FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR KEVIN HOLLAND MAYOR PRO-TEM JIM HILL COUNCILMEMBER STEVE ROCKEY COUNCILMEMBER BILLY ENOCHS COUNCILMEMBER PAT MCGINNIS COUNCILMEMBER JOHN SCOTT COUNCILMEMBER CARLGUSTAFSON CITY ATTORNEY ARNOLD POLANCO CITY MANAGER ROGER ROECKER CITY SECRETARY MELINDA WELSH REGULAR SESSION Mayor Holland called the meeting to order, gave the invocation and led the Pledge of Allegiance to the United States and to the State of Texas. ' COMMUNICATIONS FROM THE PUBLIC Mayor Holland asked if anyone would like to speak. No one spoke. PUBLIC HEARING Mayor Holland called a Public Hearing to order to receive comments from the public, both oral and written, regarding the proposed tax rate for 2015: Mayor Holland asked if anyone would like to speak in favor or in opposition to the proposed tax rate for 2015. No one spoke. Mayor Holland adjourned the Public Hearing. ACTION ITEMS Mayor Holland stated Council would vote on the proposed tak rate at the Monday, October 5, 2015, City Council meeting at 6:00 PM held in the Council Chambers at 910 South Friendswood Drive, Friendswood, Texas. "Councilmember Rockey moved to approve scheduling and announcing a meeting to adopt the tax rate at the October 5, 2015, City Council meeting. Seconded by Councilmember Hill. The motion was approved 6-1 with Councilmember Scott opposed. WORK SESSION ' Mayor Holland opened the discussion regarding the City's proposed Annual Budget for Fiscal Year 2015- 2016. City Manager Roger Roecker provided Council with a handout of three different scenarios regarding the Fiscal Year 2015-2016 Decision Packages. 09/28/15 4474 Discussion took place between Mayor, Council, and the City Manager regarding Options 1, 2, 3 for Fiscal Year 2015-2016 Decision Packages. The consensus of Council was to amend Option No. 2 by funding ' two replacement lawn mowers, Stevenson Park pool resurfacing and the purchase of an additional backhoe from the General Fund Balance, an additional drinking fountain at Centennial Park would be funded by the Parkland Dedication Fund, add an additional police officer and patrol vehicle, upgrade Corporal positions to Sergeants, self-contained breathing apparatus air cylinders, bunker gear replacement, and $63,483 for the full-time paramedic position. Funds totaling $52,983 from City Hall interior painting, ID badge system, and body cameras should be added to the $255,990 slated for streets and/or Capital Projects. CLOSED EXECUTIVE SESSION Mayor Holland asked if anyone would like to speak regarding the Executive Session. No one spoke. Council convened into Executive Session in accordance with the Texas Government Code, pursuant to Section 551.071 —Consultation with Attorney regarding threatened litigation. (To-wit: F.W. Walton, Inc. v. City of Friendswood) RECONVENE INTO OPEN SESSION Council reconvened into Open Session with no action taken later in the meeting. The meeting was adjourned at 6:53 PM.
