ORDINANCE NO. 9 8—2 8
AN ORDINANCE OF THE CITY OF FRIENDSWOOD, TEXAS, AMENDING
ORDINANCE NO. 84-15, AS AMENDED BY ORDINANCE NO. 293, SAID
ORDINANCE NO. 84-15 BElNG THE ZONING ORDINANCE OF THE CITY,
AND SAID ORDINANCE NO. 293 GRANTING A SPECIFIC USE PERMIT
TO THE FRIENDSWOOD INDEPENDENT SCHOOL DISTRICT FOR THE
CONSTRUCTION AND USE OF CERTAIN EDUCATION-RELATED
SCHOOL DISTRICT FACILITIES; AMENDING THE SPECIFIC USE
PERMIT GRANTED BY SAID ORDINANCE NO. 293 FOR LAND LOCATED
AT 400 WOODLAWN TO ALLOW ADDITIONAL EDUCATION-RELATED
SCHOOL DISTRICT FACILITIES AND RELATED IMPROVEMENTS
THEREON, PROVIDING A PENALTY IN AN AMOUNT NOT TO EXCEED
$2,000 FOR EACH DAY OF VIOLATION OF ANY PROVISION HEREOF;
AND PROVIDING FOR SEVERABILITY.

WHEREAS, the Friendswood City Council and the Friendswood Planning and Zoning
Commission conducted a joint public hearing on July 20, 1998, to consider an amendment to
Ordinance No. 293 covering described parcels of land, in order to allow an expansion of the use
authorized to amended SPECIFIC USE — SCHOOL by allowing the construction of additional
education-related school district facilities on the site; and
WHEREAS, the hearing was duly called as provided by the laws of the State of Texas
and Ordinance No. 84-15 of the City of Friendswood, and that in such hearing all persons
attending were allowed to be heard on the question of whether or not the expansion of the use
allowed on said property by allowing the construction of additional education-related school
district facilities on the site would affect the public health, safety, morale, convenience, ar
general welfare of the citizens of Friendswood, and whether or not rezoning would violate the
rights of any interested person; and

WHEREAS, as a result of the said public hearing and recommendation from the
Friendswood Zoning Commission, the City Council finds that such expansion of the use is not
detrimental to the community; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE
OF TEXAS:
Section 1. City of Friendswood, Texas, Ordinance No. 84-15, passed and approved
on November 19, 1984, and known as the Zoning Ordinance, and Ordinance No. 293, passed and
approved on December 19, 1977, are hereby amended by amending the zoning classification of
certain property described in Exhibit A attached hereto and made a part hereof, and which
property is known as 400 Woodlawn, to amended SPECIFIC USE — SCHOOL, by allowing the
construction of additional education-related school district facilities and related improvements on
the site. All such facilities and related improvements shall be constructed on the site in
accordance with the site development plan and accompanying memorandum dated July 30, 1998,
both attached as E�ibit "B" hereto and made a part hereof and in accordance with the following
conditions which make the proposed use more compatible with adjacent land uses:
a. The uses approved are for public school district purposes only. If the property is
sold to another property owner which is not a public school district, Friendswood
Independent School District agrees to notify the City, and the City may take steps to
change the zoning.
b. The Friendswood Independent School District shall not operate the print shop �
facility so as to cause a nuisance by the emitting of noise or odor that exceed those
permitted in City of Friendswood Ordinances or levels as deemed unhealthful by the

Galveston County Health Department. The City may close the portion of the operation
that is in violation and may revoke that use of the property.
c. The Friendswood Independent School District shall provide a veneer facade on
the portion of the new construction which faces Woodlawn Street in order to make the
finish more compatible with the residential uses.
Section 2. The official zoning map of the City shall be revised to show the above
described tracts rezoned to amended SPECIFIC USE— SCHOOL by allowing the construction of
additional educational facilities on the site.
Section 3. This Ordinance shall in no way reduce, amend, supplement, or change any
provision of any ordinance of the City of Friendswood, other than to accomplish the rezoning of
the tract described in Section 1 to amended SPECIFIC USE — SCHOOL, and by allowing the
construction of additional educational facilities and related improvements on the site as provided
herein.
Section 4. Any person who shall violate any provision of this Ordinance shall be
deemed guilty of a misdemeanor and, upon conviction, shall be fined in an amount not to exceed
$2,000. Each day of violation shall constitute a separate offense.
Section 5. In the event any clause phrase, provision, sentence, or part of this Ordinance
or the application of the same to any person or circumstances shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this Ordinance as a whole or any part or provision hereof other than the part declared to
be invalid ar unconstitutional; and the City Council of the City of Friendswood, Texas, declares
that it would have passed each and every part of the same notwithstanding the omission of any such
part thus declared to be invalid or unconstitutional,whether there be one or more parts.

Re: New Transportation and Facilities Support Building for Friendswood ISD
Dear Ms. Henry,
The following is a function and space breakdown for the above referenced facility. It lists major functions
and gives a percentage of Floor space allocated to each.
I. Offices for Maintenance and Custodial Staff 12%
2. Offices and Break Room for Transportation Staff 22%
3. Print Shop(relocated from Junior High) 14%
4. Records Storage 7%
5. Storage for Paper and Custodial Supplies 22%
6. Shipping and Receiving 15%
7. Woodshop and Related Storage 8%
The total area for this building is 14,000 square feet and has an eave height of 14 ft.. It is a pre-engineered
building with prefinished metal siding.
There is 57,000 square feet of new concrete paving for a total of approximately 50 buses and 57 autos. The
existing fueling tanks and pumps will remain as is and will not be modified. Parking areas will lighted with
new pole mounted fixtures and will be focused to provide zero foot candles at property line.
Solid wood fencing will be provided at all adjoining properties. A chainlink fence will be provided along
street fronts, in addition to new landscaping. A new detention pond will be located adjacent to existing
tennis courts to handle runoff of the site improvements.
To the best of our knowledge this facility meets all codes and ordinances of the City of Friendswood.
