AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2014-29, PASSED AND
APPROVED OCTOBER 6, 2014, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2014-2015 BY
APPROVING "BUDGET AMENDMENT VII" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2014-
2015"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.

WHEREAS, by Ordinance No. 2014-29, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2014-2015"; and
WHEREAS,the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption
of the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2014-2015;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are
hereby found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2014-2015," is hereby amended for municipal purposes as shown on "Budget
Amendment VII" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2014-2015" attached hereto. Said Budget Amendment VII shall be attached to and made a part
of such Original General Budget by the City Secretary and shall be filed as required by state law,
a true and correct copy of which is attached hereto as Exhibits "A" and "B" and made a part
hereof for all purposes.
Section 3. In the event any clause,phrase, provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be
invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it
would have passed each and every part of the same notwithstanding the omission of any such part
thus declared to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2014 — 2015
Budget Amendment VII
March 2, 2015
1. Parks & Recreation Stevenson Park Pool, $24,500. Appropriate funds to
replace the heater in the Stevenson Park Pool. The pool heater is inoperable and
unable to be repaired. Currently the pool heater is in use during the winter months
for contract rentals involving three (3) local area swim teams. The heater is also
used by Friendswood Area Swim Team during the first 2 to 3 week of their season
starting in early April. The cost of the heater is $19,500 and installation is
estimated to cost $5,000. The funding source will be undesignated general fund
balance.
2. Tree Preservation Contribution, $12,618. The City Ordinance # 84-15 for tree
preservation requires that existing trees within the City be preserved for historical
significance. Perimeter landscaping of a commercial property was unable to be in
compliance with the City's ordinance. The ordinance allows the developer in non-
compliance to provide compensation for trees to be planted elsewhere in the City.
Funds received will be utilized to beautify the City's parks and facilities. The funds
were received from the commercial property developer on April 7, 2014.
Appropriation was made on FY14 BA IX in June 3, 2014; however, the project did
not begin before the end of the fiscal year 2014.
3. Stevenson Park Splash Pad Pavilion Restrooms, $24,840. Appropriate funds
to convert the existing Stevenson Park pool manager's office into restrooms which
will mainly serve Stevenson Park Splash Pad users. This conversion will provide
Splash Pad users a more convenient restroom facility than Stevenson Parks'
existing restrooms across the park at the gazebo and pavilion. The estimated cost
of the project is $24,840 and the funding source will the 2015 G.O. bond proceeds.
4. PEG Funds $862. Appropriate PEG funds to purchase a television to expand
multimedia in the council conference room. The funding source will be PEG
Channel reserved funds.
5. Police Department Insurance Reimbursement, $13,645. Appropriate insurance
reimbursement to the Communications division in the Police Department. On
October 13, 2014, communication equipment was damaged by a lightning strike
to the tower located at the Police Department building. The insurance
reimbursement will be appropriated to the Communications division operating
budget to offset the cost of repairs and purchase replacement communications
equipment. Funds were received from Texas Municipal League Intergovernmental
Risk Pool on February 23, 2015.

6. Police Investigation Fund, $1,400. Appropriate asset forfeiture funds received.
Funds will be appropriated to the Police Investigation Fund (PIF) operating
services account.
7. Police Investigation Fund, $5,088. Appropriate asset forfeiture funds received to
purchase 30 rapid deployment packs and upgrade fire arm to industry standards.
8. Police Investigation Fund. $2,285. Appropriate asset forfeiture funds for
services to perform DNA laboratory testing on a cold case. Funds will be
appropriated to the Police Investigation Fund (PIF) operating services account.
9. Whispering Pines Ave/Friendswood Link Road Right of Way, $2,000.
Appropriate funding for property appraisal for a right-of-way along Whispering
Pines. Towards the end of the design phase for the Whispering
Pines/Friendswood Link Road project, staff was notified that additional right-of-way
was needed adjacent to Whispering Pines at Clear Creek. An appraisal is needed
to determine the fair market value. The funding source will be undesignated
general fund balance.
10.Package A Improvements, Blackhawk WWTP, $226,000. Appropriate funding
from Water & Sewer working capital to cover an overage associated with Package
A Improvements, at the Blackhawk Wastewater Treatment Plant (WVVTP). The
plant's Ultraviolet System was recently upgraded to address permit limits/violations
highlighted by the Texas Commission on Environmental Quality (TCEQ). At
closeout, project costs came in approximately 12% higher than what was originally
budgeted. The funding source will be Water and Sewer working capital.
11.Lift Station # 3 Replacement, $4,337. Appropriate funds to cover the additional
cost incurred for an environmental study for the site designated for Lift Station #3
replacement. The funding source will be Water and Sewer working capital.
12.Sanitary Sewer System Assessment, $159,112. Appropriate funds for a
contract with RJN for the engineering design services on Phase 1 of the Sanitary
Sewer System Assessment. The March 3, 2015 Council meeting agenda includes
a recommendation to approve a contract with RJN Engineering Group for the
engineering design services. The funding source will be Water and Sewer working
capital.
