WHF,�AS,I�ouston Lighting& Power Company ("�,&1�") filed a petition with the Gity
seeking apgroval of a change in accounting pracedures and certain base rate credits contained in a
Settlement A.greement; and
WHE�AS, if approved, the requested orders and the Settlement l�greement would be in
effe�t during 1998-1959 and pogsibly thereafter; and
W�EREAS, tt�e City h2s nvt had a reasonable opportunity to re�view the petition and
supporting doc��ments filed by HI�&P; and
Vb�RF.AS,HL&P,as part ofits petition, has agreed to implement the base rate credits on
a nonrecoverable basis at least �ntil March 31, 1g98; and
WHEItEAS, if the City daes not approve tk�e terms of the SettIement, it may choose to
reverse the redirection of transmussion�and distribution depreciarion granted an an intec�m basis; and
W$EREAS,approval ofHl.&P's interim reque�does z�ot compromise the City's ability to
fully consider the Settlement Agr�ement or�rotect ratepayers;

1. The findings and recitals se�fa:th in the preamble J�ereof are adopted in their entirety.
2, �,b�P is hereby ordered to provide noti�.e of zts request by bil!insert and by publishi,�g
notice one time in newspapers having general circulation in ea.ch county served.
3. ��P's rcquest for interina relief,including the init�ation of base rate credits to certain
customers on a non-recoverable basis, zs hereby Cr1�ANTED.
4, Th�relief sau�t by I�Y.BcP in its peiition canstitutes a rate change as that term is used
in the Texas titilities Code.

5• New tariff sheets for F��P, attached hercto as APPENDIX t� are hereby
APPRO�VED on an interiru basis. The City further APPROVES the suspension of the rate change
for not longer than ninety(9�) da}�s after the date the raLe change would otherwise be ef�ective, a1l
as more fully set forth under the Term for Temporary Relief proviszon of the tariffs filed by HI_.&P.
6. The City's representatives shall have the right to obtain additional znformation fro;n
��.&P by requestin,g s�ch information in writing_ Such requests for information sha11 be responded
to wi.tfun ten(10)days frorn.r�ceipt by F�,&P. By a�err�ent,the rime for response may be modified
by the City's represezxtatives.
7. The City hereby appoints Ronald E. Cox as its represe.ntative to the Gulf
Coast Coalition of Cities for HL&P rate matters. The City authorizes or r�tifies the retaining of
counsel and authorizes th�hiring of consultants as selected by the Gulf Coast Coalition of Cities to
assist +he City in these proceedings; Docket No. 18465 or other proceedings at the 1'ublic Utility
Commisszon ofTexas involving the same or similar issues; or any appeals; and directs the Coa]itAOn
to submit and comply with an approved budget.
8. This ordinance shall be served on HI.&P by certified U.S. Mai� return receipt
requested.
9. Nothing contained in this ordinance shall be constcued now o:hereafter as Iimiting or
modifying, in any maruier,the right and power of the City under law to regulate the rates and charges
of HI.&P.
