HomeMy WebLinkAboutOrdinance No. 101 � a - � � � � . e • • ORDINANCE NO. /�' ,/ AN ORDINANCE CREATING AN ADMINISTRATIVE DEPARTMENT OF THE CITY KNOWN A5 THE CITY OF FRIENDSWOOD, TEXAS DEPARTMENT OF PARKS AND RECREATION; CREATING AND PROVIDING FOR THE APPOINTMENT OF A DIRECTOR OF PARKS AND RECREATION AND SETTING CERTAIN STANDARDS FOR ADMIIVISTRATION THEREOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDS- WOOD, TEXAS: SECTION ONE: Declaration of Policy. It is hereby declared to be the policy of the City of Friendswood, Texas to acquire, maintain and facilitate the use of properties to be utilized as public parks, squares, and ways and other appropriate public facilities giving due recognition to the social ideals of sports, recreation, the arts and the appreciation of beauty and ability. SECTION TWO: Creation and Establishment. There is hereby created the City of Friendswood, Texas Department of Parks and Recreation and the Office and Position of Director of Parks and Recreation. SECTION THREE: Qualifications and Appointment of Director. The Dir- ector of Parks and Recreation shall meet qualifications and standards to be estab- lished by the City Council. He shall be appointed by the Mayor with the approval of at least two-thirds (4 our of 5) of the members of the City Council. The said Director shall serve on a voluntary basis or shall be paid such salary as may be • approved by a majority of the City Council. . SECTION FOUR: Responsibilities and Duties of Director. The Director of Parks and Recreation shall be responsible for the following: l. To seek and inquire as to appropriate locations for parks and recreational facilities and to make such recommendations to the City Council as he may deem proper concerning the ac- quisition of such properties. 2. He shall have charge of the care and upkeep of all city owned parks and recreational facilities and shall see that the same are kept in a clean and sanitary condition. 3. He shall report to the City Council when any of the sites ac- quired are in need of improvement or repair. 4. He shall see that all play areas and facilities are kept in good . , �, , . . � . � • � . and safe condition and that all facilities are kept in a clean and sanitary condition. 5. He shall have supervision over all employees of the city assigned to work in the parks or recreation areas. 6. He shall, with the approval of the Mayor and Council, post such rules and regulations as he deems necessary for the conduct of persons in parks and recreation areas. 7. He shall make such recommendations to the Mayor and Council as he may deem necessary concerning the addition of volunteer or salaried personnel as may be needed for the proper conduct of the business of the Department of Parks and Recreation. 8. It shall be the responsibility of the Director of Parks and Rec- reation to implement, enforce and carry-out any such regula- tions or ordinances as the City Council may deem necessary for the proper operation of his department. SECTION FIVE: Permits for Use of Parks and Recreation Areas. Any person or persons, firm or corporation desiring to use any park or recreation facility of the City of Friendswood for functions or gatherings of a group of per- sons numbering more than-:...25"—�a must obtain a permit, by application at the City Hall, furnishing the following information: a. Application must state the purpose and nature of such function or event. b. Application must state the date, time and place where the func- tion or event is scheduled. c. The estimated number of persons to be present must also be stated. All permits must have the approval of the Chief of Police and the Direc- tor of the Department of Parks and Recreation, evidenced by their signature. SECTION SIX: Penalties. Any person, firm, association, corporation, profit or non profit, partnership or proprietorship and the officers thereof, indivi- dually violating any provision of the above stated section requiring permits shall, on conviction, be punished by a fine of not more than $200. 00. 5ECTION SEVEN: Severability.
