ORDINANCE NO. 95-4
AN ORDINANCE AMENDING APPENDIX C OF THE FRIENDSWOOD CITY
CODE, SAME BEING CITY OF FRIENDSWOOD ORDINANCE NO. 84-15,
AS AMENDED, ORIGINALLY PASSED AND APPROVED THE 19TH DAY
OF NOVEMBER, 1984, AND BEING THE ZONING ORDINANCE OF THE
CITY, BY ADDING TO SECTION 7 THEREOF A NEW SUBSECTION R;
PROVIDING FOR AN ENTRYWAY OVERLAY DISTRICT TO PRESERVE
PHYSICAL CHARACTERISTICS OF THE CITY ALONG ARTERIAL
STREET ENTRYWAYS INTO THE CITY; PROVIDING THAT SUCH
ENTRYWAY OVERLAY DISTRICT SHALL NOT REVOKE EXISTING
UNDERLYING ZONING CLASSIFICATIONS BUT RATHER BE IN
ADDITION TO SUCH CLASSIFICATIONS; PROVIDING BOUNDARIES OF
SUCH ENTRYWAY OVERLAY DISTRICTS; ESTABLISHING AREA AND
HEIGHT REGULATIONS; ESTABLISHING REGULATIONS PERTAINING
TO SIGNS, SCREENING, AND LANDSCAPING; PROVIDING FOR THE
INSTALLATION OF UNDERGROUND UTILITIES; PROVIDING FOR
CERTAIN ARCHITECTURAL STANDARDS; PROVIDING OTHER MATTERS
RELATED TO THE SUBJECT; PROVIDING A PENALTY OF AN AMOUNT
NOT TO EXCEED $2, 000 FOR EACH DAY OF VIOLATION; AND
PROVIDING FOR SEVERABILITYe

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. Appendix C of the Friendswood City Code, same
being City of Friendswood, Texas, Ordinance No. 84-15, as amended,
originally passed and approved the 19th day of November, 1984, and
being the Zoning Ordinance of the City, is hereby amended by adding
to Section 7 thereof a new Subsection R to provide as follows:
01R. Entryway Overlay Districts.
lo General Purpose and Description. The Entryway
Overlay District ("EOD") is intended to preserve the physical
characteristics of the City of F�iendswood along its entryways
by promoting the safety, welfare, convenience, and enjoyment
of travel along these entryways; ensuring that signage is
clear and appropriate to prevent needless clutter in
appearance; providing for unified and orderly development; and
promoting and aiding economic growth. The establishment of an
EOD does not repeal the underlying zoning classification of
property to which the EOD applies. The requirements of the
EOD are in addition to the requirements of the underlying
zoning district. In the event of conflict between the

requirements of the EOD and the underlying zoning
classification, the requirement of the EOD shall apply.
2 . Permitted Uses. Permitted uses in the EODs shall be
determined by the underling zoning districts.
3 . Boundaries. Those areas designated as EODs shall
extend a minimum distance of two hundred feet (200' ) from the
street right-of-way or the rear of the property having
frontage, whichever is lesse
4e Area and Height Rectulations. Height of buildings
and structures shall in no case exceed two (2) stories or
thirty-f ive f eet (3 5' ) o
Area regulations shall also be determined by the
underlying districts, except that all front setbacks must be
a minimum of thirty feet (30' ) .
5. Sign Requlations. Signs shall be permitted within
the EODs according to the Sign Ordinance of the City of
Friendswood. However, only monument style signs shall be
permitted in the landscape/buffer area (see paragraph 8) . A
twenty-five (25) square foot reader board may be incorporated
into the monument sign, in addition to the allowable fifty
(50) square feet, but no portable signs will be permitted on
site if a reader board exists. Monument style signs should
also be compatible with the architectural style of the
building(s) located on siteo
6. Screenina. The following uses shall be screened to
a height sufficient to completely screen the use from view at
ground level:
a. all outside storage;
b. industrial activities;
c. off-street loading areas;
d< refuse storage areas, dumpsters, and all
related activities;
e. aid conditioning and heating equipment;
fo microwave and satellite antennas; and
g. detention ponds*e
An opaque screen composed of berms**, walls, fences,
vegetation, or a combination of these materials between the
property line and the development shall be used; however, in
no case shall any of the above mentioned activities be closer
to the street than the thirty (30) foot setback linee
*If detention ponds are part of the landscaping plan,
screening would not be necessary.

**Berms used for any type of screening will be limited to a
height of three feet (3' ) and must be landscaped.
7. Utilities. All on-site utilities shall be located
underground, at owner's �expense, unless required by the
utility company to be otherwise located. This requirement
does not apply to electrical transmission or distribution
lines.
8o Landscapinqe The minimum requirements for areas
within the EOD are as followse
a. Properties with frontage along the entryway
shall provide a minimum ten (10) foot wide
landscape buffer along the entire length of
the lote
b. One tree shall be required for every twenty-
five feet (25') , or portion thereof, of
frontage. For example, a lot sixty-five feet
(65') wide would require three trees. One-
half of the required trees must have a minimum
caliper of four inches (4") ; the remaining
one-half must have a minimum caliper of two
inches (2") .
c. All other landscaping requirements in other
sections of the ordinance must also be
satisfied.
d. All parking areas adjacent to the buffer zone
shall be screened with architectural and/or
landscape materials. Shrubs used to screen
parking areas should be a minimum height of
two feet (2 ' ) .
9. Architectural Elements.
a. Commercial:
1. The design of retaining walls and other
architectural elements used to screen
outdoor storage areas, dumpsters,
vehicles, etc. , shall incorporate
harmonious colors, materials, and
textures so as to be compatible with the
design and architecture of the main
building on the lot.
2. Structures within the EOD shall be of a
construction compatible with the
characteristics and heritage of the City

of Friendswood. Exterior walls must be
masonry or wood.
b. Residential:
1. Residential development not facing the
entryway (i.e. subdivisions, etc. ) shall
be required to install an opaque
screening wall no closer than five feet
(5' ) from the street right-of-wayo Said
wall shall be a minimum of six feet (6')
in height.
2 . Trees shall be planted adjacent to the
wall on the entryway side at intervals of
twenty-five feet (25' ) , with one-half
having a minimum caliper of four inches
(4") and one-half having a minimum
caliper of two inches (2") . 1t
Section 2e Any person who shall violate any provision of
this Ordinance shall be deemed guilty of a misdemeanor and, upon
conviction, shall be fined in an amount not to exceed $2, 000. Each
day of violation shall constitute a separate offense.
Section 3 . In the event any clause, pY�rase, provision,
sentence, or part of this Ordinance or the application of the same
to any person or circumstance shall for any reason be adjudged
invalid or held unconstitutional by a court of competent
jurisdiction, it shall not affect, impair, or invalidate this
Ordinance as a whole or any part or provision hereof other than the
part declared to be invalid or unconstitutional; and the City
Council of the City of Friendswood, Texas, declares that it would
have passed each and every part of the same notwithstanding the
omission of any such part thus declared to be invalid or
unconstitutional, whether there be one or more partss
