RESOLUTION NO. R2002-11
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF FRIENDSWOOD, TEXAS, PROVIDING FOR
SUPPORT OF AN ECONOMIC DEVELOPMENT SALES TAX
FOR THE CITY OF FRIENDSWOOD

Whereas, it is imperative that the city's property tax base expand to support
the image of the community, preserve citizen investment in their property, and retain
the quality of city services and schools; and
Whereas, the 1998 community study "Vision 2020," concluded the
community's primary goal be to direct the commercial expansion of the property tax
base to enable Friendswood to secure an economically stable future through and
after build-out occurs; and
Whereas, the City of Friendswood is advancing an economic development
program that promotes business development in order to create new tax revenues
and facilitate its goal to obtain fiscal health of the community beyond the build-out
date of 2020; and
Whereas, as revenues from current growth decline toward build-out, an
investment course change must be constructed to diversify and create new
commercial tax revenues that, in turn, will help maintain reasonable property tax
rates, alleviate the dependence on residential property taxes primarily borne by
citizens, and supplement property tax revenues needed for both city and schools now
and beyond build-out; and
Whereas, a new funding source could be utilized as seed money to help guide
and direct future projects and public improvements to encourage business
development on the limited remaining land in the community, thereby serving as a
catalyst to improve and ensure the city's future economic well-being; and
Whereas, the Community and Economic Development Committee supports
the proposition of an economic development sales tax for the primary purpose of
utilizing its funding to encourage desirable business development into the community,
and as a mechanism to invest and secure the future economy of the city and schools;
and
Whereas, the City Council of the City of Friendswood unanimously supports
an economic development sales tax to be used for the purpose of sustaining and
upholding the future vitality for the city, schools, and citizens by investing in the
economic base to improve the overall economic health of the community; and
Whereas, to date, 484 cities in Texas have passed the economic development
tax to help improve fiscal and economic health in their community; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS:
Section 1. The facts and matters set forth in the preamble of this Resolution
are hereby found to be true and correct.
Section 2. The City Council adopts this resolution in support of an economic
development sales tax in the city of Friendswood, Texas. If passed, the proposition
will increase the sales and use tax by one-half cent and create an economic
development fund and corporation, with the primary purpose to encourage business
development in order to retain property values, quality city services, and exemplary
schools in Friendswood, Texas.
