A RESOLUTION ADOPTING A TABLE OF CREDITS FOR
PARKLAND DEDICATION REQUIREMENTS FOR ALL
DEVELOPMENT WITHIN THE CITY OF FRIENDSWOOD,
TEXAS, PURSUANT TO THE AUTHORITY CONTAINED IN
APPENDIX B, SUBDIVISION ORDINANCE, OF THE CODE OF
THE CITY OF FRIENDSWOOD, TEXAS, AND CHAPTER 212 OF
THE TEXAS LOCAL GOVERNMENT CODE

WHEREAS, the city has determined that there is a need for a table of credits for
parkland dedication requirements and improvements placed within property within the
City of Friendswood and its extraterritorial jurisdiction, in order to more equitably apply
credits for such improvements pursuant to the City's Park Dedication Ordinance,
contained in Appendix B, the Subdivision Ordinance, of the Code of the City of
Friendswood, Texas; and
WHEREAS, requirements for imposing the dedication of land or fees in lieu
thereof, and related credits is authorized by Texas law, including specifically the City's
home rule powers and Texas Local Government Code Chapter 212; and
WHEREAS, attached hereto is Appendix A to the Subdivision Ordinance,
including a table of credits containing minimum requirements which a developer must
meet in order to receive credit for neighborhood park exactions within the City of
Friendswood's jurisdiction. These are only minimum requirements, and additional
requirements may be imposed as determined by the city from time to time;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS:
Section 1. Pursuant to the City of Friendswood Subdivision Ordinance,
Appendix B of the City Code of Ordinances, and Chapter 212 of the Texas Local
Government Code, the City Council hereby adopts the attached Appendix A to the City
of Friendswood Subdivision Ordinance as an official document of the City of
Friendswood and directs that the standards contained therein shall control and determine
the standards for all park improvements required by ordinance for development or
building within the City of Friendswood, Texas.

Section 2. The Director of Community Services is hereby directed to
maintain copies of the Table of Park Credits and make such available upon request, for a
reasonable fee, to any individual who requests such information. The Director is further
directed to evaluate and review such standards and make recommendations to Council
from time to time for revisions.

Neighborhood Park, Table of Credits
In order to receive credit for the Neighborhood Park exaction, the developer must install
all of the following Minimum Park Amenities: ,
Playground Structure
Multipurpose Court/Tennis Courts
Picnic Shelter/Pavilion
Hike and Bike Trail
Park Benches
The aforementioned amenities are the minimum requirements to receive credit for the
neighborhood exaction. All amenities must adhere to the Southern Standard Building
Code and must meet or exceed the U.S. Consumer Product Safety Commission
Standards.
In order to receive credits for the Neighborhood Park exaction, the sub divider shall
provide sufficient documentation to the Director of Community Services at the time of
final plat filing, to establish the validity of the estimated cost that will be used to
deternune the reduction. In the event the developer proposes to construct the
improvements at a later date, as in a phased development, the City may require that the
developer obtain a surety bond, performance bond, or other form of guarantee that the
recreational amenities will be installed within four(4) years from the date of filing of the
final plat of the first phase of the phased development_
The Director of Community Services will evaluate the submitted documentation and
approve the value prior to any reduction being given. Credits are cumulative, but in no
case shall credit given exceed 100% of the total dedication of land or fees required for
Neighborhood Parks.
Once all of the aforementioned minimum park amenities have been installed, the
develaper may choose from any of the following Optional Park Amenities, to fulfill
their Neighborhoad Park exaction if it has not already been fulfilled:
Swimming Pool
Restrooms
Drinking Fountains
Volleyball Court (s)
Obstacle Course
Racquetball Court (s)
Clubhouse/Fitness Facility
Turf and Irrigation
Detention Pond that perpetually holds water and provides any previously listed recreation
amenities adjacent to the pond.
