SPEED ZONE ORDINANCE N0. 116
AN ORDINANCE ALTERING THE PRIMA FACIE SPEED LIMITS
ESTABLISHED FOR VEHICLES UNDER THE PROVISIONS OF
ARTICLE 6701 D VERNON'S TEXAS CIVIL STATUTES, UPON
THE BASIS OF AN ENGINEERING AND TRAFFIC INVESTIGAT-
ION, UPON CERTAIN STREETS AND HIGHWAYS, OR PARTS
THEREOF, WITHIN THE CORPORATE LIMITS OF THE CITY OF
FRIENDSWOOD, AS SET OUT IN THIS ORDINANCE; AND PRO-
VIDING A PENALTY OF A FINE NOT TO EXCEED $200.00 FOR
THE VIOLATION OF THIS ORDINANCE.
WHEREAS, Article 6701 D, of Vernon's Texas Civil Statutes, pro-
vides that whenever the governing body of the City shall determine upon
the basis of an engineering and rraffic investigation that any prima
facie speed therein set forth is greater or less than is reasonable or
safe under the conditions found to exist at any intersection or other
place or upon any part of a street or highway within the City, taking
into consideration the width and condition of the pavement and other
circumstances on such portion of said street or highway, as well as
the usual traffic thereon, said governing body may determine and declare
a reasonable and safe prima facie speed limit thereat or thereon by the
passage of an ordinance, which shall be effective when appropriate signs
giving notice thereof are erected at such intersection or other place
or part of the street or highway, now therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS:
Section l. Upon the basis of an engineering and traffic investi-
gation heretofore made as authorized by the provisions of Article 6701 D
Vernon's Texas Civil Statutes, the following prima facie speed limits
hereafter indicated for vehicles are hereby determined and declared to
be reasonable and safe; and such speed limits are hereby fixed at the
rate of speed indicated for vehicles traveling upon the named streets
and highways, or parts thereof, such streets being public streets in the
corporate limits of the City ofFriendswood, Texas, named and described
as follows:
TWENTY (20) MILES PER HOUR
(a) Along Winding Road from a point beginning at the Friendswood
city limits and continuing to a point where Winding Road
intersects Melody Lane, a distance of approximately 2,160
feet, 20 miles per hour.
(b) Along Boundary Court from a point beginning at Winding
Road and continuing along Boundary Court to the cul-de-sac,
a distance of approximately 270 feet, 20 miles per hour.
(c) Along Riverside Court from a point beginning at Winding
Road and continuing on Riverside Court to the cul-de-sac,
a distance of approximately 440 feet, 20 miles per hour.
(d) Along Mary's Court from a point beginning at Winding Road
and continuing to the cul-de-sac, a distance of approximately
260 feet, 20 miles per hour.

(e) Along Morningside Court from a point beginning at Winding
Road and continuing along Morningside Court to the cul-de-
sac, a distance of approximately 270 feet, 20 miles per
hour.
(f) Along Oak Vista Court, from a point beginning at Winding
Road and continuing along Oak Vista Court to the cul-de-
sac, a distance of approximately 270 feet, 20 miles per
hour.
(g) Along Glenlea Court, from a point beginning at Winding Road
and continuing along Glenlea Court to the cul-de-sac, a dis -
tance of approximately 270 feet, 20 miles per hour.
(h) Along Merriman Court, from a point beginning at Winding
Road and continuing along Merriman Court to the cul-de-
sac, a distance of approximately 270 feet, 20 miles per
hour.
(i) All cul-de-sacs on all the above named streets shall have a
speed limit of 10 miles per hour, which is a reasonable and
safe speed for such cul-de-sacs.
Section 2. Any person violating any of the provisions of this ordin-
ance shall be deemed guilty of a misdemeanor and upon conviction thereof
shall be fined in any sum not more than Two Hundred Dollars. ($200. 00)
Section 3. Any person violating the terms of this ordinance may be
arrested by officers or auxiliary officers of the Police Department of the
City of Friendswood without issuance of a warrant of arrest from a
magistrate.
5ection 4. Severability. If any provision of this ordinance, or the
application thereof to any person or circumstances, is held invalid, the
remainder of the ordinance, and the application of such provision to the
other persons or circumstances, shall not be affected thereby.
