MINUTES OF A REGULAR MEETING OF THE CHARTER REVIEW COMMISSION THAT WAS HELD
ON WEDNESDAY, OCTOBER 26, 2016, AT 6:00 PM AT FRIENDSWOOD CITY HALL FIRST FLOOR
CONFERENCE ROOM, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:
CHAIRMAN JIM NYE
MEMBER JIM BARR
MEMBER LEOLA HILL HANCOCK
MEMBER KIRK LIPPERT
MEMBER BILL PROVENZANO
CITY SECRETARY MELINDA WELSH
CITY MANAGER ROGER ROECKER
CITY ATTORNEY ARNOLD POLANCO
Vice Chairman Robin Hall and Member Kitten Brizendine were absent from the meeting.
6:00 PM—REGULAR SESSION
Chair Nye called the meeting to order.
Member Bill Provenzano moved to approve the meeting minutes of October 12, 2016.
Member Jim Barr seconded. The motion was approved 5-0.
City Secretary Melinda Welsh had requested input from Mayor, City Council, Friendswood residents, and
City Staff for any suggested changes to the City's charter. Mrs. Welsh stated she received no new input
from the previous meeting.
Lengthy discussion was held regarding review of the City Charter. The commission reviewed Sections
7.02 through the final section of the charter which is Section 11.10. It was determined that a number of
grammatical changes need to be made, certain areas were flagged for future discussion with the
commission when everyone is present, and discussed items for legal review from last meeting.
Discussion was held regarding the next meeting date, which will be November 2, 2016, at 6:00 PM.
A motion was made and approved to adjourn at 6:46 PM.
