R2005-14 A RESOLUTION OF THE CITY OF FRIENDSWOOD, TEXAS, URGING THE TEXAS CONGRESSIONAL DELEGATION TO REQUEST AND SUPPORT FUNDING FOR THE U.S. ARMY CORPS OF ENGINEERS ("CORPS") GENERAL REEVALUATION REPORT ON CLEAR CREEK FOR THE FISCAL YEAR 2006. * * * * * * * * * * WHEREAS, the City of Friendswood is located in northern Galveston and Harris Counties; and WHEREAS, Clear Creek is a major drainage artery that carries floodwaters through Galveston and Harris Counties to Galveston Bay; and WHEREAS, the City of Friendswood and other parts of northern Galveston, Brazoria, and Harris Counties have been severely effected by structural and non-structural flooding along Clear Creek for over 20 years; and WHEREAS, the population explosion that has occurred in recent years in northern Galveston County has greatly impacted the effectiveness of waterway and drainage facilities in this area; and WHEREAS, the U.S. Army Corps of Engineers (Corps) Galveston District's General Reevaluation and Review of the Clear Creek Project is currently in progress; and WHEREAS, the U.S. Army Corps of Engineers (Corps) Galveston District needs $1.5 million to continue the project in Fiscal Year 2006; and WHEREAS, FY 2006 Proposed Presidential Budget presented to the U.S. Congress does not include the $1.5 million necessary for the continuation of the Clear Creek Project General Reevaluation and Review. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY OF FRIENDSWOOD, TEXAS; Section 1. That the City of Friendswood hereby supports the funding and completion of the aforementioned General Revaluation and Review of the Clear Creek Project. Section 2. That the City of Friendswood hereby strongly encourages the Texas Congressional delegation to request and champion the allocation of$1.5 million for the General Reevaluation and Review of the Clear Creek Project in the FY 2006 Energy and Water Appropriations Bill in an effort to complete the report and to protect the health, safety, and welfare of the citizenry in the Counties of Galveston, Brazoria, and Harris.
