MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
SATURDAY, APRIL 18, 2015, AT 8:30 AM AT AMOCO FEDERAL CREDIT UNION, 235 EAST
PARKWOOD AVENUE (FM 528) COMMUNITY ROOM, FRIENDSWOOD, TEXAS, WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

Mayor Holland called the meeting to order, gave the invocation and led the Pledge of Allegiance to the
United States and to the State of Texas.

A lengthy discussion was held between Mayor, City Council, City Manager, facilitator Joe Gonzalez with
The Management Connection, Inc., and Staff regarding long-term planning, goal setting for the City of
Friendswood, the above 90-day fund reserve, Capital Bond Projects, zero based budget process, Police
Department and Friendswood Volunteer Fire Department (FVFD) radio project, 90-day fund versus 120--1
day fund, earmarked funds for projects in the above 90-day fund, parkland acquisitions, possible user
groups for Centennial Park, various Capital Improvement Projects, update on Fire Station projects, Public
Wastewater and Sanitary Sewer Capital Improvement Project at the Blackhawk Wastewater Treatment,
Plant, funding for third clarifier, City of Friendswood is the largest contributor to overflow, additional
capacity is needed for future needs of the City of Friendswood, and discussed various parks projects.
The meeting was adjourned at 1:00 PM.
