HomeMy WebLinkAboutOrdinance No. 39 ORDINANCE NUMBER 39 AN ORDINANCE CREATING AN AUXILIARY POLICE FORCE FOR THE CITY OF FRIENDSWOOD: ESTABLISHING THE POWERS AND DUTIES OF AUXILIARY POLICEMEN; PROVIDING THE APPOINT- MENT AND REMOVAL OF AUXILIARY POLICEMEN BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS: t ARTICLE 1. Creation of Auxiliary Police Force. There is hereby established in the City of Friendswood an auxiliary police in addition to the regular constituted police force of the city, the auxiliary to consist of not more than twenty-five (25) members. The purpose and necessity for the auxiliary police force is to aid in the creation of an active and efficient Civil Defense program in the city, and to aid the regularly constituted police force in the performance of their duties. The members of the auxiliary police shall be under the control and supervision of a Deputy Chief who shall be elected by a majority voting of the membership of the auxiliary police force annually, on the 15th day of January of each year, except when such date falls on a Sunday or a legal holiday, in which event, such annual election shall be held on the next follow; j ing day. The Chief of Police of the City of Friendswood shall determine the working or duty schedule time' for members of the auxiliary. i ARTICLE 2. Membership - All members of the auxiliary police shall be residents of the >i City of Friendswood. No person shall be made a member of thel auxiliary police without first having made application there- for; such application shall be made to and acted upon by thel membership of the auxiliary police department and a favorable vote of not less than two-thirds (2/3) of the membership of the aux- iliary department shall be necessary for approval of such admission application.zAll such applicants so approved shallibe subject to review by the Mayor. In the event the Mayor shall fail to approve of all the applicants so admitted, he shall notify the Deputy Chief of his action, and such applicant shall be considered as not being approved as a member of the auxiliary police department. Upon approval of any applicants by the member- ship of the auxiliary police department and by the Mayor as above outlined, such applicant shall be commissioned by the Chief of Police as a member of the Friendswood Auxiliary Police Department. Any member of the auxiliary police department- may be discharged upon majority vote of the membership of the auxiliary police force for cause. ARTICLE 3. Compensation and Identification. Auxiliary policemen shall receive no compensation for their services. They shall wear regular uniforms while on active duty and shall carry evidence of their appointment while on active duty. . r y T i c , ARTICLE 4. Powers and Authority All auxiliary policemen on active duty shall have like powers, rights and authority as are vested in peace officers and policemen under the laws of the State of Texas and ordinances of the City. ARTICLE 5. Responsible to City Police Officer The Deputy Chief of the auxiliary police force shall be directly responsible to the Chief of Police or such City Police officer i as shall be designated by him and shall receive his orders, directions and supervision from such officer.
