **Councilmember Branson moved to approve a Friendswood Downtown Economic Development Corporation expenditure to purchase a$545 sign for Project Poles and Wires Reduction and Relocation. Seconded by Councilmember Foreman. The motion was approved unanimously. **Councilmember Foreman moved to approve the appointment of Brandee Fernandez to the Keep Friendswood Beautiful Committee to fill a vacancy with a term to expire November 2018, and Michael Fernandez to the Keep Friendswood Beautiful Committee to fill a vacancy with a term to expire November 2020. Seconded by Councilmember Branson. The motion was approved unanimously. ORDINANCES **Councilmember Rockey moved to approve the Second and Final reading of Ordinance No. 2017-35—An ordinance of the City of Friendswood, Texas, establishing a curfew for persons under the age of 17 years between the hours of 12:01 AM and 5:00 AM on any day of the week and between the hours of 9:00 AM and 2:30 PM for school-aged children on school days; providing it is unlawful for any person subject to a curfew hereunder to remain in any public place or on the premises of any establishment within the City of Friendswood during curfew hours; providing it is unlawful for any parent or guardian of a person subject to a curfew hereunder to knowingly permit or by insufficient control, allow such person to remain in any public place or on the premises of any establishment within the City during curfew hours; providing it is unlawful for any person owning, operating, or in the employment of any establishment within the City to knowingly allow a person subject to the curfew hereunder to remain on the premises of such establishment during curfew hours; providing defenses to prosecution for violations hereunder; providing an effective date; providing a penalty of an amount not to exceed $500.00 for each day of violation of any provision hereof; making certain findings; repealing all other ordinances or parts of ordinances inconsistent or in conflict ' herewith; and providing for severability. Seconded by Councilmember Foreman. The motion was approved unanimously. 12/04/17 4751 ' ""Councilmember Branson moved to approve the Second and Final reading of Ordinance No. 2017-36— An ordinance repealing Ordinance No.2007-20, that adopted the Flood Insurance Study for Harris County, Texas, and incorporated areas, dated June 18, 2007; amending Chapter 34, Article II, Division I, Section 34-24, basis for establishing the areas of special flood hazard; providing for a penalty of an amount not to exceed $2,000 for each day of violation hereof; and providing for severability. Seconded by Councilmember Foreman. The motion was approved unanimously. "Councilmember Scott moved to approve the First and Final reading of Ordinance No. 2017-37 — An ordinance amending City of Friendswood, Texas, Ordinance No. 2016-41, passed and approved October 3, 2016, same being an ordinance approving and adopting the City's General Budget for Fiscal Year 2016- 2017 by approving "Budget Amendment XIV" to the "Original General Budget of the City of Friendswood, Texas, for the Fiscal Year 2016-2017"; providing for supplemental appropriation and/or transfer of certain funds; providing for severability; and providing other matters related to the subject. Seconded by Councilmember Rockey. The motion was approved unanimously. ""Councilmember Scott moved to approve the First and Final reading of Ordinance No. 2017-38 — An ordinance amending City of Friendswood, Texas, Ordinance No. 2017-32, passed and approved October 2, 2017, same being an ordinance approving and adopting the City's General Budget for Fiscal Year 2017- 2018 by approving "Budget Amendment II" to the "Original General Budget of the City of Friendswood, Texas, for the Fiscal Year 2017-2018"; providing for supplemental appropriation and/or transfer of certain funds; providing for severability; and providing other matters related to the subject.
