AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2016-41, PASSED AND
APPROVED OCTOBER 3, 2016, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2016-2017 BY
APPROVING "BUDGET AMENDMENT III" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2016-
2017"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.

WHEREAS, by Ordinance No. 2016-41, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2016-2017"; and
i
WHEREAS,the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption
of the budget; and

WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2016-2017;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ord ma nce are
hereby found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2016-2017," is hereby amended for municipal purposes as shown on "Budget
Amendment III" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2016-2017" attached hereto. Said Budget Amendment III shall be attached to and made a part of
such Original General Budget by the City Secretary and shall be filed as required by state law, a

true and correct copy of which is attached hereto as Exhibits "A" and"B" and made a part hereof
for all purposes.

Section 3. In the event any clause, phrase,provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be
invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it
would have passed each and every part of the same notwithstanding the omission of any such part

thus declared to be invalid or unconstitutional,whether there be one or more parts. I

Budget Amendment Summary
Fiscal Year 2016 — 2017
Budget Amendment III
January 9, 2017
1. Prior Year Encumbrances, $103,921. Appropriate funds for purchase orders issued
in fiscal year 2015-16 and outstanding at fiscal year-end, September 30, 2016.
Goods and services for these purchase orders will be received and expensed in 2017.
2. Texas State Library Lending Program, $3,994. Appropriate grant reimbursement to
the Library Services department. The library was awarded a reimbursement grant
from the Texas State Library and Archives Commission. The funding will be
appropriated to the Library department's operating equipment budget.
3. PEG Channel, $92,554. Appropriate PEG Channel funds for equipment to be used
for recording meetings in Council Chambers at a unified HD standard and installing
equipment and signal paths enabling meetings to be watched live in the City Hall
atrium and other locations in the building. The funding source will be restricted
general fund balance reserves from PEG Channel revenue.
4. Police Department RAD Program, $175. Appropriate funds donated to the Police
Department Rape Aggression Defense (R.A.D.) Program. Donations were received
from the citizens participating in the R.A.D. classes. Funds will be appropriated to the
Police Department Patrol for R.A.D. operating supplies related to R.A.D. program
expenses and will be spent in Fiscal Year 2017.

5. Police Investigation Fund, $5,292. Appropriate funding from the Police
Investigation Fund (PIF) to partially reimburse the police patrol division for the
purchases of night vision scopes, helmet mounts for the SWAT team and four body-
worn cameras. The funding source will be the Police Investigation fund balance.
6. Police Department Vehicle Insurance Reimbursement, $7,128. Appropriate
insurance reimbursements received from Texas Municipal League Intergovernmental
Risk Pool for an accident that happened on November 9, 2016. Funding will be
appropriated to the Police Department Patrol division vehicle maintenance account for j
repairs made to unit P276. The reimbursement was received on November 21, 2016.
7. Lake Friendswood Park, $67,682. Appropriate funding to install 1500 linear feet of
raised boardwalk, deduct 905 linear feet of base concrete sidewalk, deduct 495 linear

feet of alternate concrete sidewalk, and the installation of two solar panels for
irrigation. Project change Order#2 was approved by City Council at the November
2016 meeting. Funding for this change order is within the budget for park
improvements as approved in the appropriation of 2015 bond proceeds.

8. Lake Friendswood Park, $26,700. Appropriate funding to install 80 linear feet of
railing on the kayak pier, a total of four additional benches on the piers (two at each),
bollards at each end of the boardwalk, protective stain on the 1500 linear feet of
boardwalk, and joint sealant on the concrete joints. Funding for this change order is
within the budget for park improvements as approved in the appropriation of 2015
bond proceeds.
9. Basketball Pavilion at Centennial Park, $34,548. Appropriate funding to provide
upgraded surfacing with a water curing concrete compound to the basketball courts
and increase the rebar requirements from #3 bar to #5 bar in the foundation. This
amount is above the project budget however, funding for the change order is within
the appropriation of 2015 bond proceeds for park improvements.
