HomeMy WebLinkAboutResolution No. 2000-31 RESOLUTION NO. R2000-31 A RESOLUTION OF THE CITY OF FRIENDSWOOD,TEXAS, SUPPORTING TRANSPORTATION EXCELLENCE FOR THE 21ST CENTURY(TEX-21). WHEREAS,A major transportation crisis exists in Texas which imperils mobility,threatens economic development and the quality of life throughout the state; and WHEREAS,Texas is the fastest growing state in the country, growing at almost twice the national average, presently has a population in excess of 19 million, and is predicted to reach 33 million by the year 2025; and WHEREAS,The safety, quality of life and economic opportunity of our citizens is adversely affected by an inadequate investment in the state's transportation system which increases the cost of living and the cost of doing business, and WHEREAS,The Texas Department of Transportation does an excellent job with the resources it is provided, but is woefully under-funded and is only able to address approximately 40%of necessary transportation improvements statewide; and WHEREAS,Texas deserves to rank better than 45�h among the states in transportation spending per capita; and WHEREAS,The introduction of cleaner burning fuels, including alternative fuels, is vital to improved air quality in north Texas; and WHEREAS, Efforts undertaken by the Texas Transportation Commission and the Texas Transportation Funding Coalition during the 76th Legislative Session deserve to be applauded for significantly raising the awareness of transportation funding shortfalls; and WHEREAS,The 77th session of the Texas Legisl�ture must establish adequate funding of our state's transportation system as a top priority, if 7exas is to be able to provide the resources necessary to meet the challenges ahead, and to have the opportunity to plan for future growth in an appropriate fashion; and WHEREAS,the delegates at the Second Arinual North Texas Transportation Summit, held in June 1999, have pledged to spend time and whatever effort is necessary to make sure that transportation funding is a top priority for Texas; and WHEREAS,Transportation Excellence for the 215t Century(TEX-21) is a comprehensive strategy to address multi-modal transportation funding and air quality solutions to improve mobility, public safety, economic vitality and quality of life, and WHEREAS,To accomplish this result, public and private sector leaders at the local level must come together in collaboration with regional and state officials and agree on a common agenda and objectives. NOW,THEREFORE, BE IT RESOLVED BY THE CITY OF FRIENDSWOOD,TEXAS,that: (1) The City Of Friendswood suppor�s the dpvelopmPnt of a comprehensive transportation funding solution as a top priority f�r the"'7t''�exas Legislature; and (2) That any effort to increase iransportation fundin� must also address safety and air quality concerns so that the quality of life and economic vitality of Texas are not threatened; and (3) That the City of Friendswood will be a pa�t of the"TEX-21" effort,working with public and private sector partners in a coordinated statewide effort that employs a comprehensive internal and external communications strategy,enlisting the support of all stakeholders to find a comprehensive solution; and (4) That an official copy of this Resolution be prepared and presented to the legislative and state leadership that represents our City's constituents; and (5) That the City of Friendswood agrees that continued dialogue and regular meetings must be a part of defining the solution and implementing action plans,and supports convening the Third Annual Texas Transportation Summit to be held in June 2000.
