WATEI?ING LA?JNS AND GARDENS ; DECLARING AN EMERGENCY; AND PROVIDING FOR A PENALTY. �� :: ;�: ;; ;; ;: WHEREAS, drought conditions have created an unusual demand on the present water supply in the City of_ Friendswood; and WHEREAS, this unusual demand has unduly burdened the water supply to the extent that at tir.mes inadequate pressure exists for fire fighting purposes ; and WHEREAS, the City Council deems it necessary for the health and �aelfare of the citizens of the City of Friendswood to restrict the use of city water f_or the purpose of waterin� lawn.s and gardens in order to insure an adequate supply of water; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE OF TEXAS : Section l . That city �aater users shall alternate in watering lawns and gardens in the f.ollowing manner: (a) Even nur.lbered residents and businesses may water on even numbered days of the month; (b) Odd numbered residents and businesses rnav water on odd numbered days of the month. Section 2 . That any person violating the nrovisions of Section 1 above, and upon conviction , shall be fined in an amount not less than one dollar ($1 . 00) nor more than two hundred dollars ($200 . 00) . Section 3 . That the curtailments of water usaae provided hereby may be susnended bv the City Manager upon a finding by the City Manager that such curtailments are no longer necessary to provide water pressures adequate for fire fighting purposes . Section 4. That there is hereby declared to exist a public emergency affection life , health and property, and this ordinance shall become effective immediately unon passage by the Council .
