RESOLUTION NO.R2003-19 �
A RESOLUTION OF THE CITY OF FRIENDSWOOD, TEXAS, URGING
THE 78TH TEXAS STATE LEGISLATiTRE TO OPPOSE LEGISLATION
THAT WOULD FURTHER ERODE OR ELIlVIINATE MUNICIPAL
ANNEXATION AUTHORITY.

WHEREAS, Chapter 43 of the Texas Loca1 Govemment Code, Municipal Annexation
Act, allows cities to annex adjacent areas and provides stringent procedural requirements for
annexation; and
WI-�REAS, annexation authority was thoroughly reviewed and revised in 1999 with the
passage of Senate Bill 89 which has only recently gone into full effect; and
� WHEREAS, anne�ation power is an essential �overnance tool for Texas cities; and
WI�REAS, annexation allows cities to ensure that the local population base can
equitably share in the cost of the infrastructure that serves the area; and
WAEREAS, through annexation, cities can also help ensure quality development,
enhanced property values, and environmental safeb ards for the community; and
WI�REAS, passage of new legislation that erodes or eliminates municipal annexation
authority in the 78th Texas State Legislature would be detrimental to Texas cities.
NOW, THEREFORE, BE IT AEREBY RESOLVED BY THE CITY OF
FRIENDSWOOD, TEXAS;
Section 1. That the City of Friendswood hereby opposes any legislation that would further
erode or eliminate municipal annexation authority.
Section 2. That the City of Friendsvvood hereby strongly urges the 78� Texas State
Legislature to oppose passage of any bill that would reduce or eliminate municipal anne�ation
authority.
