AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2014-29, PASSED AND
APPROVED OCTOBER 6, 2014, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2014-2015 BY
APPROVING "BUDGET AMENDMENT X111" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2014-
2015"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.
WHEREAS, by Ordinance No. 2014-29, the City Council of the City of Friendswood,
Texas, adopted its"Original General Budget for Fiscal Year 2014-2015"; and
WHEREAS,the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption
of the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2014-2015;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are
hereby found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2014-2015," is hereby amended for municipal purposes as shown on "Budget
Amendment XIII" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2014-2015" attached hereto. Said Budget Amendment XIII shall be attached to and made a part
of such Original General Budget by the City Secretary and shall be filed as required by state law,
a true and correct copy of which is attached hereto as Exhibits "A" and "B" and made a part
hereof for all purposes.
Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be
invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it
would have passed each and every part of the same notwithstanding the omission of any such part
thus declared to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2014 —2015
Budget Amendment XIII
July 13, 2015
1. Public Works Insurance Reimbursement for SWS#2 Lightning Damage,
11&38. Appropriate insurance reimbursement to the water operations division in
Public Works. On April 17, 2015, surface water station #2 was damaged by a
lightning strike. The insurance reimbursement will be appropriated to the water
operations division to offset the cost of repairs and replacement equipment. Funds
were received from Texas Municipal League Intergovernmental Risk Pool on June 9,
2015 and June 26, 2015.
2. Demolition of 1102 Winding Way. $10,386. Appropriate funding for demolition
services to be performed at 1102 Winding Way Drive. The property was purchased
for city park land in April 2015. The funding source will be 2015 G.O. bond proceeds.
3. Sportspark Improvements, $1,104,529. Appropriate funds for improvements at
Friendswood Sportspark. On June 1, 2015, Council awarded contracts for the
construction of four youth softball fields and two restroom/concession facilities. The
appropriation also includes an amount not to exceed $200,000 for dirt work needed for
the project improvements. The funding source will be 2015 G.O. bond proceeds.
4. Parks & Recreation Donation. $200. Appropriate funds donated to the Parks &
Recreation department for the grand opening of the Stevenson Park splash pad on
May 22, 2015. Funds will be appropriated back to the Parks operating supplies
account.
5. Police Department Rape Aggression Defense Donations, $975. Appropriate funds
donated to the Police Department Rape Aggression Defense (R.A.D.) Program.
Donations were received from the citizens participating in the R.A.D. classes. Funds
will be appropriated to the Police Department Patrol for R.A.D. operating supplies
related to R.A.D. program expenses and will be spent in Fiscal Year 2015.
6. Police Department Insurance Reimbursement. $2,430. Appropriate insurance
reimbursement to the communications division in the Police Department. On October
13, 2014, communication equipment was damaged by a lightning strike to the tower
located at the Police Department building. This supplemental reimbursement will be
appropriated to the Communications division operating budget to offset the cost of
repairs and purchase replacement communications equipment. Funds were received
from Texas Municipal League Intergovernmental Risk Pool on June 26, 2015.
7. Police Department Vehicle Insurance Reimbursements. $2,619. Appropriate
insurance reimbursements received from Texas Municipal League Intergovernmental
Risk Pool. Funding will be appropriated to the patrol division vehicle maintenance
account for repairs made to units P276 and P282.

8. Police Department Reimbursement. $821. Appropriate funds received from FBI to
the Police Department. The City has a Memorandum of Understanding with the
agency for reimbursement of expenses spent on Drug Task Force activities. The
reimbursement is for Police Department personnel assigned to these activities through
the month of January 2015. The funds will be appropriated to the Police Department
Criminal Investigations division.
9. Police Investigation Fund, $4,765. Appropriate asset forfeiture funds received.
Funds will be appropriated to the Police Investigation Fund (PIF) operating services
account.
10.Police Investigation Fund. $3,800. Appropriate asset forfeiture funds for services to
perform DNA analysis testing on a cold case. Funds will be appropriated to the Police
Investigation Fund (PIF) operating services account.
11.PEG Funds $206. Appropriate PEG Channel revenue. New audio equipment was
purchased to increase the reliability for amplification to attendees in the council
chamber and recording for rebroadcasts on the PEG channel. The funding source will
be PEG Channel reserve funds.
