ORDINANCE NO. 2015-20 AN ORDINANCE AMENDING CITY OF FRIENDSWOOD, TEXAS, ORDINANCE NO. 2014-29, PASSED AND APPROVED OCTOBER 6, 2014, SAME BEING AN ORDINANCE APPROVING AND ADOPTING THE CITY'S GENERAL BUDGET FOR FISCAL YEAR 2014-2015 BY APPROVING `BUDGET AMENDMENT XII" TO THE "ORIGINAL GENERAL BUDGET OF THE CITY OF FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2014- 2015"; PROVIDING FOR SUPPLEMENTAL APPROPRIATION AND/OR TRANSFER OF CERTAIN FUNDS; PROVIDING FOR SEVERABILITY; AND PROVIDING OTHER MATTERS RELATED TO THE SUBJECT. WHEREAS, by Ordinance No. 2014-29, the City Council of the City of Friendswood, Texas, adopted its"Original General Budget for Fiscal Year 2014-2015"; and WHEREAS,the City Council has determined that revenues and/or reserves are available for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is economically feasible and in the best interest of prudent budgeting and for municipal purposes; and WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption of the budget; and WHEREAS, the City Council desires to amend said Original General Budget to reflect such supplemental appropriation and/or transfer in the fiscal year 2014-2015; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE OF TEXAS: Section 1. The facts and matters set forth in the preamble of this Ordinance are hereby found to be true and correct. Section 2. The "Original General Budget of the City of Friendswood, Texas, for the Fiscal Year 2014-2015," is hereby amended for municipal purposes as shown on "Budget Amendment XII" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year 2014-2015" attached hereto. Said Budget Amendment XII shall be attached to and made a part of such Original General Budget by the City Secretary and shall be filed as required by state law, a true and correct copy of which is attached hereto as Exhibits "A" and `B" and made a part hereof for all purposes. Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance or the application of the same to any person or circumstance shall for any reason be adjudged invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it would have passed each and every part of the same notwithstanding the omission of any such part thus declared to be invalid or unconstitutional,whether there be one or more parts. Park Land 1.0549 Acre Tract Property Survey, $1,580. Appropriate funding for property survey related to the acquisition of 1.0549 acres of park land. On February 2, 2015, Council approved an earnest money contract related to the purchase of this new park land. Funds for this purchase will be appropriated from the 2015 G.O. bond proceeds. 2. Sportspark Lighting Improvements, $705,000. Appropriate funding for lighting improvements at the Sportspark. The old and unsafe wood poles will be replaced with concrete poles. Additionally, new field lighting will be installed on four new youth softball fields and for the parking lot. On May 4, 2015, Council approved a contract with Musco Lighting. Funds for this purchase and installation will be appropriated from the 2015 G.O. bond proceeds. 3. Parks & Recreation Auction Proceeds, $3,389. Appropriate proceeds received from auctioning old parks equipment on the Rene Bates Auctioneers website. This site is used by many government entities to sell equipment no longer valuable or useful to the City. Proceeds will go towards the Parks operating equipment budget to purchase a multi-use trailer. 4. Parks and Recreation Operations, $440. Appropriate revenue collected from the sale of scrap metal accumulated by Parks Division. Funds will be used to help purchase a multi-use trailer for the Parks department. 5. Police Department Insurance Reimbursement, $1,254. Appropriate insurance reimbursement received for vehicle damage claims to the Police Department vehicle unit P277. Funds will be appropriated to the Police Department Patrol division budget to offset the vehicle repair expenses. Reimbursement was received from Texas Municipal League on May 1, 2015. 6. Police Investigation Funds, $8,800. Appropriate asset forfeiture funds received to purchase ammunition to be used for qualification and training. Also appropriate funds to replace an existing fire arm to meet adequate needs and industry standards. 7. Communications Specialist workstation for PEG Channel, $1,704. Appropriate funding to reimburse the Information Technology division in Administrative Services Department for the purchase of a workstation and accessories to be used by the Communications Specialist. The daily activities for this workstation are part of PEG functions. The funding will be from PEG fees to reimburse the division for the purchase. 2015 BA XII-Exhibit A 06-01-15 Exhibit A Page 2 8. Library Book Sales and Donation, $2,235. Appropriate Library book sale revenue and donations to the Library department's operating budget.
