R2016-06 A RESOLUTION OF THE CITY OF FRIENDSWOOD, TEXAS, OPPOSING CENTRAL REGION ALTERNATIVE #2 (CR #2) OF THE GULF COAST COMMUNITY PROTECTION AND RECOVERY DISTRICT (GCCPRD) STORM SUPPRESSION STUDY, AND SUPPORTING CENTRAL REGION ALTERNATIVE #1 (CR #1); PROVIDING FOR THE DELIVERY OF SUCH RESOLUTION TO THE GCCPRD, AS WELL AS REGIONAL ECONOMIC DEVELOPMENT AGENCIES AND STATE LEGISLATORS THAT REPRESENT HARRIS COUNTY AND OTHER GULF COAST COMMUNITIES. WHEREAS, the Galveston Bay area suffered significant impact from the storm surge of Hurricane Ike and supports the need of a coastal barrier system to protect industry, citizens, and regional partners in the Harris/Galveston County region before a future incident of like magnitude strikes the area; and WHEREAS, the Gulf Coast Community Protection and Recovery District (GCCPRD) has generated potential alternatives for addressing storm surge in the Harris/Galveston County region as detailed in a Phase 2 Report, and has asked for public input prior to moving into Phase 3 of their study; and WHEREAS, an alternative in the Phase 2 report identified as Central Region Alternative #2 (CR#2) recommends a levee along SH 146 from Dickinson Bayou north through Seabrook to Old La Porte Road which, if implemented, would fail to protect areas of communities seaward of SH 146 and, in an unprotected storm surge inundation, would not only affect the physical state of improvements of coastal residents, business and industries contending with such an event, but also have severe impacts on the environment and continued employment at facilities damaged, as well as exacerbating flood insurance costs by increasing depth of flooding for those unprotected by CR#2; and WHEREAS, an alternative in the Phase 2 report identified as Central Region Alternative #1 (CR 41) recommends a coastal protection system for a levee on high ground north of High Island running along SH 87 along Bolivar Peninsula and tying into the existing Galveston Seawall continuing along the length of the island terminating at San Luis Pass which, if implemented, offers a comprehensive approach to protecting the entire Harris/Galveston region and secures a more economically feasible, environmentally friendly and socially equitable coastal barrier system; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS: Section 1. The recitals above and true and correct. Section 2. The City of Friendswood, Texas opposes CR 42 as it fails to demonstrate how an unprotected Houston Ship Channel and an unprotected area seaward of State Highway 146 can result in a Higher Benefit Cost Ratio when compared to CR #1, which has a positive analysis. Section 3. The City of Friendswood, Texas supports CR#1 as the only plan that does not divide protection among the region and provides a comprehensive and fair approach for storm surge protection for the people, industries, businesses, schools, government facilities and residences, and associated infrastructure within the Houston/Galveston region. Section 4. All resolutions or parts of resolutions inconsistent or in conflict herewith are,to the extent of such inconsistency or conflict, hereby repealed.
