ORDINANCE NO.
AN ORDINANCE MAKING CERTAIN FINDINGS; PRE-
SCRIBING A MANUAL OF REGULATIONS AND SPECI-
FICATIONS FOR THE PLANNING AND ZONING COM-
MISSION OF THE CITY OF FRIENDSWOOD FOR COM-
MERCIAL AND RESIDENTIAL BUILDINGS AND STRUC-
TURES LOCATED OUTSIDE OF SUBDIVISIONS; PRO-
VIDING A PROCEDURE FOR AMENDMENT BY THE
PLANNING AND ZONING COMMISSION WITH COUNCIL
APPROVAL; REPEALING ORDINANCES IN CONFLICT;
PROVIDING A SEVERANCE CLAUSE,
WHEREAS no sufficient ordinance presently exists controlling regula-
tions and specifications for the building of commercial and residential struc-
tures outside of subdivisions in the City of Friendswood; and;
WHEREAS a public need exists for the planning and zoning comm

regulations and specifications concerning residential and commercial building's
and structures not controlled by the subdivision ordinance; therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS:
Section I. The Planning and Zoning Commission shall not issue a favorable

report or recommendation on requests for building permits concerning buildings
or structures proposed in areas outside of those other areas more commonly.
known as subdivisions, unless said plans and specifications comply with the fol-
lowing regulations, except as set forth under "Exceptions" in Article VIII, here-
after.
Section II. COMMERCIAL DISTRICT REGULATIONS
A. Building set-back requirements.
1. Minimum building set-back in front shall be Thirty (30)
feet front lot line.
2. For corner lots the front yard requirement shall be
observed from both streets upon which the land abuts.
3. Rear yards are not required except where the rear
lot line abuts on a permanent residential district;
in such cases there shall be provided a rear yard
of not less than Fifteen (I5) feet.
4. Sides are not required except when the side abuts
a permanent residential district; there shall be a
minimum side yard of Six (6) feet for buildings of
one story and a minimum side yard of Eight (8) feet
for buildings of two stories.
B. Off-street Parking Requirements.
1. Required parking and loading spaces as set forth
below shall contain not less than 200 sq. feet of
area; shall be located entirely off of street right-
of-way; shall be surfaced for all weather use
equivalent to at least four inches of cement stabi-
lized shell; shall have an unobstructed manuevering
space and access lanes of adequate width leading to
a street.
2. The following parking spaces shall be provided and
satisfactorily maintained by the owner of the property
for each building or use of a premises.
Motel, tourist court, boarding house: At least one
space for each room or unit offered for rent.
Hotel: At least one parking space for each three
rooms.
Office and Office buildings: At least one parking
space for each 350 square feet of floor area.
Theatre, Auditorium, Church, or other place designed
to draw an assembly of persons at a scheduled time:
At least one parking space for each six seats in such
place of use.
Restaurant or other eating places: At least one parking
space for each four seats.
Hospital, sanatorium or nursing home: At least one
parking space for each four beds.
Planned Shopping Center: Area devoted to parking and
access shall not be less than three times the sales area
proposed for each building,
Private Club or lodge: At least one parking space for each
ten members.
Bowling Alley: At least five parking spaces for each alley.
Clinic: At least eight parking spaces for each doctor.
Stores; and other establishments in commercial areas:
one parking space for each 250 sq. feet of store floor
space.

Section III. MULTIPLE FAMILY DWELLING REGULATIONS
A. Building Set-Back Requirements
1. Minimum building set-back in front shall be 25 feet;
matching the mean distance set-back of adjoining
buildings on either side if more than 25 feet set-back.
2. For corner lots the side yard set-back shall be 10
feet less than front set-back, except when side yard is
paralleling a major thoroughfare then the side yard
set-back shall be the same as the front set-back.
3. Side yard set-back for lots other than corner lots, shall
be a minimum of five feet from property line.
4. Minimum required depth of rear yard shall be twenty
feet.
5. Maximum total building area shall be 40 per cent of
total lot area,

1. One and one-half parking spaces for each dwelling
unit.
Section IV. TWO -FAMILY DWELLING REGULATIONS
A. Building Set-Back Requirements
1. Minimum building set-back in front shall be 25 feet;
and/or matching the mean distance set-back of ad-
joining building on either side if more than 25 feet.

Z. For corner lots the side yard set-back shall be 10

Section V. LIGHT INDUSTRY REGULATIONS
A. Building Set-Back Requirements

1. Minimum building set-back in front shall be 25 feet.
2. Corner lots building set-back shall be same as re-
quired under III-A-2.
3. Side yard set-back: None
4. Minimum rear yard: None, except that when rear of
lot abuts a permanent residential area, a rear yard
of 20 feet is required.
B. Off-street Parking Requirements
1. All industrial buildings are required to have adequate off-
street loading facilities, as needed, and to have sufficient
off-street parking space for all vehicles owned, controlled,
or rented by such establishment.
Z. Not less than one space for each 1 1/2 employees.

Section VI. TRAILER PARK REGULATIONS
A. Area Requirements
1. Minimum size area required for each trailer space shall
be not less than 35 feet wide and 50 feet long.
B. Off-street Parking Requirements
1. At least one parking space for each trailer.
Section VII. SINGLE FAMILY RESIDENTIAL STRUCTURES
A. Building Set-Back Requirements
1. The front set-back line on all lots shall be a minimum
of 25'; corner lots adjacent to two major thoroughfares
will have a minimum of 25' set-back lines on both
streets; that corner lots adjacent to one major and one
minor thoroughfare will have a minimum of 25' set-back
line on the major thoroughfare and may have 10' less set-
back on the side adjacent to the minor thoroughfare.
2. The subdividing of the land shall be such as to provide
each lot with satisfactory access on a public street.
3. Double frontage and reverse frontage lots shall be avoided.
4. . Side lot lines shall be at right angles or radial to street
line s.
5. All lots shall have a 7. 5 foot building set-back from side
lot lines.
6. All lots shall have a minimum rear building set-back of
20' feet from the rear lot line; detached garages, swimming
pools, cabanas, etc. , are excepted and will be considered
on an individual basis.
Section VIII. EXCEPTIONS FOR IRREGULAR LOTS
The provisions of this ordinance are designed for lot sizes conforming
to present requirements set by ordinance. Realizing there are certain lots
of irregular sizes and shapes which existed prior to present requirements,
the Planning and Zoning Commission shall apply the standards set forth herein
to such irregular lots on an individual basis and shall consider deviation from
strict compliance herewith according to the needs of the situation.
Section IX. AMENDMENT OR ADDITION
The regulations and specifications contained herein may be changed or
added to by the City Council by a majority vote upon recommendation of the
Planning and Zoning Commission. Any approved change or addition must be
attached to this ordinance after final approval and must bear the heading

"Amendment to Section , Ordinance Number ; Effective Date day
of , 19_. ", or "Addition to Ordinance Number _; Effective Date
day of 19_".
Section X. REPEAL
All ordinances and parts of ordinances in conflict herewith are expressly
repealed to the extent of such conflict only.
Section XI. If any provision, section, subsection, sentence, clause or
phrase of this ordinance or the application of same to any person or set of
circumstances, is for any reason held to be unconstitutional, void, or invalid
(or for any reason unenforceable,), the validity of the remaining portions of
this ordinance or its application to other persons or sets of circumstances
shall not be affected thereby, it being the intent of the City Council in adopt-
ing this ordinance that no portion thereof or provision or regulation contained
therein shall become inoperative or fail by reason of any unconstitutionality
or invalidity of any other portion, provisions, or regulation, and to this end,
all provisions of this ordinance are deblared to be severable.
