RESOLUTION CANVASSING RETURNS AND
DECLARING RESULTS OF BOND ELECTION
HELD FEBRUARY 1,2003.
WHEREAS,there was held in the City of Friendswood,Texas,on the 1 st day of February,
2003, an election at which there was submitted to all duly qualified resident electors of the City for
their action thereon,the following propositions: (1) authorizing the issuance of$7,380,000 bonds
for public safety facilities, including a new public safety building, a new fire station and/or
renovations of existing fire stations, and the acquisition of land, (2) authorizing the issuance of
$5,575,000 bonds for drainage improvements to various sites, including SunMeadow, Annalea-
Whitehall,Clover Acres,Woodlawn,Mission Estates and Glenshannon subdivisions,(3)authorizing
the issuance of $4,055,000 bonds for the improvement of streets and thoroughfares, including
Friendswood Link Road,Brittany Bay Boulevard extension,various local streets and the acquisition
of any necessary rights-of-way, and (4) authorizing the issuance of $3,075,000 bonds for
improvements to Centennial Park; and
WHEREAS,there were cast at the election: Tota1 rtumber Voting 2630
PROPOSITION NO. 1
FOR ISSUANCE OF $7,380,000 BONDS FOR PUBLIC
SAFETY FACILITIES, INCLUDING A NEW PUBLIC
SAFETY BUILDING, A NEW FIRE STATION AND/OR
RENOVATIONS OF EXISTING FIRE STATIONS, AND
THE ACQUISITION OF LAND 1937 votes
AGAINST ISSUANCE OF $7,380,000 BONDS FOR PUBLIC
SAFETY FACILITIES, INCLUDING A NEW PUBLIC
SAFETY BUILDING, A NEW FIRE STATION AND/OR
RENOVATIONS OF EXISTING FIRE STATIONS, AND

AGAINST THE ISSUANCE OF $3,075,000 BONDS FOR
IMPROVEMENTS TO CENTENNIAL PARK 1235 votes
as shown in the official election returns heretofore submitted to the City Council of the City and duly
filed with the City Secretary of the City; and
WHEREAS,the election was called and held in all respects under and in strict conformity
with the Constitution and laws of the State of Texas and the United States of America; Now,
Therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS:

Section 1: The election held in and throughout the City of Friendswood,Texas,on the 1 st
day of February, 2003, which election is more particularly described in the preamble of this
resolution,was duly called and notice thereof was given and the election was held under and in strict
conformity with law;that only duly qualified resident electors of the City voted at the election;that
due returns of the election have been made by the proper officers; that the election has resulted
favorably to the issuance the bonds mentioned in the preamble of this resolution;and that a majority
of the qualified voters voting in the election have voted in favor of the issuance of the bonds
mentioned in the preamble of this resolution and the levy of a tax for payment thereof.
Section 2: The City Council of the City is now authorized to issue all of the bonds
described above, and the City Council is authorized to do any and all things necessary and/or
convenient in connection therewith.
Section 3: It is hereby officially found and determined that notice of the meeting at which
this resolution is adopted was given as required by the Texas Open Meetings Act, and that such
meeting has been open to the public at all times when this resolution was discussed and acted on.
