ORDINANCE NUMBER 106
AN ORDINANCE AMENDING RULE ONE (a)
OF ORDINANCE NUMBER 97 CONCERNING
TIME OF CITY COUNCIL MEETINGS, RE-
PEALING ORDINANCES OR SECTIONS OF
ORDINANCE5 IN CONFLICT AND PROVID-
ING A SEVERABILITY CLAUSE.
WHEREAS, THE CITY COUNCIL of the City of Friendswood,
Texas has ascertained that the volume of the city's business has in-
creased to a point where twice-monthly meetings are inadequate to
handle the necessary work, and
WHEREAS, the Council believes that weekly meetings would
be in the best interest of the City in order to expedite matters of offi-
cial business, therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS.
Section I.
Rule 1, (a), entitled "Meetings, Regular and Special" found
under Section I of Page 1 of Ordinance 97, which reads as follows: (in-
dicated by brackets)
"The City Council shall meet in the Council Chambers
of the City Hall (or such other place as Council may
decide and publicly announce) on the first and third
Mondays of each month, commencing at 7:30 o'clock
P, M. In the event Monday falls on a Holiday the
meeting for that day shall be at 7:30 P. M, the next
day. Any such regular meeting may be recessed from
hour to hour or adjourned from day to day by a major-
ity vote of the members of Council present at such
meeting, and such recessed or adjourned meeting
shall be held without further notice to any member,
as provided in the motion ordering the specific time
and place. Provided, however, that no recess to a
time longer than twenty-four hours from the hour
when the 'recessed' meeting commenced shall be valid,
and provided further that, while any meeting may be
adjourned from day to day, any such meeting shll be
automatically finally adjourned upon the commence-
ment of the next regular meeting or upon the commen-
cement of any duly called special meeting prior to the
next regular meeting. "

Section II.
A11 ordinances and parts of ordinances in conflict herewith are here-
by expressly repealed to the extent of such conflict only.
Section III.
If any provision, section, subsection, sentence, clause or phrase of
this ordinance or the application of same to any person or set of circumstances,
is for any reason held to be unconstitutional, void, or invalid (or for any rea-
son unenforceable), the validity of the remaining portions of this ordinance
or its application to the other persons or sets of circumstances shall not be
affected thereby, it being the intent of the City Council in adopting this ordin-
ance that no portion thereof or provision or regulation contained therein shall
become inoperative or fail by reason of any unconstitutionality or invalidity
of any other portion, provisions, or regulation, and to this end, all provi-
sions of this ordinance are declared to be severable.
ADOPTED by the City Council of the City of Friendswood and placed
in the office of the City Secretary of such city on the day of ,
