ORDINANCE NO. 2015-32 AN ORDINANCE AMENDING CITY OF FRIENDSWOOD, TEXAS, "ORDINANCE NO. '"2015-27 ' `PASSED AND APPROVED OCTOBER 5, 2015, SAME BEING AN ORDINANCE APPROVING AND ADOPTING THE CITY'S GENERAL BUDGET FOR FISCAL YEAR 2015-2016 BY APPROVING "BUDGET AMENDMENT IP" TO THE "ORIGINAL GENERAL BUDGET OF THE CITY OF FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2015- 2016"; PROVIDING FOR SUPPLEMENTAL APPROPRIATION AND/OR TRANSFER OF CERTAIN FUNDS; PROVIDING FOR SEVERABILITY; AND PROVIDING OTHER MATTERS RELATED TO THE SUBJECT. WHEREAS, by Ordinance No. 2015-27, the City Council of the City of Friendswood, Texas, adopted its"Original General Budget for Fiscal Year 2015-2016'; and WHEREAS, the City Council has determined that revenues and/or reserves are available for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is economically feasible and in the best interest of prudent budgeting and for municipal purposes; and WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption of the budget; and WHEREAS, the City Council desires to amend said Original General Budget to reflect such supplemental appropriation and/or transfer in the fiscal year 2015-2016; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE OF TEXAS: Section 1. The facts and matters set forth in the preamble of this Ordinance are hereby found to be tine and correct. Section 2. The "Original General Budget of the City of Friendswood, Texas, for the Fiscal Year is hereby amended for municipal purposes as shown on "Budget Amendment II to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year 2015-2016" attached hereto. Said Budget Amendment 1I shall be attached to and made a part of such Original General Budget by the City Secretary and shall be filed as required by state law, a true and correct copy of which is attached hereto as Exhibits "A" and `B" and made a part hereof for all purposes. Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance or the application of the same to any person or circumstance shall for any reason be adjudged invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it would have passed each and every part of the same notwithstanding the omission of any such part thus declared to be invalid or unconstitutional,whether there be one or more pans. City Secretary ;p ; ' ' TFOFSE�' Ord. 2015-32 2 Exhibit A Page 1 City of Friendswood Budget Amendment Summary Fiscal Year 2015 — 2016 Budget Amendment II December 7, 2015 1. Public Safety Building Security System, $834. Appropriate additional funding for the replacement of the outdated access control system and cameras at the Public Safety building. At the September 14, 2015 meeting, Council approved the purchase and installation of a new security and safety system. Staff is requesting additional funding for the card badging module and licenses that were not included in the base bid. The funding source for this additional expense to the capital equipment purchase is general fund undesignated fund balance. 2. Public Works Supervisory Control and Data Acquisition System Replacement (SCADA), $56,650. Appropriate additional advance funding for the change order associated with the installation of a supervisory control and data acquisition (SCADA) system. At the November 7, 2015 meeting, Council approved the change order adding 6 additional sites located at Surface Water Plant 2, Water Wells 3, 4, 5, and 6. The funding source will be Water and Sewer Working Capital and will be reimbursed by Round 1 of the Community Development Block Grant Disaster Recovery grant. 3. Police Investigation Fund, $4,999. Appropriate seizure funds to purchase mobile forensic computer and software. This equipment will give the department the ability to capture and analyze cell phone data and information. The Police department was awarded the 2015 Secure View Next Generation Grant (SVNG) through Susteen. The grant is 60%/40% matching. The city's portion to purchase the forensic tools is $4,999. Funds will be appropriated from the Police Investigation Fund balance. 4. Police_Department Rape Aggression Defense Donations, $410. Appropriate funds donated to the Police Department Rape Aggression Defense (R.A.D.) Program. Donations were received from the citizens participating in the R.A.D. classes. Funds will be appropriated to the Police Department Patrol for R.A.D. operating supplies related to R.A.D. program expenses and will be spent in Fiscal Year 2016. 5. Parks and Recreation Donation-Stevenson Park, $1,225. Appropriate donations received. The donations will be used to offset the purchase of a solar light that will be installed at Stevenson Park. The donations were received from September 23, 2015 through November 5, 2015. 6. Parks & Recreation Santa in the Park Donation, $10,000. Appropriate funds donated to the Parks and Recreation Department by Home Town Bank of Friendswood for the 8th annual Santa in the Park event. The donation was received on November 6, 2015. Ord 2015-32 Exhibit A Exhibit A Page 2 7. Friendswood Public Library Expansion and Renovations, $26,200. Appropriate funding for repairs to the main drain line in the Library building. Council awarded an architecture and civil design contract to Ardent Construction of Friendswood at the March 2, 2015 council meeting. BA IX was approved at the April 6, 2015 Council meeting. The contingency amount of$25,000 was not included in the total amount requested for renovations on BA IX, but was approved by Council under the same agenda item awarding the construction contract. Services are needed to replace the existing main drain line in the Library building. The contingency funds along with an additional amount of$1,200 are needed for the cost of repairs. The funding source will be undesignated general fund balance. 8. Library Book Sales and Donation, $1,475. Appropriate Library book sale revenue and donations to the Library department's operating budget. The funds will be used to purchase equipment in fiscal year 2016.
