R2005-04 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS, ADOPTING A LEGISLATIVE AGENDA FOR THE 79TH SESSION OF THE TEXAS LEGISLATURE. WHEREAS, the 79t" Session of the Texas Legislature convened on January 11, 2004; and WHEREAS, the actions taken by the Texas Legislature directly impact the City of Friendswood and its residents and businesses; and WHEREAS, the City of Friendswood wishes to have its interests represented in the Texas Legislature; and WHEREAS, the City Council of the City of Friendswood has identified issues that are of significance to the City; and WHEREAS, the City Council of the City of Friendswood has determined positions on these issues; and WHEREAS, the City Council of the City of Friendswood has directed the City staff to monitor actions taken by the Legislature and to inform the public and the state elected officials of the City's position on these actions;NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,TEXAS: Section 1. That it adopts the 2005 Legislative Agenda as shown on Exhibit A, attached to and incorporated into this resolution by reference. Brizendine Mayor ATT . � �� � De oris McKenzie, T C City Secretary Exhibit A City of Friendswood 2005 State Legislative Agenda Unfunded Mandates Oppose the imposition of any state mandates that require City expenditures without providing for commensurate compensation. Municipal Revenue Oppose any changes to the current property or sales tax systems or other changes that would diminish city revenue or revenue collection authority. Land Use and Development Regulation Authority Oppose any legislation that would limit, restrict, remove, override, or otherwise negatively affect the rights of cities to control land uses, development, and the enforcement of local regulation of impacts that affect their lands or residents. Right-of-Way Authority Oppose legislation that would negatively impact the Ciry's right-of-way authoriry or the power to collect reasonable compensation for use of rights-of-way. Support legislation that would clarify ambiguities or correct current laws that negatively impact the City's right-of-way authority or the power to collect reasonable compensation for use of rights-of-way. Open Meetings/Open Records Oppose legislation adding unnecessary restrictions to the current open meetings/open records laws. Elections Oppose changes or deletions of any of the current uniform election dates. Oppose expansion of financial disclosure requirements beyond current law for local officials. R2005-04 Personnel Oppose legislation that would require cities to allow employees time away from work beyond current law. Parks and Recreation Oppose legislation that would reduce or restrict funding available to municipalities through Texas Parks and Wildlife Department programs. Public Safety Oppose legislation that would restrict or hinder a city's authority to enforce the laws within its jurisdiction or negatively affect its public safety services or programs. Collective Bargaining Oppose legislation that would eliminate the requirement that collective bargaining be adopted by popular vote. Annexation Oppose any legislation that erodes or negatively affects municipal annexation authority. �,00s-oa
