R2000-51 A RESOLUTION OF THE CITY OF FRIENDSWOOD, TEXAS, SUPPORTING THE COUNTY OF GALVESTON'S BOND ELECTION ON THE ISSUANCE OF $35 MILLION ROAD, $93.6 MILLION JUSTICE CENTER, AND $1.3 MILLION GRAND PARKWAY BONDS TO BE HELD ON THE NOVEMBER 7, 2000, GENERAL ELECTION; AND PROVIDING THAT THIS RESOLUTION SHALL BECOME EFFECTIVE FROM AND AFTER ITS PASSAGE AND ADOPTION. WHEREAS, the Commissioners' Court of the County of Galveston is charged with both the duty of orderly planning to accommodate the increase in commerce, traffic and growth and the duty to help insure that the health, safety and public welfare of its citizens are protected; and WHEREAS, the population of Galveston County has grown some twelve and one-half (12.5%) since the 1990 decennial census making it among the top fifteen (15) counties in population in the State of Texas. In addition, being on the coast, Galveston County is a popular tourist destination particularly during the summer months thereby placing increased demands on our overcrowded roads and our law enforcement personnel; and WHEREAS, to help address this growth, on November 7, 2000 an election will be held throughout the County wherein there will be submitted to all duly qualified voters the proposition on the issuance of $35 Million Dollars in Road Bonds, $93.6 Million Dollars for a Justice Center and other County Buildings for Public Safety Purposes, and $1.3 Million for Segment B of the Grand Parkway and the levying of taxes in payment thereof; and WHEREAS, arriving at their decision on what to submit to the voters, the Commissioners' Court sought suggestions and recommendations from the various cities, chambers of commerce and other interested groups as to what bond issues and what amounts should be placed before the people; and WHEREAS, it is the opinion of the City Council that the bond issues are for worthy purposes and should be publicly supported by this Council and that all citizens residing within our city limits should be encouraged to vote in favor of all proposals. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,TEXAS : SECTION 1: That the City Council hereby endorses the County's Bond Election in its entirety and calls upon all its citizens to vote in favor thereof. SECTION 2: That the City Council hereby authorizes the Mayor to execute this Resolution. SECTION 3: That this Resolution shall be in full force and effect from and after its passage and adoption. SECTION 4: That a copy of this Resolution be spread upon the minutes and that the original hereof be furnished to the Commissioners' Court of Galveston County., PASSED, APPROVED AND RESOLVED this 16th day of October , 2000.
