ORDINANCE NO. 2016-25
AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2015-27, PASSED AND
APPROVED OCTOBER 5, 2015, 'SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2015-2016 BY
APPROVING "BUDGET AMENDMENT VI" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2015-
2016"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.
WHEREAS, by Ordinance No. 2015-27, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2015-2016"; and
WHEREAS, the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption
of the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2015-2016;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are
hereby found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2015-2016," is hereby amended for municipal purposes as shown on "Budget
Amendment VI to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2015-2016" attached hereto. Said Budget Amendment VI shall be attached to and made a part of
such Original General Budget by the City Secretary and shall be filed as required by state law, a
true and correct copy of which is attached hereto as Exhibits "A" and `B" and made a part hereof
for all purposes.
Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be
invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it
would have passed each and every part of the same notwithstanding the omission of any such part
thus declared to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2015 — 2016
Budget Amendment VI
April 4, 2016
1. City Park & Stevenson Park Connecting Trails, $155,000. Appropriate funding for
the construction of trails leading up to the proposed bridge across Cowards Creek
connecting Stevenson Park with Old City Park. The April 4, 2016 Council Meeting
agenda includes a recommendation to award the contract with Tandem Services, LLC.
The funding source will be Series 2015 GO bond proceeds.
2. PEG Funds $765. Appropriate PEG Channel revenue to cover the repair costs for the
screens and projector located in the Council Chamber Room. The funding source will
be PEG Channel current revenues.
3. Friendswood Volunteer Fire Department Internet Service, $700. Transfer funds
from the Administrative Services Information Technology division operating budget to
Friendswood Volunteer Fire Department (FVFD) contract account. The city is obligated
to provide internet services for FVFD. Currently they have free service provided by
Comcast. However, the speed of service needs to be upgraded. The City will pay up to
$100 per month to help offset the cost of this service.
