MINUTES OF A SPECIAL EMERGENCY MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON THURSDAY, AUGUST 31, 2017, AT 2:00 PM AT FRIENDSWOOD PUBLIC SAFETY
BUILDING, 1600 WHITAKER DRIVE, MUNICIPAL COURT ROOM, FRIENDSWOOD, TEXAS, WITH
THE FOLLOWING PRESENT CONSTITUTING A QUORUM:

Mayor Holland called the meeting to order.
The invocation was given by Councilmember Scott.
' Mayor Holland led the Pledge of Allegiance to the United States and.to the State of Texas.
COMMUNICATIONS FROM THE PUBLIC
Trey Hill, Friendswood resident, addressed Council and gave information regarding the landfill being
flooded and CrowderGulf has already been in contact with him. There was approximately 3,000 home's
flooded in the City of Friendswood, only has 350 roll-off dumpsters, most of them are on job sites, citizens
will have to put their debris on their curbs, there will be rules about how debris should be segregated,
refrigerators and appliances will be the last items to be picked up, and food must be removed from the
refrigerators. Mr. Hill is asking Council and Staff to push the message to citizens that their trash an6
debris must be segregated, placed on their curb, and to be patient. The City's debris contractor,
CrowderGulf, is stellar, the best in the business, and should start mobilizing personnel next week.
Discussion took place between Mayor, Council, and Staff regarding that the City has a meeting scheduled
with CrowderGulf on September, 5 2017, will meet with Waste Connections later today, residents are
parking on both sides of the streets causing a problem for emergency response vehicles to get through,
and Staff was directed to get a message out to citizens regarding the segregation of debris and parking
vehicles on one side of the street for large vehicles to be able to pass through.
ORDINANCES
""Councilmember Rockey moved to approve the First and Final reading of Ordinance No. E2017-27—An
ordinance of the City of Friendswood, Texas, extending the City's disaster declaration issued August 24,
2017, in regards to Tropical Storm/Hurricane Harvey.
Seconded by Councilmember Branson. The motion was approved unanimously.
City Attorney Mary Kay Fischer stated she recommended to extend the City's disaster declaration due to
the City still dealing with the effects of the storm and to get assistance from Federal Emergency
Management Agency (FEMA), and the first declaration was only for seven days.

"'Councilmember Branson moved to approve the First and Final reading of Ordinance No. E2017-28—An
ordinance providing for the suspension or modification of certain ordinances and regulations as an
emergency measure in response to a state of disaster due to Tropical Storm/Hurricane Harvey; requiring
registration and licensing of providers of building and repair services; providing for a penalty in an amount
not to exceed $2,000 per day of violation hereof; declaring an emergency and providing for severability
and providing that this ordinance shall become effective from and after its passage and adoption.
Seconded by Councilmember Gustafson. The motion was approved unanimously.
Discussion took place between Mayor Holland, Council, and Staff regarding that a contractor will be
required to obtain a license to operate in the City, citizens should ask contractors to see their credentials,
and licenses can be obtained in the same manner as permits.
Councilmember Scott stated for anyone in need of a break, the varsity football team will have practice this
evening under the lights at Friendswood High School, and the community is invited to attend.
Councilmember Branson stated the Friends of Downtown Friendswood Association will have their Labor
Day Ice Cream Social on September 4, 2017, and cash donations will be accepted to help towards those
affected by the storm that do not have flood insurance.
Mayor Holland stated the community has stepped up, you cannot take friends out of Friendswood, proud
of the community, and thanked first responders, Staff, and Council for all that they do.
Councilmember Scott stated the football team was going to have a voluntary practice on Wednesday but
the players actually preferred to be helping in the community over practicing football. A few players made
Councilmember Scott aware of this at the shelter while they were volunteering on Tuesday, and he
suggested they spread their desire to their teammates. In less than eight hours, more than 200 '
Friendswood students showed up- at Friendswood High School with one goal, to go out into the
community and serve citizens in need, all teams and cheerleaders high school and junior high kids
showed up to help. Parents in this community have passed down core values to their children, and he is
proud to have his children attending Friendswood Independent School District and being a part of this
community.
Councilmember Mike Foreman stated his house took on 26 inches of water, one of the items his family
was struggling with removing from his house was a large rug that was soaked with water, probably
around 1,000 pounds, 12 kids helped easily lift and remove the rug, was an amazing sight to see.
The meeting was adjourned at 2:27 PM.
