AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2014-29, PASSED AND
APPROVED OCTOBER 6, 2014, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2014-2015 BY
APPROVING `BUDGET AMENDMENT X" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2014-
2015"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.
WHEREAS, by Ordinance No. 2014-29, the City Council of the City of Friendswood,
Texas, adopted its"Original General Budget for Fiscal Year 2014-2015"; and
WHEREAS,the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption
of the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2014-2015;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are
hereby found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2014-2015," is hereby amended for municipal purposes as shown on "Budget
Amendment X" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2014-2015" attached hereto. Said Budget Amendment X shall be attached to and made a part of
such Original General Budget by the City Secretary and shall be filed as required by state law, a
true and correct copy of which is attached hereto as Exhibits "A"and `B" and made a part hereof
for all purposes.
Section 3. In the event any clause, phrase,provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be
invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it
would have passed each and every part of the same notwithstanding the omission of any such part
thus declared to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary

May 4, 2015
1. Police Department MDT Wireless Encryption System, $17,759. Appropriate
undesignated general fund balance to purchase wireless encryption system to
include server software and licenses for 50 mobile devices with ongoing yearly
maintenance cost. This is in addition to the encrypted communications between
Friendswood and League City and mobile data computer system upgrade funded
on BA VIII at the March 2, 2015 meeting. Any budgetary savings in the Police
Department at fiscal year-end will be used to help offset this appropriation of
undesignated general fund balance.
2. Police Department Insurance Reimbursement, $8,399. Appropriate insurance
reimbursement to the Communications division in the Police Department. On
October 13, 2014, communication equipment was damaged by a lightning strike to
the tower located at the Police Department building. The insurance
reimbursement will be appropriated to the Communications division operating
budget to offset the cost of repairs and purchase replacement communications
equipment. Funds were received from Texas Municipal League Intergovernmental
Risk Pool on April 1, 2015.
3. Police Department Animal Control donation, $500. Appropriate donation
received from Friendswood Rotary Club Charity of$500. The donation will be
used to defray the cost of personnel training as requested by the donor. Funds
will be allocated to the Animal Control training expense account.
4. Police Department Reimbursement, $5,465. Appropriate funds received from
Houston High Intensity Drug Trafficking Area (HIDTA) to the Police Department.
The City has a Memorandum of Understanding with the agency for reimbursement
for expenses spent on Drug Task Force activities. The reimbursement is for
activities through the month of February 2015. The funds will be appropriated to
the Police Department Patrol division.
5. Police Department Reimbursement, $517. Appropriate funds received from FBI
to the Police Department. The City has a Memorandum of Understanding with the
agency for reimbursement of expenses spent on Drug Task Force activities. The
reimbursement is for Police Department personnel assigned to these activities
through the month of December 2014. The funds will be appropriated to the
Police Department Criminal Investigations division.
6. Police Investigation Fund, $960. Appropriate asset forfeiture funds received.
Funds will be appropriated to the Police Investigation Fund (PIF) operating
services account.

7. Parks & Recreation Donations. $1,939. Appropriate donations received for
Parks and Recreation department during Keep Friendswood Beautiful events.
Donations totaling $1,213 were received during community events held by Keep
Friendswood Beautiful. Also, $726 was raised by an Eagle Scout Project to install
irrigation for landscaping in Stevenson Park along Shadwell Lane. The funding
will be appropriated to the Parks and Keep Friendswood Beautiful operating
budgets.
8. Public Works Supervisory Control and Data Acquisition System
Replacement, $282,858. Appropriate water and sewer working capital funds to
install a supervisory control and data acquisition (SCADA) system. The system
will monitor the day-to-day health of the City's water/wastewater systems. The
City received approval in June 2014 to use remaining funds from Round 1 of the
CDBG Disaster Recovery Grant to install a SCADA system at the water plant and
lift stations. The water and sewer fund will be reimbursed from the General Land
Office, Disaster Recovery Texas Community Development Block Grant Program.
9. Whispering Pines Ave/Friendswood Link Road Right-of-Way, $37,580.
Appropriate funding to purchase property for right-of-way along Whispering Pines.
Towards the end of the design phase for the Whispering Pines/Friendswood Link
Road project, staff was notified that additional right-of-way was required for the full
roadway and bridge. An appraisal was performed to determine the fair market
value of the property. The funding source will be undesignated general fund
balance.
